Background

Starting Date - September 2021 -Sept 2023– depending on specific needs arising Duration of Initial Contract : 4-6 months – with a view to availability over two years 2021-23 of the Round of the Seal Expected Duration of Assignment : 1-6 months

A core component of the UNDP Gender Equality Strategy is the Gender Equality Seal which is a corporate quality assurance mechanism that measures and certifies the achievements and capability of Country Offices in advancing women's rights and gender equality. The Gender Equality Seal has three levels of certification (Gold, Silver, and Bronze) and Country Offices are awarded a certain level of certification according to their assessed ability to deliver against a set of potential achievements. The Gender Equality Seal strengthens capacities and accountability for gender equality results in the organization.

Roster arrangements

When a specific need arises, those recommended to the roster will be approached and be provided with a specific TOR and deliverables (and time frame), within the scope of the responsibilities mentioned above.

Training on Gender Seal and assessment process

Before starting the support to country offices, the experts will agree to participate in a virtual training of assessors on the Gender Equality Seal benchmarking matrix and methodology, to ensure quality of the services he/she will provide.

Duties and Responsibilities

The purpose of this call for experts is to create a pool of experts who will support key interventions of the UNDP Gender Equality Seal Certification process to support the roll out and certification process in Country Offices, including assessment services, capacity development and technical advice to offices on gender mainstreaming and gender equality in the project cycle, for development, in crisis and post-crisis settings. Specifically, the assessors are expected to provide support, carry out assessments and advisory services for gender mainstreaming to UNDP offices and units for the Seal round 2021-22. This will include:

  • Carry out online assessment of Country Offices: reviewing the results and background documents (evidence) from the online assessment tool of the Gender Equality Seal; elaborate reports and recommendations.  This includes making recommendations for improving the accountability and oversight systems within UNDP, including monitoring and evaluation, portfolio reviews, resource tracking and UNDP financial architecture for gender. Also, to strengthen the UNDP enabling environment, human resources, gender architecture, and capacity development for gender equality.
  • Carry out certification missions: Developing an agenda and methodology for  assessment missions with the selected Country Offices;  review CO gender mainstreaming work, using the Seal framework as a guiding framework, and including desk reviews, techniques such as interviews in the office; Focus group discussions with staff, workshops as needed; Identifying concrete measures to improve overall performance of the office on gender equality during the Gender Seal process; carrying out the assessment of the CO and contributing to the assessment of the recommended level of certification/ award of the Country office/Unit (Gold, Silver, Bronze/ Award level) to the UNDP CO.
  • Carry out programme portfolio reviews with a gender lens and offer advisory services on gender mainstreaming: capacity development / training to Country Offices on gender mainstreaming/ improvement of projects/institutional development as needed through a mission in country or virtually (emails, webinars, trainings etc.) at country, regional or global level as required. Review and provide recommendations programmes and projects and facilitate strengthening of country capacities for gender equality.

  • Demonstrated capacity for strategic thinking, and expertise in global gender equality and mainstreaming strategies;
  • Ability to lead and harmonize with a team;
  • Proven capacity to produce high quality qualitative research, ability to absorb, analyze and synthesize large amounts of complex information and draft quality reports within tight deadlines;
  • Demonstrated ability and willingness to work with people of different cultural, ethnic and religious background, gender, and diverse political views.

Required Skills and Experience

Education

  • Masters in a development related discipline (women’s studies or gender and development) is required.

Experience

  • Minimum of 5 years of comprehensive knowledge in gender and development, institutional development and gender mainstreaming or related fields, including at least 3 years field experience is required.
  • Experience with large development organizations (such as the UN or similar), and strong understanding of the UNDP operations and structures, particularly those related to gender equality and women’s empowerment, is desirable.
  • Proven expertise in gender audits, evaluations, participatory approaches and capacity assessments for gender mainstreaming, and/or gender equality certification schemes is required.
  • Expertise in providing training and assessing and responding to learning and capacity development needs is desirable
  • Thematic experience in relevant areas of UNDP programmatic work is desirable. (Refer to UNDP’s Strategic Plan 2018-2021). Experience in crisis and conflict settings and in gender equality and humanitarian response is desirable.
  • Demonstrated ability and willingness to work with people of different cultural, ethnic and religious backgrounds, different genders, and diverse political views.
  • Experience in implementing intersectional approaches and methodologies to address gender inequalities, and experience in methodologies to involve men in gender equality are an asset.

Language

  • Excellent writing, editing, presentation and oral communication skills in English are required.
  • Ability to speak the official language of the country assessed is required (English, Russian, Spanish, French or Arabic).  This pool of experts seeks diversity in working languages to support countries across regions.
