Background

 

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

The project "Making Aceh Safer Through Disaster Risk Reduction In Development"(DRR-A) is designed to make disaster risk reduction a normal part of the development process established in core functions of Aceh's local government and their public and private partners especially in Aceh's local communities where the most effective and direct actions can be taken to reduce physical, economic and social vulnerability to disasters.  The above aim is to be attained through five main outputs of the project, namely:

  • Output 1: Institutional arrangement and enabling environment established to facilitate participatory and concerted implementation of DRR measures
  • Output 2: Demonstration gender-sensitive projects implemented in selected locations to test and improve measures for reducing risk from natural disasters
  • Output 3: TDMRC-UNSYIAH strengthened to provide science-based information, service and knowledge assistance to the local government and other DRR proponents in implementing their DRR activities.
  • Output 4: DRR public awareness programmes implemented to promote gender sensitive "Culture of Safety" among the people and institutions of Aceh.
  • Output 5: Project effectively and efficiently managed, monitored, evaluated, and audited.

The DRR A Project, budgeted for a total of USD 9,870,000 will be implemented in three and half year period by the Provincial Government of NAD involving agencies at provincial and district levels in collaboration with BRR and related national authorities with support from UNDP. Strategic partnerships will be established with other relevant GOI ministries and agencies and with public and private partners at international, national, provincial, district levels, sub-district and village levels.

Specific Duties and Responsibilities

The National Project Manager will be responsible for the following duties:

  • Provide overall supervision to the PMU and it's day-to-day management in implementing the DRR-A programme, while ensuring that component outputs are achieved within the time, quality and budget tolerance.
  • Promote and develop the project in line with the project document, supporting emerging multi-stakeholder decision-making forums;
  • Develop local level appreciation and understanding regarding community-focused development and good governance as means towards sustainable development through disaster risk reduction in consultation with multi stakeholders;
  • Represent the project, establish partnership and undertake continuous liaison with partner agencies, local authorities, civil societies and community leaders in order to maximize transparency and responsiveness of project initiatives;
  • Identify activities to be supported by the project towards the objectives of Disaster Risk Reduction geared towards sustainable development in alignment with the Government's Work Plan;
  • With respect to external project implementing agencies:
  1. Ensures that these agencies mobilize and deliver the inputs in accordance with their letters of agreement or contracts,
  2. Provides overall supervision and/or coordination of their work to ensure the production, quality and timeliness of the expected outputs;
  • Assumes direct responsibility for managing the project budget as Committing Officer, by ensuring that:
  1. Project funds are made available when needed, and are disbursed properly,
  2. Expenditures are in accordance with the project document and/or existing project work plan,
  3. Accounting records and supporting documents are properly kept,
  4. Required financial reports are timely prepared,
  5. Financial operations are transparent and financial procedures/regulations for NEX projects are properly applied,
  6. Prepared to respond to audits and interact with auditors at any time,
  • Supervise Component Coordinators and Project Officers in identifying the need of technical assistance and oversee provision of technical assistance to partners through supervision of short-term consultants and other technical assistance providers;
  • Ensure that related personnel of the PMU manage coordination between implementing partners through convening and chairing meetings and workshops towards maximizing delivery and synergy;
  • Liaise with other GOI-UNDP DRR projects at both national, local level to ensure synergy for project output deliveries.
  • Manage monitoring processes for the overall project to ensure that implementation is in accordance with agreed works, and to distil lessons and good practices of value for future programming;
  • In coordination with the component coordinators, prepares, maintains updates and ensures implementation of quarterly and annual workplan for the project and submit these to the NPD and DRR-A Project board for clearance;
  • Drafts project progress reports of various types (e.g. quarterly report, annual report, and the Final Project Report) as scheduled; and
  • Organize review meetings as well as evaluation missions in coordination with the vice governor's office, BPBA, and UNDP.

III. Impact of Results

Reporting directly to National Project Director DRR-A, the NPM will be responsible for the overall achievement of the "DRR-A" project outputs in line with the Project Document. The NPM will keep the NPD up to date on project progress, implementing issues, emerging risks/problems as well as suggesting necessary remedial actions.

Required Skills and Experience

V. Recruitment Qualifications

Education:

Master degree in, urban and rural planning, economics, or other relevant fields of study

Experience:

minimum 10 years of professional experience, preferably in the field of development

Language Requirements:

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required


Other Requirements:

  • Demonstrated strong familiarity with development projects and UNDP programmes in Indonesia;
  • Knowledge of disaster risk reduction and experience in implementing disaster risk reduction projects and programmes are assets;
  • Strong knowledge and experience in project management are essential and ability to write reports
  • Good inter-personal and team building skills;
  • Full time availability for project management duties is essential;
  • Familiar with Government and UNDP procedures;
  • Demonstrated up-to-date computer skills required.
