Background

The European Union through the Delegation of European Community and the Government of Switzerland through the Swiss Agency for Development and Cooperation with contributions from national government of Serbia and individual municipalities, fund the programme in partnership and with UNDP as the implementing partner.
The overall objective of the project “Municipal Development in South West Serbia” the PRO 2 project is to strengthen local government in facilitating socio-economic development and to contribute to the attainment of good local governance in the region. In addition the project seeks to build on the European Integration process and the implementation of the PRSP in addition to relevant national sectors and regional strategies.
The project “Municipal Development in South West Serbia” will provide support to eight municipalities: Novi Pazar, Sjenica, Tutin, Nova Varos, Prijepolje, Priboj, Raska and Ivanjica.
The specific purpose of the project is to develop capacities of local stakeholders and local governments so that municipalities in South West Serbia, individually and jointly, plan and take strategic action to achieve the sustainable economic and social development of the region and to fulfil their obligations to citizens.
The project is expected to build on the results achieved on the first phase and to deliver the following results:
Result 1: Organizational effectiveness and efficiency improved and capacities to fulfil assigned functions to deliver services to citizens in municipalities in South West Serbia increased
Result 2: Capacities and capabilities for the implementation of municipal sustainable development strategies strengthened and a system for monitoring of progress established
Result 3: Infrastructure projects based on identified socio-economic priorities for municipalities in South West Serbia selected and implemented
Result 4: Support inter municipal cooperation through establishing Regional Development Agencies (RDAs) and facilitate establishment of sustainable regional development partnerships

Duties and Responsibilities

Under overall supervision and guidance of the Deputy Programme Manager, the Programme Administrative Assistant within the project “Municipal Development for South West Serbia.
The position is responsible to carry out the following duties:
 
1.       In support to the Communications Officer:
 
  • Assist in the organization of events and functions organised within the framework of the PRO Programme;
  • Maintain electronic and hardcopy filing system of communications activities
  • Assist in monitoring of print and electronic media, registering, retrieving and filing of media reports on the PRO Programme;
  • Maintain general contacts data base
  • Assist in the maintenance of the PRO Programme Website
  • Assist Communication Officer in the provision of information relevant to PRO activities to the programme staff Provide translation from Serbian into English and vice versa
 
2.        In support of the Capacity Development Coordinator:
  • Organizing workshops, seminars and other events
  • Collect inputs and compile regular reports and distribute minutes, maintain filing system, drafts routine correspondence and respond to routine inquires, and other logistical issues.
3.       Perform other duties as assigned by the Deputy Programme  Manager to include but not limited to:
  • General translations
  • HR duties
  • Secretarial duties as required
  • Attend Programme meetings, assist other Programme Coordinators as directed
  • Other as required and agreed

Required Skills and Experience

  • University degree in social sciences, development studies or related field an advantage
  • Experience in development field  
  • Experience in project management desired
  • Knowledge about local governance system in Serbia
  • Knowledge of both the UN and EU regulations and procedures  
  • Professional experience with international organizations
  • Strong written and spoken skills of English and Serbian language
