Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

With the impending end of the Badan Rehabilitasi dan Rekonstruksi (BRR)’s mandate, it is imperative that the on and off-budget assets be handed over to designated Line Ministries and Local Government before April 2009. Approximately IRD 31 trillion (equivalent of USD3 billion) worth of asset were laid out during BRR’s tenure. The Directorate of Accountancy, Reporting and Asset Management under the Chief of Finance and Planning is responsible in keeping up the accounts and the transition of the asset management. To date, the Directorate has compiled the inventory list and expenditure evaluation for the period between 2005 to 2007. About 25% of on-budget assets have been devolved over to the local government.

The assets produced during BRR’s tenure must be inventoried, evaluated and a Web GIS based Asset Management Information System (WEB GIS-AMIS) created to manage the related data and information. BRR-UNDP/MDF TA have developed the “design” for an Asset Management Information System (AMIS).

Since the planned AusAID’s Asset Mapping Assistance (AMA) Project has been delayed a UNDP/MDF TA Team is required to “implement” the AMIS design, integrating on and off-budget asset transfer data and documentation with asset maps into an appropriate, user friendly system to improve Local Government’s asset planning and budgeting, maintenance and operations of the received assets.

The AMIS will take into account accounting information for on and off-budget asset in accordance with national and provincial asset accounting systems. With the current staff in the Directorate carrying out daily tasks, additional assistance is needed to implement the AIMS design ensuring its suitability for hand over to Local Government by end of December 2008.

The AMIS Implementation Team is to be comprised of four new UNDP/MDF TA lead by a Team Leader currently involved in the AMIS design to ensure continuity of care and historical memory for smooth cooperation with the AusAID/GTZ project when it does begin.

Duties and Responsibilities

The System Programmer is to prepare the migration of data from existing data storing systems i.e. RAND, SIMAS and E-SMART Pro to AMIS. He/She will also be expected to develop the AMIS to accommodate the standard government accounting system for reporting purposes to the Ministry of Finance.

Scope of Work

Under the direction of the Directorate Accounts and Asset Management and PUSDATIN and in collaboration with the AMIS Working Group, the System Programmer will carry out the following activities:

  1. Develop the AMIS based on specification and design as created by the System Analyst.
  2. Populate the new AMIS database with current data in the existing systems (SABMN, RAND, etc) and the database produced by AusAid’s AMA activities.
  3. Maintain AMIS and carry out trial test runs during the programming period.
  4. Prepare, plan and conduct user-acceptance test.
  5. Compile technical system documentation.

Review/approval time required to review/approve the outputs prior to authorizing payments

Weekly written reports are expected, participation in Weekly Review Meeting with the AMIS Team and the preparation of UNDP formatted Monthly Reports by the 5th of each month and final outputs must be signed of on by both Directorate Accounts and Asset Management and Pusdatin.

Competencies

  • Capable of translating the design into the program;
  • Ability to write reports, make presentation, provide training to AMIS users;
  • Knowledge of Bahasa Indonesia is preferable.

Required Skills and Experience

  • University Degree or Diploma in Computer Science/ Information Systems with specialization in system development or programming;
  • 3 years experience in developing a web-based system using PHP and Postgre SGL;
  • Knowledge and understanding of the environment of the MS Windows OS / Unix based system;
  • Knowledge and understanding of complete TCP/IP protocal for creating the system is an advantage;
  • Familiar using Relational database management system RDBMS especially MsSQL Server and Postgress with POSTGIS extension;
  • Experienced in writing program codes using JavaScript and PHP language; and
  • A ZEND Certified Engineer is preferrable;
  • Experience in GOI asset management and/or financial/accounting system would be an advantage but not essential;
  • Proficient in English language, spoken and written.
