Background

In accordance with Article 12.5 of the UN Convention on Climate Change, decision 17/CP.7 of Conference of Parties (COP) and Global Environmental Fund (GEF) Operational Procedures for the Expedited Financing of National Communications from Non-Annex I Parties (GEF/C.22/Inf.16) the Government of Georgia has obligation to perform a Second National Communication (SNC) and submit it to COP. In 2006 Georgia started the preparation of its SNC. At present the compiled final document is ready and translated in English. However, in order to improve the quality of English version of final document, review and editing by native English speaker familiar with climate change issues and requirements of reporting has been decided by the project management. 
 
The SNC of Georgia consists of all sections recommended by the decision 17/CP.7 to non-Annex I Parties. Sections considered are: national circumstances, Greenhouse Gas (GHG) national inventory, Vulnerability and Adaptation of ecosystems and sectors of economy, GHG mitigation strategy and other (capacity building, financial and technical needs assessment, research and systematic observations, education and training).
 
The overall objective of the project is to identify the most vulnerable to climate change systems in Georgia, prepare adaptation proposals, facilitate the integration of climate change issues in the sectors’ development plans and concepts, development climate change strategy and conduct GHG national inventory.

Duties and Responsibilities

The objective of the work is to improve the quality of Georgia’s Second National Communication. Editor should be able to make the in-depth revision of the final document (English version) with particular focus on its technical sections such as: climate change future scenarios, GHG national inventory, GHG mitigation strategy for energy and industry sectors and climate change strategy and perform the final editing of the document (maximum 250 pages).
 
Technical evaluation criteria
 
The short listing of the candidates will be based on the following evaluation criteria.
  1. An advanced Degree in Natural Sciences, Environmental Management or related fields (20%);
  2. Native English speaker (30%);
  3. Experience in preparation and implementation of climate change related projects in CEE/CIS countries (5%);
  4. Experience in editing (25%);
  5. Familiarity with the UNFCCC decisions and guidance on the preparation of non-Annex I National Communications (20%)
Short listed candidates will be contacted and requested to perform a sample editing of technical text from the final document (maximum one page) and provide the price quotation for the above mentioned assignment.

Competencies

  • Familiarity with  the UNFCCC decisions and guidance on the preparation of non-Annex I National Communications is required;
  • Good communication and analytical skills
