Background

The European Community through the EU delegation to Serbia and the Government of Switzerland through the Swiss Agency for Development and Cooperation in partnership with the Serbian Government and individual municipalities, fund the programme. UNDP through the PRO programme is the implementing partner.
Phase 1 commenced in July 2006 and the second phase is ongoing until at 31st December 2009.
The overall objective of the project “Municipal Development in South West Serbia” the PRO 2 project is to strengthen local government in facilitating socio-economic development and to contribute to the attainment of good local governance in the region. In addition the project seeks to build on the European Integration process and the implementation of the PRSP in addition to relevant national sectors and regional strategies.
The project “Municipal Development in South West Serbia” will provides support to eight municipalities: Novi Pazar, Sjenica, Tutin, Nova Varos, Prijepolje, Priboj, Raska and Ivanjica and the wider area through intermunicipal cooperation and regional development activities.
The specific purpose of the project is to develop capacities of local stakeholders and local governments so that municipalities in South West Serbia, individually and jointly, plan and take strategic action to achieve the sustainable economic and social development of the region and to fulfil their obligations to citizens.
The project is expected to build on the results achieved on the first phase and to deliver the following results:
Result 1: Organizational effectiveness and efficiency improved and capacities to fulfil assigned functions to deliver services to citizens in municipalities in South West Serbia increased
Result 2: Capacities and capabilities for the implementation of municipal sustainable development strategies strengthened and a system for monitoring of progress established
Result 3: Infrastructure projects based on identified socio-economic priorities for municipalities in South West Serbia selected and implemented
Result 4: Support inter municipal cooperation through establishing Regional Development Agencies (RDAs) and facilitate establishment of sustainable regional development partnerships

Duties and Responsibilities

  • Act as liaison between the project “Municipal Development in South West Serbia” and the Prijepolje Municipality
  • Work as a part of the Programme development Unit (together with other members of the PDU nominated by the municipality), contributing to the strengthening of professional capacity and facilitate the transfer of knowledge and skills.
  • Facilitate the strategic planning process as required, as per adopted methodology envisaged in the project document “Municipal Development in South West Serbia”
  • Strengthen community and civil society structures through organization of Local Action Group and facilitating the inclusion of this institution as part of the municipality structure in the respective municipality
  • Involvement in Phase 2 Civil Society Grants Scheme
  • Support the counterpart to maintain project files related to the Municipal Implementation Unit (municipal level) and overall management of the project (project level).
  • Monitoring the implementation and the sustainability of the selected infrastructure and other socio-economic priority projects
  • Establish communication with suppliers/vendors, organize meetings and in cooperation with municipal staff and technical supervisors, supervise the process of project implementation and resolve potential problems on site;
  • Organize workshops, seminars, presentations as well as field visits for the purpose of establishing contacts with local community, especially the eligible project proponents.
  • Keep regular contacts with Municipal Mayors and other key stakeholders regularly updating them on the progress of general and specific project activities.
  • Develop and maintain good relations with members of civil society and business community
  • Prepare detailed reports on a monthly basis or as when required.
  • Arrange appointments and meetings and maintain Project Team calendar;
  • Ensure the project activities receive the suitable level of visibility, in coordination with the adopted visibility and communication strategy
  • Deal with correspondence and respond to routine inquiries
  • Establish relationships and contacts with civil society, private business, international agencies or organizations present in the respective municipality
  • Perform other duties as assigned by the “Municipal Development in South West Serbia” Project Team (Project Manager/ Project Coordinator).

Required Skills and Experience

  • University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences or High School Diploma with relevant working experience
  • 3 years of relevant administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems. Knowledge of UNDP rules and procedures would be an asset.
  • Fluency in the Serbian; good knowledge of spoken and written English
