Due to a long period of neglect and under-investment, urban infrastructure in BiH, public and residential buildings, energy systems and utilities, waste management, and transport, are now in need of expansion and modernization. From a global environmental standpoint, this situation contributes to a steady increase in greenhouse gases (GHG) emissions, primarily associated with energy use in public facilities. Public facilities are also the largest energy users and GHG emission sources in municipalities in BiH. Modernization, upgrade and expansion of municipal buildings, infrastructure, and services in BiH will improve the quality of urban life and achieve a range of important local and global environmental and sustainable development benefits.
To achieve abovementioned, the “Catalyzing environmental finance for low-carbon urban development” Project (UrbanLED) strives to leverage investment for transformational shift towards low-carbon urban development (LCUD) in Bosnia and Herzegovina thereby promoting safer, cleaner, and healthier cities and reducing urban GHG emissions. To enable this transformational shift, the Project provides technical support towards the implementation of technically and economically feasible low-carbon solutions in key urban sectors and promotes their wider uptake by municipalities and private sector via dedicated financial mechanisms. The Project has been financed by Global Environment Facility (GEF) and is directly implemented by UNDP Bosnia and Herzegovina Country Office.
Through Component 4, the project addresses gaps in the enabling environment for LCUD at state and entity levels by promoting the adoption and supporting enforcement of essential policies and regulations, institutional coordination (vertical and horizontal) among relevant public authorities and providing targeted capacity building and training support to relevant authorities.
Given that the air pollution is one of the key problems for urban areas of BiH and obstacle to achieving LCUD, under this assignment the project aims to support removing obstacles identified by Federal Ministry of Environment and Tourism and various local and international organizations in terms of monitoring of emissions from stationary sources and increasing capacities of inspection bodies to conduct reliable field measurement of these emissions. As the first step, the project is supporting update of Rulebook on monitoring the emissions of pollutants matter into the air (Official Gazette FBiH, No. 9/14) by developing a referent method for monitoring of emissions from stationary sources that will be feasible on the field and easy to use by inspection bodies, as well as enable undeniable determination of excess emissions (exceeding emission limit values) and taking follow-up legal actions against the emission source.
The National Technical Consultant will provide advisory and technical services for identification and development of optimal referent method for monitoring of emissions from stationary sources and support its integration into Rulebook on monitoring the emissions of pollutants matter into the air.
The National Technical Consultant will render technical support to the Climate Change Mitigation Program Manager, project team, the National Technical and Legal Consultants, NGO and government counterparts. The National Technical Consultant will work under the overall guidance of and direct supervision from Climate Change Mitigation Programme Manager. However, on a daily basis the Consultant will work closely with the UrbanLED project team, the International Technical Consultant and National Legal Consultant, NGO and government counterparts and other members as defined by the UrbanLED project team.
With support of the UrbanLED project team, the National Technical Consultant will ensure all necessary advisory and technical support in order to create optimal and cost-effective measurement methodology of emissions from stationary sources in Federation of Bosnia and Herzegovina.
Duties and Responsibilities
The task of the Consultant is to assess possible methods and define optimal referent method for monitoring of emissions from stationary sources and support its integration into Rulebook on monitoring the emissions of pollutants matter into the air, in consultation with government counterparts. The referent method must be certified and acknowledged by Institute for Accreditation of Bosnia and Herzegovina (BATA), as well as practically feasible, to be used by inspection bodies on field.
National Consultant – Technical Consultant for delivery of referent method for monitoring of emissions from stationary sources will provide the following services:

The National Technical Consultant will cooperate closely with International Technical Consultant and National Legal Consultant engaged by the UrbanLED project.
It is envisaged that the level of effort for these tasks will not exceed 12 expert days. Due to the uncertain situation regarding the COVID-19 pandemic, final decision on modality of meetings with stakeholders and project team will be made in line with official recommendations. If not possible to organize face-to-face meetings, the meetings with project staff, governmental counterparts and local consultants will be organized on remote basis.
Outputs will be written reports with regards to the Task 1,2 and 3 listed above. Written work will be supplemented by other requested consultation by phone, Teams, and in person.
