Antecedentes

Local Government Initiative on Climate change (LoGIC) is a GoB-EU-SIDA-UNDP-UNCDF is a multi-donor joint project in Bangladesh plans to promote local action on climate change adaptation, at scale. This project was initially designed for 4 years and now based on an independent assessment of EU and success of initial results; the project has been extended for another 30 months including 6 months closing period. The total cost of the project is 37.517 million USD for six (6) years, in total. The project’s total duration is now 78 months, including a six-month inception phase and a six- month closing phase.

LoGIC was designed to support approximately 200,000 most vulnerable households based in hard-to-reach areas in 72 unions in seven districts of Bangladesh. The extension of the project will further enhance the capacity of vulnerable communities (400,000 vulnerable people), local government institutions (72 UPs) and civil society organizations for planning and financing climate change adaptation solutions in selected climate vulnerable areas. By achieving the objectives and results, the project will contribute to the reduction of poverty and climate vulnerability in Bangladesh. This is expected to produce the following results:

• Strengthened capacity of vulnerable people and local stakeholders for accountable planning and financing on Climate Change Adaptation (CCA)/ Disaster Risk Reduction (DRR) actions for building resilience.
• Enhanced access of Local Government Initiatives (LGIs) and vulnerable households to climate funds have for climate resilient infrastructures and adaptive livelihoods.
• Established evidence-based advocacy for a mechanism for "financing local resilience".

Since 2017, LoGIC has been successfully transferring climate resilient grants to 72 UPs and 17,000 vulnerable households, through the Performance Based Climate Resilience Grants (PBCRG) and Community Resilience Fund (CRF). The grants helped to implement CCA actions at community and HH levels. Ensuring “whole of society approach” and engagement of UPs with diverse stakeholders in the process of Community Risk Assessment (CRA) and developing risk reduction plans at community level has been a critical success factor towards achieving the principle of “leaving no one behind”. This diverse stakeholder community includes ethnic minority groups, fisherfolks, persons with disability, marginal occupational groups, adolescent mothers etc.

LoGIC through its proposed intervention keeps the salience of gender, youth, ethnicity, disability in devising its plan for action without assuming a particular best practice fit all. Women roles in piloting and championing locally led solutions, peer learning, internal reflection for local and national level adaptation is expected to bring highly substantial value from LoGIC towards enhancing resilience. LoGIC will foster generation of new revenue streams for the beneficiaries by the inclusion of private sectors. This will include helping the private sector penetrate through the resilient livelihood opportunities like sesame cultivation, edible oil manufacturing and crab cultivation. Private investment in resilience or adaptation does not follow a straightforward mechanism and is dependent upon country context, needing actions at all front. Description of the Assignment

The local government initiative on climate change (LoGIC) project has envisaged to form cooperatives involving the beneficiaries of the project for Climate Resilient Fund (CRF) which will have a legal organizational structure. This will help CRF beneficiaries to deposit a certain amount of periodic savings (weekly/monthly). To form the cooperatives all beneficiaries of a Upazila will come under a same single umbrella. The cooperatives of the CRF beneficiaries will allow them to get access in financial institutions such as bank, capital market etc. The cooperatives can also run business with trade license, can export and import with joint stock license, can also be listed in security exchange commission by obtaining a company license. The cooperative can also get support from cooperative bank and Department of Cooperative. Upazila cooperatives can be apexed under a cooperative union at national level.

The cooperatives can be owner of the limited company to foster large scale investment of value chain of climate resilient livelihoods (Crab Hatchery, Crab Processing Plant, Sheep Breeding Plant, Sheep Meat Processing, Sunflower-Sesame-Mastered Oil Processing Plant, Dry Food Processing Plant, etc.).One umbrella limited company will be helpful to launch bond for the large-scale investment on climate resilience. This company can be then listed in stock exchange for untap investment from interested people including international investors, who support direct benefit to climate vulnerable communities.The mutual fund for climate resilience then will be feasible to promote savings and re-investment of the small investment of all climate vulnerable communities and small investors support climate resilient development.

OBJECTIVE OF THE ASSIGNMENT

To development of Cooperatives Society for the beneficiaries of Community Resilient Fund (CRF) of Local Government Initiative on Climate Change LoGIC Project to ensure the sustainability of the investment of CRF beneficiaries.

Deberes y responsabilidades

Scope of Work

• Identify appropriate cooperative structure for the beneficiaries of the LOGIC project within the current cooperative laws & rules of the country consulting with stakeholders.
• Develop well-defined bylaws targeting newly organized cooperatives for the beneficiaries of the LOGIC project. Bylaws must be aligned with specific objectives of the LOGIC project.
• Liaise with related upazila cooperative officer & district cooperative officer to achieve smooth and time bound action plan regarding registration process of the cooperatives. All beneficiaries of one Upazila would be the member of a single cooperative in Upazila.
• Solving any problem (If arise) through proper consultation.
• Liase with top level officials of the Department of cooperatives regarding any policy support if needed.
• Review & Monitor registration process of the cooperatives and submit monthly report to the relevant officials of the LOGIC project.
• Organize seminars & workshop targeting disseminates objectives of the newly organized cooperatives to the stakeholders.
• Organize training programs for the members of the cooperatives regarding cooperative laws & rules. Cooperative leadership, Account keeping etc.

DELIVERABLES:

DURATION OF ASSIGNMENT, DUTY STATION

Duration of the assignment is for 120 working days over the period of 6 months commencing from 20 September 2021.

Duty station is Dhaka, Bangladesh. The consultant will work from home and will come to LoGIC office time to time as and when necessary in consultation his/her supervisor. She/he will travel to field for training purpose

SUPERVISION, REPORTING AND PERFORMANCE EVALUATION

• The consultant will work under the overall supervision of the LoGIC Project Coordinator.
• Achieving the deliverables shall be the sole responsibility of the consultant. Any delay shall be communicated to the LoGIC team along with a plan to remedy the delay.

Language requirements:

Proficiency in both oral and written English and Bangla is essential

Academic Qualifications:

Minimum Master’s degree in Economics, Social Science or any socio-economic discipline

Experience

• At least 15 years of work experience in the Department of Cooperatives
• Minimum 5 years of experience of working for cooperatives registration process.
• In-depth Knowledge of cooperative laws & rules of Bangladesh, local level government system, and local level socio-economic issues of Bangladesh.
• Experience of working at district, Upazila or union levels with governmental and non-governmental counterparts.
• Experience on developing training curriculums and facilitating training.
• Have experience to produce a quality report in Bangla and English and managing data.

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

• Technical Criteria weight: 70%

• Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70% point in technical criteria would be considered for the Financial Evaluation.

Technical Evaluation Criteria

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

where:

• p = points for the financial proposal being evaluated;
• y = maximum number of points for the financial proposal;
• µ = price of the lowest priced proposal;
• z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
