Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector and other relevant actors.

In times of crisis such as the COVID-19 pandemic, women and girls face higher risk of violence.  Sexual and Gender Based Violence (SGBV) in India remains a highly prevalent and protracted problem which not only affects the human rights many women, girls and other vulnerable group, but remains a major public health and development challenge. COVID-19 outbreak has uncovered the existing inequalities in families and society in India and exacerbated the structural factors that contribute to SGBV in its different forms including domestic violence, intimate partier violence, violence against children, sexual exploitation, abuse and harassment, and at different sites- private pubic, work and online. The UN Secretary General made an appeal to the leaders of the Members States to put ‘Women and Girls Safety first’ and center- stage gender responsive measures in their plans to address the challenge of COVID-19, to build back better and equal world. India was among 140 countries to endorse the Call.

UN Women is currently implementing a programme focused on the reduction of the disproportionate gender-based risks and negative impact of COVID-19 on women, including those who are the most marginalized and in particularly vulnerable situations, by focusing on the following Outcome and Outputs 1, 2 and 4 , while Output 3 will be covered in a complementing programme, in order to generate best practices and lessons learned to inform a gender-responsive COVID-19 recovery:

Outcome: The disproportionate gender-based risks and negative impact of COVID-19 on women, including those who are the most marginalized and in particularly vulnerable situations, are reduced

Output 1: One-Stop-Crisis Centres (OSCCs) have strengthened ability to deliver and ensure for the accessibility and availability of essential GBV services

Output 2: Women have increased access to and benefit from economic and livelihood opportunities to enhance COVID-19 recovery

Output 3: Women in at-risk communities have increased access to and benefit from life-saving information, knowledge and resources to prevent the spread of COVID-19

Output 4: Platforms are strengthened to inform inclusive and gender-responsive measures to prevent the spread and the negative socio-economic impact of COVID-19

Theory of Change (TOC): IF:

  • Women have increased access to GBV prevention and response mechanisms, including through availability and accessibility of One-Stop-Crisis Centres (OSCCs) delivering essential GBV services;
  • Women have increased access to and benefit from economic and livelihood opportunities;
  • Women in at-risk communities have increased access to and benefit from life-saving information, knowledge and resources to prevent the spread of COVID-19;
  • Platforms are strengthened to inform inclusive and gender-responsive measures to prevent the spread and the negative socio-economic impact of COVID 19.

Then: The disproportionate gender-based risks and negative impact of COVID-19 on women, including those who are the most marginalized and in particularly vulnerable situations, will be reduced.

Because: Specific needs and concerns of women will be addressed in COVID-19 policies

Under the overall supervision of the Programme Lead – Ending Violence Against Women (EVAW Specialist) and Girls and Programme Analyst – Intergovernmental Processes and UN Inter-agency Coordination (IGP-UNC Analyst), and under the direct supervision of the Programme Associate, Gender-Responsive COVID-19 Recovery in India, the Programme Assistant will provide administrative as well as logistical support to the programme, specifically the implementation of trainings on SGBV. Along with this provide logistical support the Programme Coordinator in the overall management and evaluation of programme activities. The Programme Assistant will support the Programme coordinator and other relevant team members at UN Women. The Coordinator will work in close collaboration with the operations team, programme staff in other UN Agencies, UN WOMEN staff and Government officials, technical advisors and experts, multilateral and bilateral donors and civil society ensuring successful implementation of specific components of the programme.


Duties and Responsibilities

Summary of Key Functions:

  • Support Programme Lead – (EVAWG), Programme Analyst – IGP-UNC-WPS, and the Programme coordinator of the programme.  The Programme Assistant will support in strengthening the efforts of UN Women to prevent, respond and address Sexual and Gender based violence through the implementation of trainings and logistical coordination. 

This will include:

  • Support  implementation and  monitoring of planned activities ;
  • Manage knowledge creation, training design and delivery under the programme;
  • Documentation of specific stages of implementation of the capacity enhancement interventions, best practices, case studies and other knowledge resources;
  • Support the programme coordinator in day-to-day tasks in reference to the programme, in addition to logistical support. 

