Development losses caused by disasters as well as population and GDP exposure to hazards are continuously being increased in Bosnia and Herzegovina (BiH). The country is exposed to various hazards, with most common ones being earthquakes, floods, droughts, heatwaves, wildfires, landslides and man-made hazards with climate change (CC) forecasts predicting an acceleration of extreme weather phenomena. Numerous challenges the country faced after the war, combined with political deadlocks and weak economic situation, resulted in non-prioritization of disaster risk reduction (DRR). This lead not only to weak general capacities of civil protection but also to unabsorbing of improvements and new approaches in dealing with disaster risks. Today, disasters in the country range from high-frequency small disasters to devastating events such as May 2014 floods that caused total of 2 billion EUR losses and damages. As the level of government closest to the citizens, local governments are on the frontline of the prevention and response in all disasters. Their significant exposure to natural and manmade hazards offers them the opportunity to initiate changes in order to reduce the risk of disasters at the local level.

In this context, aim of the Joint Swiss-UN Programme “Reducing Disaster Risk for Sustainable Development in Bosnia and Herzegovina” is to address key priorities in DRR identified by local authorities and various actors in the sectors of protection and rescue, education, social and child protection, health and agriculture. The Programme works with 10 municipalities on improving local coordination mechanisms in the area of DRR, as well as on affirmation of the strategic risk planning processes and implementation of identified actions with an emphasis on the most vulnerable categories of population.
Under the overall guidance and direct supervision of the DRR Project Manager and DRR Project Coordinator the National consultant will support implementation of identified disaster risk reduction measures in Prijedor,  Bijeljina, Srebrenica, Sanski Most, Kalesija, Bihac.


Duties and Responsibilities

The consultant will be responsible to provide the following services:

1) supervision over the floods prevention and landslides rehabilitaion construction works in Prijedor and Kalesija in the total amount of approximately 100,000 USD:

  • Provide effective management and administering of the contracts in line with UNDP rules and regulations.
  • Oversee execution of the works by construction companies as well as the work of legal entity responsible for primary site supervision.
  • Conduct regular visits to the construction sites
  • Regular and ad-hoc meetings with contractors, beneficiaries, and primary site superintendents.
  • In coordination with Project Manager and Project Coordinator, review and arbiter on eventual requests concerning increase of quantities of the works or additional works.
  • Ensure submission of Performance security as per Contract provisions.
  • Keep track of the correspondence with contractors, beneficiaries, and supervisors.
  • Inspect on-site technical documentation making sure that one copy of the following documents is kept for UNDP archives upon the completion of works and issuance of final inspection certificate and another copy handed over to end beneficiary.
  • Coordinate and manage final inspection of the completed works.
  • Verify and sign interim and final payment certificates prepared by the contractors.
  • Provide bi-weekly progress reports to the DRR Project Manager and Project Coordinator.

2)  supervision of delivery of relevant disaster risk reduction equipment in Bijeljina, Srebrenica, Sanski Most and Bihac:

  • Provide effective management and administering of the contracts in line with UNDP rules and regulations.
  • Conduct regular visits to the supply and delivery of equipment locations.
  • Regular and ad-hoc meetings with contractors and beneficiaries.
  • Keep track of the correspondence with contractors and beneficiaries.
  • Coordinate and manage quality assurance and final inspection of the delivered equipment.
  • Preparation of relevant documentation such as transfer of title, etc.
  • Verify and sign interim and final payment certificates prepared by the contractors.
  • Provide bi-weekly progress reports to the DRR Project Manager and Project Coordinator.

Required Skills and Experience

Academic Qualifications/Education

  • University degree in civil engineering from a recognized university.

Experience

  • At least 7 years of relevant experience in the relevant field of civil engineering, especially in construction supervision;
  • Professional licensure in area of /civil engineering in accordance with Entity Spatial Planning and Construction Acts and relevant by laws;
  • Proven experience in work of construction supervision and quality assurance regarding relevant regulations and by-laws.

Languages Requirements

  • Excellent writing and oral communication skills in the official languages in Bosnia and Herzegovina and in working knowledge of English.

Other Requirements

  • Excellent computer skills (MS Office applications) and ability o use information technologies and a tool and resource.
