Background

The project intends to prevent the release in Persistent Organic Pollutants (POPs) in the environment through the improvement of health care waste management, implementation of green chemistry initiatives in the industry and agriculture along with destruction of identified POPs waste stockpiles.
The following POPs will be targeted by the project: Dioxins (PCDD/F) released by unsafe incineration of medical waste and empty pesticide containers, POPs substances listed under Stockholm Convention (SC) on Persistent Organic Pollutants used in the manufacturing of plastic products, with special reference to plastic use in articles exposed to sources of heat; and polychlorinated biphenyls (PCBs) existing in the dielectric fluid of electrical equipment, and obsolete POPs stockpiles/materials.
All these substances pose a global threat to the environment and human health due to their long persistence in the environment, their long term and cumulative toxic properties, and their capacity to bioaccumulate in living organisms.

The overall objective of the project is to reduce risk for people’s health and the environment through the prevention of U-POP releases, shifting from POPs toward non-POPs chemicals in the plastic industry, and sound destruction of at least 50 tons of POPs waste.
Objective

The consultant will be responsible for providing logistic and coordination support to the Environmental Development Project Manager to ensure smooth implementation of the Project.
The objective of the consultancy is thus to provide support in coordination of activities related to all activities in the POPs project to be implemented in cooperation with partners and stakeholders in Bosnia and Herzegovina. In addition, the Consultant will help make best use of existing resources and improve planning and information exchanges among relevant government departments, ministries, private companies, industries,  wider public and NGOs.
This will ensure that specific micro local experiences and information are included into the process of collecting necessary data and strengthening the partnerships with relevant project beneficiaries. 
Purpose

The purpose of the consultancy is to better coordinate activities to avoid duplications in filed and to set the scene for further cooperation with project beneficiaries and stakeholders through enhanced cooperation with one of the principle partner authorities on entity level and level of BiH. The Consultant is expected to liase the relevant Ministries in ensuring sustainability of project results, coordination of project deliverables between the relevant ministries and other relevant institutions, along with private companies, industries,  wider public and NGOs.

Duties and Responsibilities

As part of this assignment, the Consultant will help coordinate the implementation of project-related activities with the relevant ministries and other relevant institutions, along with private companies, industries, wider public and NGOs.
As part of this assignment, the Consultant will perform the following tasks:

  1. Data collection and data management related to POPs project activities;
  2. Coordination of activities related to POPs project;
  3. Collecting information in the field related to project activities and assisting in formulating follow up activities and linking it with ongoing and future initiatives related to environmental protection and management of chemicals and waste
  4. Analysing possibilities for improved cooperation with industrial sector.

Task 1: Data collection and data management related to POPs  project activities
Through his/her continuous presence and/or communication with the relevant entity ministries, the Consultant will:

  • Collect procurement-related information data,
  • Conduct ad hoc analyses and prepare reports related to POPs project activities;
  • Synthesize existing findings and disseminating this into formats tailored to government and donors.
  • Produce and coordinate easy-to-use communication material including data graphs and charts;
  • Support building and maintaining databases to store collected data;
  • Secure information by completing data base backups.

Task 2: Coordination of activities related to POPs project
In addition to focusing on data collection and data management, the Consultant will:

  • Become acquainted with all government and non-government stakeholders relevant in the implementation of the POPs project;
  • Coordinate the realization of all project activities related to collection of data for POPs  project ;
  • Coordinate activities of all relevant institutions and administrative bodies related to collecting necessary data;
  • Support preparation of briefs on project achievements.
  • Produce final report outlining all major interventions undertaken in the course of the consultancy.

Task 3: Collecting information in the field related to project activities and assisting in formulating follow up activities and linking it with ongoing and future initiatives related to environmental protection and management of chemicals and waste

Institutional Arrangement

Competencies

  • Proven track record in data collection and analysis methodologies;
  • Proven ability to conduct desk research and needs assessments;
  • Proven understanding of environmental legislation and set up in Bosnia and Herzegovina

Required Skills and Experience

Min. Academic Education 

  • University Degree in economics, chemistry, technology, agriculture and other related fields

Min. years of relevant Work experience  

  • Minimum 7 years of relevant experience

Required skills and competencies 

  • Experience in projects implemented in Bosnia and Herzegovina related to environmental protection, waste management and chemicals
  • Excellent computer skills and ability to use information

Desired additional skills and competencies 

  • Proven communication and facilitation skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders

Required Language(s) (at working level) 

  • Excellent writing, editing and communication skills
  • Knowledge of English language would be considered as an asset
