The United Nations Development Programme (UNDP) country office was established in 1994 and has been working with the Givernment its national development efforts. In 2019, the SDGs Africa Finance Hub was established to provide technical support and advise country offices accross Africa in their efforts to mobilize funding for the SDGs. The Country office is led by the Resident Representative who is also the Director of the SDGs Africa Finance Hub.??

The Country Program Document (CPD) for South Africa, covering the period 2020-2025 focus and responds to the priorities of the National Department Plan for addressing the triple challenges of poverty, inequality and unemployment. The new CPD program Implementation requires a resources envelop of US$ 77 million which in an increasingly competitive environment of declining ODA and specificity of Middle Income countries, calls for more effective and innovative solutions, and higher and deeper partnerships and outreach at all levels.? The August 2020 country office audit report concluded that with the current level of resources availability and level of concentration in one single donor, the country office would become financially unsustainable and would not meet the CPD objectives.??

The Resources Mobilization and Partnership Strategy approved in December 2020 calls for efforts for a more comprehensive, focus and integrated strategy by strengthening its partnership and outreach apraches in order to bring to the table more and diversified partners, with focus on the private sector and? private foundations to augment the country office opportunities for resources mobilization.??

?Further, a recent internal survey indicates that there are ample partnerships opportunities including those arising from the CO ongoing portfolio of activities especially in the areas of education, renewable energy, entrepreneurship and skills development, impact financing and investing and institutional social research and data. The Partnership and Outreach Specialist is expected to leverage these partnership opportunities to benefit the country office resources mobilization.?

Institutional Arrangement?

The Partnership and Outreach Specialist will work under the guidance and direct supervision of the Resident Representative/Finance Hub Director, in supporting? the Country Office and Finance Hub Management and its expert teams and facilitates the overall effort to an appropriate, diversified and sustainable base of partners for UNDP South Africa that can result in resources mobilization. As responsible for Outreach activities, he/she will work closely with the Communication Specialist in ensuring that UNDP image and its work are well disseminated and appreciated by partners.?

Duties and Responsibilities

Scope of Work?

The Partnership and Outreach Consultant brings together and develops the country office service offer for partnerships building, resource mobilization and revenue generation strategies, tools and procedures and establish the framework for their implementation; leads with intelligence gathering on donor, foundations, DFIs, HNWI, supports innovative ideas for the strengthening of UNDP position within the UN family. His/her primary focus is the development of strategic partnerships with the host government, local development institutions, private sector, foundations, CSO and relevant academic institutions. He/She is also expected to build and maintain networks with counterparts from other UN Agencies, sub-regional and regional organizations, DFI’s, IFIs, Government officials, multi-lateral and bi-lateral donors, private sector, foundations, HNWI, academics and CSOs.?
In order to the above objectives, the Specialist will develop the following activities:

1-External and internal analysis for assessing CO and Finance Hub opportunities for partnerships;?
2-Scanning of the opportunities in the country, based on partner-specific intelligence gathering and the competitive landscape; identification where the CO and the Finance Hub competency strengths overlap with partner/client needs;?
3-Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support such policies and identification of collaboration opportunities for collective action for greater impact;?
4-Negotiation, drafting and revision of partnership agreements with donors, development partners, private sector, CSOs and foundations; monitoring of overall implementation of agreements;??
5-Assessment of the level of CO and Finance Hub engagement with each partner: type and level of contact and areas of interest; development of strategy to position the CO and the Finance Hub to become a priority partner for the donor;?
6-Surveying opportunities for the use of the new UNDP new financing modalities and instruments through blended partnership agreements or revenue generation with the Private Sector such as fee for services;?
7-Support CO and Finance Hub activities aiming at improving the image of UNDP and its work in the country and internationally;?
8-Identification of new emerging sources of funding; assessment of their current usage and potential for the future especially SDG finance and impact investment products and services;??
9-Managing the partnership with HBCU and PBI;?
10-Identification and formulation of lessons learned and recommendations especially on government cost sharing and private sector partnership to be integrated into broader CO knowledge management efforts;?
11-Organization and conduct of trainings on RM and partnerships building in the Country Office?
The Partnership and Outreach Specialist work will be guided by the country office CPD and the Resources Mobilization and Partnership Strategy. As needed, the specialist will also consult the United Nations Sustainable Development Cooperation Framework 2020-2025 as well as the UNDP Strategy.??

Required Skills and Experience

Min. Academic Education

Master’s Degree or equivalent in Business Administration, Economics, Social Sciences, International Relations, Political Sciences or related field.?

Min. years of relevant?Work experience

5 years of relevant experience at the national or international level involving partnership development, resource mobilization and revenue generation topics; ?

Required ?skills and?competencies

Good understanding of research, policy-level analysis and trends;?

Hands on experience on project development facilitation especially in multistakeholders;??

?Previous track record of success in resource mobilization projects;??

Proven experience in networking and partnership, especially with Private Sector and Foundations

 

Desired additional skills?and competencies

Familiarity with Agenda 2030 and SDG Development Finance topics

?Knowledge of UNDP tools and strategies for resources mobilization and partnerships would be strong advantage?

- Knowledge and hands-on experience with international/global platforms for organization profiling and outreach

- Ability to prepare concept notes and project documents for submission to partners;

- Ability to produce and publish partnership and outreach promotional and advocacy materials, including info-graphs;

- Ability Use of audio-visual and recording equipment
