Background

In response to the increasing trend of sexual gender based violence (SGBV), including sexual exploitation and abuse (SEA) in Liberia, the Government and United Nations has developed a joint programme on Prevention and Response to SGBV. The programme will support the operationalisation of the National GBV Plan of Action (2006), which is guiding National efforts to curb the high trend of SGBV in Liberia. The programme also directly responds to national priorities enshrined in the Poverty Reduction Strategy (PRS) and the National Action Plan for Women 2008-2011. The Programme has been organized around the 5 pillar structure set out in the National Plan of Action on GBV i.e. Health, Psychosocial, Legal, Security Protection and Coordination. The Programme is comprehensive and complex given the number of stakeholders and partners.

This 4 year Joint Programme will be executed under the overall coordination of the Ministry of Gender and Development (MOGD) and with the support of Government Line Ministries and implementing partners. The Joint Programme Manager will provide the technical assistance needed for the effective coordination of the programme by the Ministry of Gender and be responsible for the day to day management of the joint programme.  

The Joint Programme Manager will report to the RC/DSRSG and MOGD as co-chairs of the Joint Programme Steering Committee. The programme anticipates that this position would be supported by two coordinators/specialists, one for the Legal, Security and Protection Pillar and another for the Health and Psychosocial Pillar and that the Joint Programme Manager will also be supported by and M & E specialist and administrative staff.  

Duties and Responsibilities

1.   Under the direct supervision of the co-chairs of the JPSC: the Ministry of Gender and the Resident Coordinator for the United Nations Country Team,  the SGBV Joint  Programme Manager provides leadership, strategic direction and overall management of the SGBV programme

  • Manages the implementation of the joint programme and ensures that the programme  remains relevant, and is in line with various elements of the programme document including the coordination arrangements and integration of cross-cutting issues and preventive strategies set out in the programme document;
  • Coordinates the production and dissemination of consolidated results of the joint programme based on progress reports prepared by participating UN organizations;
  • Provides strong leadership and an overall strategic vision;
  • Builds the capacity of the Ministry of Gender in the coordination of the joint GBV programme;
  • Develops and periodically reviews the programme’s M & E plan;
  • Managers a small team of professional and administrative staff

2.   The SGBV Joint Programme Manager coordinates the SGBV Joint Programme and is responsible for adherence to the following standards:

  • With support from the Programme Pillar Coordinators and lead agencies for various outputs, develop and ensure timely preparation of detailed annual plans and budgets for all levels of project activities;
  • Facilitates the achievement of joint programme results by timely monitoring of the progress of programme implementation and ensures ongoing monitoring and annual reviews of work plans;
  • Monitors the fulfilment of the tasks assigned to the Administrative Agent and lead agencies, in accordance with the joint programme document.
  • Prepares for JPSC meetings and assume the role of Secretariat of the JPSC.     

3.    The SGBV Joint Programme Manager supports advocacy, partnership building and resource mobilization for the joint programme.

  • Develops a resource mobilization strategy for the Joint Program in collaboration with the Administrative Agent and UN participating agencies and pillar leads.
  • Coordinates linkages with other Joint Programme and between project activities within the SGBV joint programme and similar projects financed by other donors or partners
  • Participate in the GBV Task Force and other SGBV related groups to enhance coordination and partnership among stakeholders working in the area of GBV
  • In collaboration with participating UN Agencies, provides technical support to the development of relevant advocacy and policy documents to address GBV in the context of broader gender (inequality) issues 

4.   The Joint  SGBV Programme Manager ensures knowledge management focusing on achieving the following results:

  • Synthesises best practices and lessons learned from the Programme for sharing between programme participants as well as external partners;
  • Supports capacity and knowledge building of national counterparts;

5.   Perform other tasks as assigned by the JPSC.

Required Skills and Experience

  • Advanced university degree preferably Gender and Development studies, political science, law, Women’s Studies, international studies, public health or a related field.
  • A minimum of 10 years of relevant professional experience at international level in Gender and Development, preferably in emergency and post-conflict situations.
  • At least 5 years of field experience in design, appraisal and management of gender related programmes of similar scope and complexity.
  • Sound Knowledge of UN policies, system and procedures
  • Strong written and spoken English skills.
