Background:
UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
I. Organizational Context
In 1999, through path-breaking legislations, Indonesia engaged in a process of radical decentralization. This initiative has led to new powers for regions and to the special autonomy agreements for Papua and Aceh. The change has also created confusion over overlapping roles and responsibilities between provinces and districts as well as concerns over the extent of proliferation of new provinces and districts. Decentralization has not always led to an effective transfer of power and resources from the central government to local governments in order to better serve the communities and citizens, improve welfare, and revitalize the economy.
ART GOLD is a UNDP led international cooperation initiative currently operating in eighteen countries in Latin America, Africa, Europe, and Asia. The initiative brings together several United Nations Agencies and promotes a new type of multilateralism in which the United Nations system works with Governments to promote the active participation of local communities and social actors from the South and the North. ART GOLD programs create and support innovative partnerships within a global system of cooperation that links local, national, and international actors. It enables them to work together more effectively towards achieving the Millennium Development Goals through an area-based approach to governance and development. Participants include donor countries, United Nations agencies, Governments at the national, regional, and local levels, cities, decentralized cooperation actors, associations, universities, private sector organizations, and non-governmental organizations. Through the ART framework programs these decentralized actors work towards the achievements of the MDGs in the respective countries not only by financing the Programs but also through engaging into long-term partnerships geared at exchanging experience and technical knowledge.

II. Functions / Key Results Expected
Summary of key functions:
Under the direct supervision of the ART GOLD Indonesia (AGI) Chief Technical Advisor, pending the recruitment of an International Area Manager for Gorontalo and Kupang respectively, the incumbent shall support all those initiatives related to Art Gold Indonesia in Gorontalo and Kupang, targeting the expansion and consolidation of the overall structure of AGI at the provincial level and the promotion and facilitation of local and decentralized partnerships. Specifically the incumbent will:
- Facilitate the AGI participatory local programming cycle, particularly through participatory methods in order to identify community needs and problems to ensure sustainability and durability of the actions, and guarantee broad participation in the program’s intervention;
- Ensure the creation of District / Provincial Working Groups, ensuring a broad stakeholder participation as per the Working Groups methodology adopted by AGI.
- Once established, liaise with and act as focal point between the AGI program, Provincial Working Groups, Local Working Groups, Communities, INGOs, NGOs, the local authorities, government institutions, and other agencies, like UN or bilateral agencies.
- Facilitate and foster the relationship between AGI and local authorities and civil society groups at different levels (Provincial, Kota, Kabupaten, kecamatan…).
- Work towards developing systems that foster community participation in decision making processes;
- Ensure the participation of the provincial and local working groups, local authorities, civil society and the private sector in project implementation, to ensure the sustainability of the actions.
- Under the overall guidance of the CTA, provide technical assistance to the provincial and local working groups in the preparation of project specific documentation, e.g. project formulation, donor reports, provincial or district marketing brochures of the areas of intervention, maps of risks and resources, profile of the districts and the province, etc.;
- Contribute to mobilize communities and local authorities to stimulate their active participation in AGI program activities;
- Maintain an accurate filing system and record of activities;
- Assist AGI in organizing international missions from and to Gorontalo and Kupang related to decentralized cooperation and south-south cooperation related to community development activities;
- Facilitate all other AGI work in the area by ensuring proper follow-up of contacts, meetings, events, seminars, etc;
Perform any other duties if and when required by the CTA.
III. Impact of Results
The key result of the post is to strengthen UNDP’s Art Gold Indonesia Program in Gorontalo and Kupang and enhance the quality and planning of the activities within the activities of AGI. The post will enhance the effectiveness of the support to AGI, and better ensure that concrete and measurable impacts will be achieved. Finally, the post will identify, support and sustain strong partnerships with other social actors and government counterparts, as well as increase the visibility of UNDP as an impartial player in the Indonesian decentralization process.

V. Recruitment Qualifications
- Bachelor or Master degree in social sciences or a related field, such as political science, sociology, anthropology, law degree, etc. Preferably, the candidate will also have completed one or more post-graduate courses in International Cooperation to Development;
- For Bachelors with minimum 6 years and Masters degree with minimum 2 years working in national and/or international developing setting.
- Demonstrated management experience, with good organizational and planning skills and ability to handle multiple tasks in efficient and timely manner;
- Strong interpersonal skills, ability to work in a multi-cultural and multi-ethnic environment;
- Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance;
- Demonstrated experience and capability in managing small but diverse teams;
- Ability to plan own work and manage conflicting priorities;
