The USAID funded programme “Programme for Egyptian Women’s Economic and Social Empowerment” aims to achieve 3 reinforcing objectives:

  1. Improve the work environment for women in the private sector;
  2. Expand Women’s Financial Inclusion;
  3. Reduce the Socioeconomic Impacts of Violence Against Women.

The proposed programme’s technical and strategic approach will be guided by UN Women’s knowledge of global best practices, its substantial experience in implementing gender equality and women’s empowerment (GEWE) programmes in Egypt, and its extensive partnership network of government, private sector, civil society, academic and international organizations both nationally and regionally.

Reporting to the Deputy Country Representative, the Chief of Party (COP) is responsible to ensure that the proposed project is implemented in accordance with the USAID agreement, committed deliverables therein and as per UN Women rules and regulations. The Chief of Party will be the primary representational link to the USAID team on operational matters.  She/he will be responsible for the day-to-day coordination of the “Resilience and Growth – Programme for Egyptian Women’s Economic and Social Empowerment” programme, including coordinating relationships with sub-awardees, national partners and stakeholders, the monitoring and reporting financial management, and communication under the programme.

Duties and Responsibilities

1. Coordinate the “Programme for Egyptian Women’s Economic and Social Empowerment” Programme

  • Coordinate the overall Programme work plan development and implementation according to the USAID/UN Women programme and financial arrangement;
  • Liaise with the USAID, sub-awardees, national counterparts, and development partners to ensure the Programme results are achieved and resources are managed;
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports as per the requirements under the USAID/UN Women programme and financial arrangements;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

2. Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners to support implementation and expansion of the Programme for Egyptian Women’s Economic and Social Empowerment” Programme, identify potential problems and provide solutions;
  •  Oversee  and provide planning and guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Oversee identification of capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.

3. Coordinate the monitoring and reporting on the “Programme for Egyptian Women’s Economic and Social Empowerment” Programme

  • Supervise the gathering and compilation of all information necessary for monitoring and reporting on programme the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits, including organizing joint monitoring visits with the Government of Egypt, USAID and other stakeholders
  • Clear and review annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from “Programme for Egyptian Women’s Economic and Social Empowerment” programme activities and results to Country Office reporting.
  • Develop and implement a plan to regularly share progress of the overall Programme with GOE, USAID and other relevant partners.

4. Manage financial resources and supervise Programme team staff

  • Supervise and manage the Programme team, review performance and mentor/ coach staff;
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking, and reporting;
  • Regularly monitor expenditures (pipeline and burn rate analyses) to ensure Programme is utilizing resources as planned and to make adjustments accordingly;
  • Oversee and monitor the allocation and disbursement of funds to participating partners (“sub-awardees”).

5. Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and the USAID Programme priorities and develop the relevant partnerships.

6. Advocate and facilitate knowledge building and management and communication

  • Ensure documentation of the Programme implementation process and products produced are in accordance with UN Women guidelines, and the USAID/UN Women Programme and financial arrangement;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Oversee development of a knowledge sharing dissemination plan of Programme lessons learned, success stories, and tools developed;
  • Organize major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social science or other related areas is required;
  • Exceptionally, a first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  •  A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.


  • At minimum ten (10) years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women’s Economic Empowerment and Violence Against Women;
  • Demonstrated experience in coordinating, implementing, monitoring and evaluating complex, multi-partner, development programmes and projects;
  • Experience overseeing projects with budgets over US$20 million;
  • Demonstrated experience managing teams to achieve ambitious project goals;
  • Experience with and knowledge of working for USAID-supported programmes;
  • Experience working as part of a consortium is preferred;
  • Experience working with the UN is preferred.

Language Requirements:

  • Fluency in English and Arabic is required.
