Background

In January 2008 UNDP in partnership with Danida launched a UN Procurement Capacity Development Centre (PCDC) that works with and through partners to: capture, develop, and disseminate knowledge; provide field-based advocacy and advisory support services; and contribute to the achievement of the goals of the Paris Declaration. The PCDC focuses on procurement but will also address other implementation capacity development functions. The PCDC is organizing a series of procurement capacity development workshops for national public procurement representatives. 

Duties and Responsibilities

The Facilitator will be expected to manage content and facilitate the four-day Regional Procurement Capacity Development Workshops for Francophone countries, to be held in Johannesburg, South Africa (17-20 and 23-26 Feb. 2009).

Scope of Work:

He/She will work with PCDC to ensure that the workshop will meet its objectives on the content side of Procurement Capacity Development.

Tasks to be performed include:

i)    Present procurement capacity development content during sessions on procurement capacity development
ii)   Manage and facilitate group work and group discussions
iii)  Provide input to the agenda and workshop content
iv)  Coordinate with other facilitators as needed
v)   Quality assurance of French workshop material

Duration of assignment, duty station and expected places of travel:

The facilitator will be engaged for a period of ten (10) working days, from 16/02/2008 to 27/02/2008.
Preparation time is 6 days, 4 of these as participant in the Anglophone Procurement Capacity Development Workshop taking place from 17-20 February 2008.  Duty station is Johannesburg, South Africa.

Review of assignment and payment terms:

At least one week's review time required before payment is made to the consultant.  The consultant will be paid in a lump sum.

Required Skills and Experience

  • Extensive knowledge and experience with procurement capacity development processes
  • Experience with capacity assessment methodologies and processes

  • Previous work with experience with UN system and/or other bilateral/multilateral development assistance
  • Fluency in written and spoken French and English
  • Good communication/presentation skills
