Background

Across Asia and the Pacific, UNDP helps countries build and share their solutions to urgent development challenges, supporting coalitions for change and connecting individuals and institutions so they can share knowledge, experience, and resources. As countries develop local capacity, they draw on the people of UNDP and our wide range of regional and global partners. The Bangkok Regional Hub (BRH) provides proactive support to country offices (CO) by responding to their demand for policy and program advice and ensuring the alignment of country programs with regional and corporate priorities.

UNDP intends to design a series of cloud-based learning modules for employee training and assessment targeted mid-career and senior professionals in UNDP offices across the Asia Pacific region. To support this initiative, we seek E-learning Module Designers to assist the development of the e-learning modules.

Under the guidance of the Management Analyst in collaboration with other team members of the Management Advisory Services Team, the E-learning Module Designer will provide support to the development of the online training modules and ensure their compatibility and complete application through the learning management systems and tools deployed for the e-learning.

Duties and Responsibilities

  1. Scope of Work, Responsibilities, and Description of the Proposed Analytical Work:

UNDP will provide content and materials, including texts, voice, videos, etc. where applicable. The Individual Consultant will be responsible for the following tasks:

  • Create, add elements of graphic-design and interactive features, edit and package content into e-learning module on Adobe Captivate;
  • Ensure coherence of e-learning module design, in line with UNDP’s communication guidelines, use of logo, etc.
  • Deploy the approved e-learning module on Adobe Captivate Prime;
  • Collaborate with content creators and teams on feedback loops and make necessary content revisions or updates to the e-learning modules as required;
  • Liase with Adobe technical support team as needed to integrate any features or resolve any other issues as required.

Working Arrangements:

  • The consultancy will be home-based.
  • The consultant will be available for virtual meetings during Bangkok working hours (9 am-5 pm, M-F).
  • The consultant will be given access to relevant information, databases, and platforms necessary to execute the tasks under this consultancy.
  • UNDP will provide the content in Microsoft PowerPoint, Word and similar, which are to be converted into e-learning modules.
  • UNDP Bangkok Regional Hub expects to engage with the consultant for approximately 30 assignments for the duration of the LTA.

Required Skills and Experience

Educational Qualifications:

A Bachelor’s Degree is required in design, education, computer science, business, engineering, or any other discipline relevant to e-learning.

Experience Requirements:

  • Minimum of 2 years experience in e-learning content development and packaging in a professional setting.
  • Advanced expertise on Adobe Captivate (Adobe Certified Professional is an advantage)
  • Experience managing a learning management system (Adobe Captivate Prime preferred)

Language requirements

Fluency in written and spoken English is required.

Output

Estimated timeline for each module

Finalization of online training modules on Adobe Captivate, for a maximum of 30 content slides per each module, and successful deployment in Adobe Captivate Prime

Price proposal and Schedule of Payment

Consultant will be paid a lump sum fee indicated in the contract per each online training module. Each module contains a maximum of 30 raw content slides. If any training module exceeds 30 slides, additional payments will be pro-rated per additional 5 slides.

The Consultant shall quote an all inclusive lump sum amount per  single training module (up to 30 slides) for the contract period. The term “all inclusive” implies that all costs (professional fee, communications, consumables) that could be incurred by the IC in completing the task are already factored into the module finalization fee.

If applicable, travel or daily allowance cost (if any work is to be done outside the consultant’s duty station) should be identified separately by the supervisor of the contract.

Payments shall be done upon verification of completion of deliverables and approval by the supervisor of the contract within 10 business days from the submission of training module.

An LTA is a written agreement between the selected organization and UNDP. It is established for specific services at prescribed prices or pricing provisions for up to 3 years, against which specific orders can be placed at any time during the defined period and with no legal obligation to order any minimum or maximum quantity.

  1. Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to up to three individual consultants whose offers have been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of a set of weighted technical criteria (70%) and financial criteria (30%). The financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 40 points)

Criterion 1: Relevance of education (5 points)

Criterion 2:  Relevant experience in e-learning content development and packaging (10 points)

Criterion 3: Quality of e-learning portfolio, including design characteristics, structure, innovation and relevance to UNDP context (15 points)

Criterion 4: Direct experience with Adobe Captivate and Prime (10 points)

Interview  (Maximum 30 points)

Only shortlisted candidates will be invited for the interview.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Offeror’s Letter to UNDP Confirming Interest and Availability using the template provided in Annex II.
  • Personal CV  indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • A minimum of 2 portfolios of e-learning projects in which the candidate was the primary author, most preferably with hyperlinks and at least one portfolio created in Adobe Captivate. If the portfolios can only be submitted in screen-captures or printed format, each portfolio must contain reasonable number of content and user interface screens that demonstrate the applicant’s design capabilities. Candidates will be able to upload their resume and any other documents indicated in the vacancy, which must be merged into one file smaller than 10mb (preferably .pdf). If the size of the portfolio is bigger than 10mb, please provide hyperlinks to the portfolios in your application.
  • Financial proposal, as per template provided in Annex II.  Please note that submission of financial proposal in required format is mandatory.  Incomplete proposals may not be considered.