Training implementation and knowledge building:

  • Provide technical inputs on capacity development strategy to strengthen gender responsive protection and response to SGBV with focus on pandemic situation, particularly related to multi-sectoral essential services for women and girls at risk of and/or survivors;
  • Develop and convene high-quality capacity development workshops for the programme and knowledge management, working directly with the programme’s core implementing agencies;
  • Provide evidence-based knowledge including research, good practices, upstream policy analysis, design and development of guidance and operational tools aimed at strengthening the Programme’s response to SGBV;
  • Provide advice/information/guidance to the programme managers/leads on SGBV and knowledge management;
  • Build an online repository of knowledge resources and official communication for institutional memory;
  • Develop IEC material on SGBV including toolkits and information flyers for dissemination. These knowledge materials must include information on existing government schemes and programmes for women and girls and on services available;
  • Support collective evidence building on existing policies and legal frameworks, programmes (such as MNREGA), official data records (NCRB, NFHS, NCPCR) along with data from civil society of COVID-19 period. This will facilitate meaningful conversation on addressing gaps and formulating recommendations.

Facilitation of Training and other related Partnerships:

  • Provide support on building capacities of National Security Forces and Police academies including Rapid Action Force and Border Security Forces and Law & Enforcement agencies working on Cyber Safety during the pandemic for gender responsive action and community engagement;
  • Support on engagement with women and community groups in gender planning and income generation, including Women Self-Help Groups;
  • Support the strengthening of law enforcement agents and agencies including prosecutors, judiciary including legal aid and para - legal volunteers and support persons, including restorative practices for rebuilding the agency of survivors along with budgetary provisions;
  • Coordinate the provision of training on prevention and response to SGBV and knowledge management to the  Programme teams and implementing partners at global and national levels;
  • Provide technical inputs to the establishment of partnerships with governments, local networks and academic institutions to promote capacity development on SGBV and knowledge management;
  • Identify the key stakeholders for the trainings on SGBV in coordination with the Programme coordinator and overall supervision of Programme Lead;
  • Expanding the current coverage of stakeholders and strengthening of on-going trainings with a focused inclusion of frontline workers.

Overall coordination and management of the Training Component:

  • Develop the letters of agreement with the training institute/s and coordinate for institutionalizing partnerships;
  • Work with EVAW team to map the universe of officers/trainers to be covered under these trainings;
  • Support Programme Coordinator to develop a primary survey questionnaire for the training needs assessment, to develop a capacity building strategy with a focus on the response and recovery of COVID 19;
  • Support qualitative information collection through discussions with sectoral expert, state technical officers and existing trainers pool of the nodal institute/ nodal department;
  • Prepare an annual training calendar for SGBV after the approval of the capacity building strategy.
  • Support the team in reviewing the existing SGBV training and IEC materials available at national, state and agency level and map the gaps;
  • Support the development of customized SGBV training toolkit for identified stakeholders inclusive of vulnerable groups;
  • Facilitate the organization of Training programmes, events, workshops under the project and manage the logistics for conducting them with select departments/ stakeholders. This includes venue management, resource person liasioning, participant invitations and follow-up for attendance, meeting minutes and reports, etc;
  • Support to prepare training reports and work closely with Programme coordinator to prepare consolidated training reports and impact assessment report;
  • Support the Programme Coordinator and Sectoral Experts to take forward the training action points with the line departments;
  • Support the programme coordinator for monitoring and reporting under the programme; 
  • Any other task assigned by the Programme Leads (EVAWG & IGP-UNC) and Representative /Deputy Representative with regard to overall programmatic functions.

  • Timely and accurate support to organize trainings, other programme events, workshops, and missions;
  • Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
  • Timely recording of overall programme unit finances;
  • Timely and accurate tracking of data for CO management and donor purposes;

Required Skills and Experience

Education:

  • Minimum Secondary Education.
  • University degree in social sciences, women’s human rights, international studies, law or any other related discipline will be an asset.

Experience:

  • Minimum 3 years of experience at the National level working with development projects including hands-on experience of design, implementation and monitoring/evaluation of projects
  • Minimum 2 years in training coordination and management, preferably on Violence against women, Sexual and Gender Based Violence, Gender Equality and Women Empowerment projects is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spread sheet and database packages,
  • Experience in handling of web-based management systems.

Language Requirement:

  • Excellent knowledge of English and Hindi, both written and spoken.
