Project Description

The Development through Local Indicators and Vulnerability Exposure Database (DevLIVE+)[1] is a system and a tool that is used to collect, organize, visualize and manage baseline data and information on the household, building structures and production areas for monitoring access to and delivery of basic services, assessing vulnerabilities and exposures to hazards and risks, and creating development pathways toward sustainable and progressive communities.

The DevLIVE+ generates socio-demographic profiles, not only at the municipal or barangay level but up to the household level. It also provides disaggregated data by sex, age, work, educational attainment, or spatial location through charts, lists or even map locations that would facilitate analysis in crafting the local land use and development plans. Considering that significant socio-economic indicators can be captured related to access to basic services among others, local decision-makers have found the tool essential in resource allocation, prioritization of barangays and delivery of services, or justify their programs, projects, and activities using the DevLIVE+ to improve the conditions of communities who are either most vulnerable, left behind, or lacking in access to government services.

Originally designed to assess risks and exposure of households to natural hazards, the DevLIVE+ was further enhanced and expanded to collect data on non-residential structures i.e. commercial, institutional and industrial, and agricultural production areas i.e. livestock, poultry and fishing which are significant information to the exposure database of an LGU. The DevLIVE+ is implemented for a detailed evaluation of potential risks in an automated manner, which would significantly enhance the development of future local plans and programs.

Furthering its applications, localized Sustainable Development Goals (SDG) indicators i.e. poverty incidence, unemployment rate and presence of informal settlers among others could easily be monitored. Decision makers could now have a tangible data and statistics to further track and provide appropriate solutions to this SDG indicators. Because the system uses open source software, and data visualization tools, it is flexible enough to accommodate the needs and priorities of the local government units (LGUs) and agencies, by simply making adjustments in the data gathering tool, and writing the analytics.

Under the Ministry of the Interior and Local Government (MILG) and UNDP’s Localizing e-Governance for Accelerated Provision of Services (LeAPS) project, the DevLIVE+ is a vital component which will empower the LGUs in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) with up-to-date information for local planning, programming and SDG monitoring. UNDP will conduct an initiation training to MILG and key stakeholders to the different implementation processes and most specially on data navigation and processing.

UNDP will also provide technical assistance at key stages of the implementation from data collection, validation to management, through training, mentoring and coaching to the city government of San Fernando in La Union. This intensive training design is adopted to instill the processes within the LGU for future updating of their data, to ensure sustainability of the system and to promote common data among departments.

To achieve the aforesaid support to the city government of San Fernando as well as the LeAPS Project in BARMM, UNDP Philippines requires the services of a qualified Training Specialist with supervision from the Team Leader of UNDP’s Institutions and Partnerships (I&P) Programme Team.

[1] The DevLIVE+ was developed as an expansion of the Climate and Disaster Exposure Database (ClimEx.db) from the United Nations Development Programme, Australian Government, and Climate Change Commission’s Resilience and Preparedness toward Inclusive Development (RAPID) program which is focused as an exposure database.

Duties and Responsibilities

Scope of Work and Outputs

The Individual Consultant shall perform the following:

Conduct induction training on DevLIVE+ with MILG and key stakeholders;

1. Conduct training to target participants in San Fernando City on the following activities:
   1. Community preparation and orientation of the local DevLIVE+ team and barangay leaders;
   2. Data Privacy Impact Assessment with key stakeholders;
   3. Geotagging of survey elements for the GPS operators;
   4. Digital survey enumeration using the ODK-based DevLIVE+ mobile app for the local enumerators;
   5. Data navigation and analytics using the QlikSense data platform of the DevLIVE+ for the local data validators and managers;
   6. Data cleansing for the local data validators and managers;
   7. Training of trainors for the community validation; and
   8. Orientation on SDG using the data dashboard, with UNDP I&P Programme Team as training focals.

1. Conduct pre- and post-skills assessment and post training report on lessons learned with recommendations for improvement.

1. Timetable of Deliverables

The Consultant shall implement the following activities and/or deliver on the following outputs:

The estimated levels of effort, which also includes preparation and actual training, identified above are indicative and may be adjusted based on the situation and needs, but with prior decision by UNDP. The existing training manuals and modules of the DevLIVE+ will be shared with the Consultant after contract signing which he/she could modify for the actual training. Equipment such as android tablets, GPS and computers of the participants during training shall be provided also by UNDP.

Governance and Accountability

1. Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the UNDP Institutions and Partnerships Programme Analyst.

1. Though the Consultant’s outputs and deliverables shall be reviewed, quality assured, and accepted in consultation with the consortium or its key members, this contract is executed and managed under the operations policies and procedures of UNDP. The Institutions and Partnerships Programme Team Leader shall formally accept outputs and cause the processing of payments.

Expected Duration of the Contract

The consultant will be hired for an estimated 90 person-days over 7 months. The target start of work date is September 2021 and the end date is March 2022.

Duty Station

While some of the trainings can be conducted online, the consultant is expected to conduct on-site training, coaching and mentoring activities in San Fernando City, Davao City or Cagayan de Oro City, following guidelines set by the local government units.

If essential, travels of Consultant shall be approved by the UNDP Team Leader/s. Further, the Consultant shall also secure UNDSS clearance and travel authorization. All travels shall be done within the guidelines and protocols set by the local government.

Scope of Price Proposal and Schedule of Payment

1. The Consultant should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified in Section D. The total amount quoted shall include all costs components required to deliver the services identified above, including professional fees (daily fee X number of person-days) and any other applicable costs such as Covid19 test results prior to the field work, training manuals and kits (for 100 participants), communications, transportation (8 round trips to San Fernando City), transportation (1 round trip to Davao City or Cagayan de Oro City)  and accommodation, etc.

1. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the contractor must be ready to submit proof of insurance valid during contract duration.

1. The contract price will be fixed output-based price. Any deviations from the output and timelines will be agreed upon between the Contractor and UNDP.

1. Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the Team Leader, I&P Team, UNDP prior to release of payments as follows:

Recommended Presentation of the Offer

The Consultant shall be jointly selected and agreed upon by UNDP. The prospective Consultant(s) shall provide the following:

1. Duly accomplished Letter of Confirmation of Interest and Availability, which includes the financial proposal, using the template provided by UNDP;

1. Personal CV indicating all past experience from similar projects or requirements, as well as the contact details (email and phone) of the Consultant and at least three (3) professional references.

1. Proposed course outline/topics for the six (6) training specified in Section D.

Qualifications of Successful Consultant and Criteria for Selection of the Best Offer

Candidates shall make sure their applications indicate compliance with EACH of the following minimum criterion. Only those who will obtain 49 out of 70 obtainable points will be considered shortlisted and qualified for financial evaluation.

Assessment of best offer will be via Combined Scoring method – where the education and qualifications will be weighed 50 points, proposed course outline/topics weighted 20 points, and combined with the price offer which will be weighed 30 points. Incomplete submission of the requirements may be disqualified.
