Background:

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

Organizational Context

UNDP’s Poverty Reduction Unit (with focus on regional development) is a unit that will support a portfolio of programme initiatives to help the country to address poverty-related challenges and regional disparities in human development. The Unit is  focusing on building capacities of national stakeholders to track the progress in human development and attainment of the MDGs; advocate for the needs of vulnerable groups and enable more effective policy responses (including in the HIV/AIDS area),  and promote accelerated and HD-centered regional development with main geographic focus on Papua and West Papua, Aceh and NTT.

In the mentioned areas of concentration, the Unit provides the set of services including technical assistance and advisory support to the government and non-governmental partners, capacity development, advocacy and communication services especially in publicizing MDGs and promoting human development, helps in donor coordination and directly supports regional development activities on the ground in the select provinces.

By virtue of providing strategic guidance and management/financial oversight to UNDP teams in the provinces concerned, the Unit maintains close liaison with UNDP project teams in the provinces of focus and build partnerships with national and international partners both at central and sub-national levels.

Duties and Responsibilities

The Position

The Team Leader of the Unit reports to the Deputy Country Director for Indonesia. The incumbent leads the Poverty Reduction Unit (with focus on regional development), focusing on managing the overall Unit programme portfolio and policy directions, strategic planning, partnership management, and oversight of programme development and implementation to ensure quality of design and delivery. In the Atlas system, the Team Leader will perform the duties of Manager 2.

1. As a member of CO management team, the Team Leader is responsible to ensure the strategic direction of country programme activities in the area of Poverty Reduction (with focus on regional development) from programme design through implementation. Under overall supervision and guidance of the Deputy Country Director, the Team Leader of PRU leads the poverty reduction and regional development programme portfolio with the following expected results:

  • Provide leadership within UNDP for the planning, development and implementation of a portfolio of poverty reduction and regional development of project/programmes, with a particular focus on promoting integrated, holistic approach to addressing complex human development issues in Indonesia and, over time, facilitating the shift from project-based to programme-based approach.
  • Oversee formulation of poverty reduction and regional development aspects of strategic UN and UNDP programming frameworks including the United Nations Development Assistance Framework (UNDAF) and the UNDP Country Programme Document and Country Programme Action Plan (CPAP).
  • Provide strategic direction to the Unit in achieving relevant results set out in the CPAP and UNDAF.
  • Advises the DCD and CD on programme development and delivery, identifies approaches and modalities to achieve development targets set for the Poverty Reduction Unit.

2. Within the UNDAF Results matrix and the Country Programme Action Plan, the Team Leader of PRU is responsible for the day-to-day management of the programme with the following expected results:

  • Programme Management: the Team Leader manages UNDP’s commitments within the CPAP’s area of Poverty Reduction (with focus on regional development), ensures effective application of RBM tools, oversee development of annual and quarterly work plans, and oversee development of individual work plans of staff in the Unit to ensure programme effectiveness and achievement of results, as well as maintains regular contact with project and programme counterparts.
  • Human Resources Management: in consultation with the DCD the Team Leader is responsible for recruitment, performance and career management; assume overall responsibility for leading and managing the staff and functions of the Poverty Reduction Unit.
  • Financial management: the Team Leader has senior manager rights in Atlas and ensures the integrity of financial systems, review of budget requirements and the consistent application or rules and regulations; routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions.
  • Ensure substantive and operational cooperation between the PRU and other UNDP programme and operations sections.
  • Team work: Promotes cross-unit team work.

3. Under the overall guidance and leadership of the Deputy Country Director the Team Leader of PRU supports  partnership building and resource mobilization for UNDP:

  • Ensure cooperation and seek out opportunities for collaboration with UNDP and other UN agencies, particularly in relation to relevant UNDAF priorities with a focus on programme and policy development.
  • Ensure cooperation and seek out opportunities for collaboration with relevant Government agencies at central and subnational level, international development actors, donors, civil society stakeholders and policy/research institutes concerned with regional development and poverty reduction especially in Papua, Aceh and NTT.
  • Establish and maintain functional and harmonious relationships with Government counterpart agencies and implementing agencies for PRU programmes both at central and sub-national levels, including through participating in Project Boards and other oversight mechanisms.
  • Oversee resource mobilization efforts for PRU programmes/projects and establish and maintain positive relationships with the donor community in Indonesia and abroad.
  • Establish and maintain positive technical collaboration with UNDP Regional Centers in Colombo and Bangkok with the aim of maximizing synergies between global, regional and national programmes and priorities.
  • Represents PRU in the national and international fora as requested by the DCD. 

4.  The Team Leader of PRU ensures knowledge building and management  focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Promotes identification and synthesis of best practices and lessons learned directly linked to Indonesia’s policy goals.
  • Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
  • Coordination of development of policies and institutions that will address development problems and needs in the area of poverty reduction and regional development in collaboration with the Government and other strategic partners.
  • Advocates for UNDP with Government counterparts and ensures access to best available expertise,
  • Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
  • Provides sound contributions to knowledge networks and communities of practice and supports capacity-building of national counterparts.
  • Act as the Country Office Focal Point for the UN-wide work on regional development in Aceh, Papua and NTT.
  • Promotes a knowledge sharing and learning culture in the country office.

Impact of Results

The results of the work of the Team Leader of Poverty Reduction Unit have an impact on the standing and reputation of UNDP in the country. The Team Leader is responsible for daily contacts with national/sub-national/local-level counterparts and monitoring of the UNDP programme and for raising recommendations to the DCD and CD on necessary course of action or corrections needed in response to changes in the country context and new programme and resource mobilization opportunities. When requested by the DCD, the Team Leader represents UNDP in international and national fora, liaises with external clients and a broad range of constituencies and UNDP counterparts in the Government, local and international media, civil society as well as counterparts from other international organizations. The Team Leader is part of senior management in a CO and promotes good cooperation and coordination between the Unit and other Units and between the CO and Government counterparts. The post holder will play critical role to maximize synergies between global, regional and national programmes and priorities with UNDP Regional Centers for Asia/Pacific and other UNDP country offices in the region.

Required Skills and Experience

Qualifications :

Education:

  • Master’s degree in international development, public administration, business administration, public policy or other relevant social sciences.

Experience:

  • A minimum of 7 years of experience in the field of development assistance, with significant specialized experience in poverty reduction and regional development..
  • 3 or more years of senior-management responsibilities of similar size and complexity.
  • Experience working for public international organizations, and particularly with UN agencies or UNDP, would be a significant asset.
  • Experience with development programming in Indonesia, with a focus on poverty reduction work and regional development programming.
  • Successful experience in building effective teams.
  • Experience in developing and managing diverse portfolios of development initiatives.
  • Successful experience in establishing and managing Government, non-government and donor relations.
  • Demonstrated experience in resource mobilization.
  • Established personal networks with organizations and institutions of relevance to regional development and poverty reduction would be an asset.
  • Demonstrated personal commitment to peace, tolerance and development.

Language requirements:

  • Fluency in English with excellent verbal and written communication and drafting skills. A second UN language desirable.
  • Strong written and spoken command of Indonesian language.
