Background
Office/Unit/Project Description:
The Initiation Plan for “Capacity Development of Local Governments for Resilient Infrastructure and Livelihood Services (CDRIL)” aims to learn from experience of strengthening capacity of selected local governments of Karnali province to plan, execute and manage resilient and sustainable local infrastructure and livelihood services implemented as a pilot. The Initiation Plan will support the local governments to identify capacity gaps in terms of system, tools, instruments, knowledge and skills required for resilient planning, budgeting, procurement, execution, monitoring, reporting, resource mobilization, partnership, quality assurance and asset management; and build capacities for management of infrastructure projects and delivery of sustainable livelihood services. While doing so, a comprehensive package of capacity development support to the local governments, service providers and other stakeholders will be developed and tested with focus on empowering poor and excluded groups, women and people with disability for their meaningful participation in project selection and benefit sharing. The package of support, among others, will also include building technical capacities for conserving and regenerating the local environment, minimizing social and environmental impacts, promoting nature-based solutions and making sustainable use of resources complementing green recovery. The IP will further support improved coordination between the province and Palikas for strategic planning and investment to enhance overall resilience of communities. The lessons from the pilot will be documented, shared and disseminated with the government and other partners for replication and scaling up across other provinces and Palikas for delivering integrated resilient infrastructure and livelihood services.
The Capacity Development and Livelihood Officer will be responsible for the development and implementation of the work plans, ensure the achievement of project results, manage resources as well as coordination with stakeholders for better synergy and greater development impact.

The key Responsibilities of the assignment are:
1. Technical support for the implementation, monitoring and quality assurance of the livelihood service activities of the project:
- Develop and implement livelihood support packages for the communities benefiting from infrastructure projects to ensure additional livelihood benefits and cash income necessary for strengthening their ownership and O&M;
- Appraise and analyze User Groups capacity requirements, gaps and CD support for complementary livelihoods interventions and for sustainable O&M of different types of infrastructure;
- Develop corresponding implementation guidelines, training packages and other CD support packages for palikas and user groups for future use;
- Provide technical support for implementation of prioritized Palika’s infrastructure projects and livelihood support activities;
- Assist Project Coordinator in the development of annual, quarterly work plan and detail implementation plan, progress reports including quarterly and annual reports, and other documents primarily focused on livelihood service activities;
- Provide necessary technical support including the preparation of the terms of reference, concept notes, action plan in operationalizing livelihood activities of the project;
- Ensure project implementation is aligned with UNDP Operation protocol, transparent and compatibility with local development process to achieve set project outputs and outcomes.
2. Policy and capacity development of Palikas for designing and implementation of livelihood services:
- Analyze laws, policies and tools of federal, provincial and local governments related to resilient livelihood services to be delivered by the local government;
- Analyze Palikas annual planning and budgeting cycle for resilient local infrastructure livelihoods interventions to identify strengths and weaknesses and capacity gaps;
- Lead the researches/studies of the capacity development and livelihood service’s challenges and priorities of the beneficiaries focusing on Resilient Local infrastructures and livelihood services;
- Develop suitable livelihood options and local infrastructure-based enterprise development in promoting sustainable development at provincial and local levels;
- Support design capacity development materials on livelihoods and sustainable development for municipality officials, stakeholders, and beneficiaries;
- Provide technical support in conducting capacity building initiatives to provincial and local governments and other stakeholders on resilient local infrastructures and livelihood;
- Extend technical support to the project, Provincial and local governments on the formulation of capacity development and resilient local infrastructures development, management policies, strategies guidelines, implementation, and other tools etc;
- Review the local planning process and MoFAGA local planning guidelines with requirements for resilience and sustainability of infrastructure and livelihood works;
- Support selected Palikas with development of local infrastructure priority investment plans based on Palika strategic/annual plans and annual budget allocations;
- Provide input in the development of knowledge products (including brochures, briefs, documents on lessons learnt, evaluation reports);
- Facilitate the dissemination of information about the objectives, progress, and achievements of the project;
- Play catalytic role to coordinate and participate in the organization of conferences, seminars, workshops, training sessions and meetings related to the project.
3. Monitor, Coordination and Collaboration and Knowledge Management:
- Support project coordinator to prepare key operational reports including quarterly reports, annual reports and other thematic reports as necessary summarizing findings, achievements, conclusions and recommendations on the progress of the project in the country as per the requirements;
- Lead monitoring, quality data collection and support for timely submission of technical and progress reports to the donor, partners, and UNDP;
- Develop partnership with key stakeholders including federal and province government, participating local governments and other relevant stakeholders at local level;
- Keep abreast of the initiatives of government and other stakeholders relevant to this initiation plan;
- Facilitate strategic dialogue between federal, province and local governments for better synergy and coordination and collaborative initiations with provincial, local governments and other relevant stakeholders;
- Produce knowledge products to capture lessons from the pilot (at least three lesson learned documents – by type of infrastructure or livelihood support);
- Disseminate achievements and knowledge of the projects to wider audience by creating and fostering good working relationships with the media (social media, newspapers and journals, radio, and television).
4. Ensure Gender and Social Inclusion (GESI) work through project interventions:
- Provide advice and direction on strategic and policy issues to integrate gender & social inclusion in the project activities and implementation strategy;
- Ensure the participation of women and people from disadvantaged group in designing and implementation of capacity development and livelihood initiatives;
- Make sure women and people from disadvantaged group are sufficiently benefitted from capacity development and livelihood initiatives;
- Facilitate in creating an environment to address GESI issues.
Institutional Arrangement
Under the overall guidance of Portfolio Manager, Inclusive Economic Growth and Head of Field Office in Surkhet, the Capacity Development and Livelihood Officer will work directly under supervision of the Project Coordinator. The duty station will be in Surkhet, where the project office of CDRIL will be located.

Required Skills and Experience
Minimum Qualifications of the Successful NPSA:
Minimum Academic Education | Master’s degree in Rural Development, project management or development studies, or another relevant subject. |
Minimum years of relevant work experience | Five years of experience in livelihood support, local development and relative fields. |

Travel:
The Capacity Development and Livelihood Officer is required to have frequent travel through the project period to the participating local governments of Surkhet, Kalikot and Dailekh District.
