Travel:

  • UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements;
  • Any official travel expected to be associated with performing the functions will be covered by UNDP.

Office/Unit/Project Description:  

UNDP has obtained funding under the Turkey Humanitarian Fund for a Livelihoods Project, that will be designed and implemented in close collaboration with all (approximately 50) Early Recovery and Livelihoods Sector partners. It will imply a major data collection, management and reporting responsibility, for which this dedicated consultancy has been included in the HF approved project budget.

Institutional Arrangement:

The Information Management Officer is supervised directly by the Cluster Coordinator and works with UNDP and partners, including UN agencies, NGOs, to gather, analyze and format information to assist informed decision-making and enhance overall coherence in this field.  Mechanisms such as existing UN country thematic working groups, as well as others, can and should be put to the service of the IMO to permit the collection and gathering of information.

 


Duties and Responsibilities

Scope of Work:

  • Support the ERL Cluster coordination in terms of information management capacity, including support to the maintenance of the IM tool, research, systematization, updating, analysis and presentation of monthly 4W information from sector members, identifying and analyzing emerging trends related to early recovery efforts;
  • Present data, information, assessments, and analyses in an accessible and useful format (templates, maps, reports) to support strategic and operational decision making;
  • Management of all IM-related processes involving the sector, includingHPC cycle, HF allocations, coordination exercises with other sectors, information sharing, and other as required;
  • Support the estimation and identification of spatial and temporal needs, gaps, overlaps and coverage of Cluster activities and projects, and analyze the data collected to identify and address gaps, bottlenecks, duplications, and cross-cutting issues to support the sector with the design, update and adjustment of the ERL cross-border response; 
  • Prepare and share multiple surveys/assessments with ERL sector members to improve coordination and overall quality of the cross-border response information capacity;
  • Provide information management support to UNDP programming activities in order to contribute enhancing the agency’s leading role of the ERL sector vis-à-vis the cross-border operation;
  • Work closely with UNDP IM team to establish and maintain robust internal information sharing mechanisms in support of the work of the sector;
  • Perform any other IM duty to support the ERL Sector coordinator as required.

Required Skills and Experience

Min. Academic Education:

  • Advanced university degree (Master’s Degree or equivalent) in:
    • Social Sciences (International Development, International Relations, Economics, etc.);
    • Business Administration (Information Management or Computer Science);
    • Management (Information Management or Information Systems);
    • Geographical Information Science;
    • Statistics;
    • A related field.
  • or a combination of relevant academic background (at least a first level university degree id est Bachelor’s degree or equivalent) and extensive relevant professional experience (at least 2 additional years) in a related area may be accepted in lieu of advanced university degree.

Min. years of relevant Work experience:

  • One year of progressively responsible experience in information management/analysis, policy analysis in protracted crisis context, with focus on HDP nexus, development or a related field; experience both at the national level and international level in large organizations with dispersed operations and/or in the public and private sector preferred (two years’ experience if candidate holds Bachelor’s Degree or equivalent);
  • Demonstrated and proven experience in the design and successful implementation of new processes and systems is desirable;
  • Demonstrated and proven experience in the application of standards to the development and use of information management systems is desirable;
  • Experience working within the UN system, preferably in an operational UN Agency or with OCHA;
  • Experience in the application of information management/analysis in humanitarian response and recovery operations (complex emergencies and/or natural disasters) is desirable.

Desired additional skills and competencies:

  • Qualifications and / or industry certification and /or demonstrable experience in the following applications: Microsoft Office (advanced user certification of MS Access, MS Excel and MS Word desirable) and Lotus Notes are desirable;
  • Qualifications and/or industry certification and/or demonstrable experience in project management are desirable;
  • Knowledge and experience of database development and management is desirable;
  • Knowledge of GIS and Content Management Systems is desirable;
  • Experience in web design and software development is an asset;
  • Experience with HTML, PHP, ASP and/or Java is an asset.

Required Language(s) (at working level):

  • Fluency in written and spoken English is essential; 
  • fluency in one or more official UN languages or the working language of the duty station is desirable.
