Background

Under the guidance and direct supervision of UNCTAD ASYCUDA Regional Coordinator, the ICT Expert supports UNCTAD core staff in development, piloting and roll-out of the New Computerized Transit System - NTCS (European Union Common Transit), provides services on information management and technology infrastructure to Georgia Revenue Service (GRS). The ICT Expert is responsible for advice on the use of new technologies that will ensure the NTCS system’s high productivity. The ICT Expert promotes a client-oriented approach. 

The ICT Expert supports and works in close collaboration with the UNCTAD core development team for resolving complex ICT-related issues, liaises with Georgia Revenue Service, brokers, freight-forwarders/carriers associations.

Duties and Responsibilities

Summery of Key Functions:

  •   Development of the NCTS information system
  •   Management of hardware and software packages
  •   Provision of web management services
  •   Facilitation of knowledge building and knowledge sharing

Ensures implementation of ICT strategies and introduction and implementation of new technologies, focusing on achievement of the following results:

  • Full compliance with corporate information management and technology standards, guidelines and procedures for the GRS technology environment.
  • Analysis of the GRS requirements and elaboration of internal policies and procedures on the use of ICT.
  • NCTS business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in ICT management.
  • Ensuring effective and client-oriented services.

Supports the development of the NCTS information system focusing on the achievement of the following results:

  • Development, testing, piloting and rollout of the NCTS information system in accordance with European Union technical specifications and the GRS policy and needs.
    Manages hardware and software packages, focusing on the achievement of the following results:

GRS hardware and software platforms meet the GRS corporate standards and the requirements for the NCTS system deployment.

  •  Assistance to UNCTAD team in testing piloting and roll-out of the NCTS system.
  • Development of components of the NTCS software for high impact results.
  • Creation and technical maintenance of the NCTS system interface for end-users.

Provision of technical advice on web management to other agencies, brokers, freight-forwarders/carriers associations.

  • Backend:  Java EE & frameworks ( Jboss, Hibernate/spring, Oracle SQL, WildFly)

Required Skills and Experience

Education:

  • Bachelor’s degree in Information systems, Information Management Experience;

Experience:

  • 1 year of relevant working experience, including development and implementation of ICT strategies, management and supervision of ICT services and teams, hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications, experience in web design and development of web-based office applications.

Language Requirements:

  • Fluency in English and Georgian languages
