Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Constitution of Kenya has clearly articulated Kenya’s constitutional commitments to gender equality and empowerment of women. Achieving gender parity in all spheres of life and the actualization of gender responsive laws, policies and planning is expected to empower women on their economic, social and political rights and make progress towards achieving gender equality.  The progressive rights-based Kenya Constitution 2010 provides the legal framework for the Government to fulfill basic rights, and for marginalized and vulnerable groups, especially women and children, to claim their rights. UN Women seeks to increase accountability for national and devolved planning with a goal to ensure that national and devolved planning fully reflects accountability for gender equality commitments and priorities.

Violence against women and girls is one of key persistent gender inequality in Kenya. Violence against women and girls (VAWG) exists in many different forms and persists as a pervasive violation of human rights and a major impediment to achieving gender equality or any development goals in Kenya. There is a lack of reliable, comparative and properly disaggregated statistical data on the prevalence of VAWG.  Harmful attitudes, social norms and practices continue to encourage VAWG, impunity, victim-blaming, and stigmatization of survivors. In response to this, UN Women is implementing a fully-fledged programme on EVAW, grounded in the Joint Programme (JP) on the prevention and response to GBV, the Ending Violence against Women and Girls (EVAWG) impact area and is premised on two UNWOMEN flagship programmes being (i) Prevention and Access to Essential Services to End Violence against Women and Girls and (ii) the safe cities and safe public spaces FPIs.

The EVAWG work by UN Women seeks to enhance prevention and response of VAWG. This includes access to justice for survivors, coordination of implementation and monitoring of policies and programs at national and devolved level and strengthening referral mechanisms among service providers and duty bearers including both state and non-state actors. Lessons from the evaluation of the previous UN Women Kenya Strategic Note (SN) and internal annual reviews have shown that laws and policies supported and adopted provide a comprehensive framework for addressing VAWG, but they need to be complemented by adequately funded implementation strategies to show results. UN Women aims to support the strengthening of Kenya’s legislative and policy environment so that it is in line with international and regional standards on EVAWG. Further, the voice of survivors and their families in this discourse is critical and thus we work to strengthen the voice and capacity of rights holders, including women’s organizations and survivors’ networks to hold governments accountable, advocate for effective implementation and building the capacity of institutions (police, justice, health and education sectors), through codes of conduct, reporting mechanisms and awareness-raising programmes, to prevent and respond to VAWG.

Reporting to the Deputy Country Representative, the Programme Analyst contributes to the effective management of UN Women programmes in the Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation.  The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ, Regional and CO personnel, Government officials, UN agencies, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.     

 


Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of ending violence against women

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

 

Provide substantive technical support to the implementation and management of the ending violence against women programme

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

 

Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
  1. Maintain relationships with national partners to support implementation and expansion of the ending violence against women
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

 

Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

 

Provide substantive technical inputs to the management of people and finances of the ending violence against women

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Supervise Programme Associates and Assistant.

 

Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

 

Provide technical support to inter-agency coordination on ending violence against women to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs.

Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to ending violence against women
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on ending violence against women

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

•            A project/programme management certification would be an added advantage

Experience:

  • At least 6 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in Ending Violence Against Women and Girls, with special expertise in women access to justice
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements:

•            Fluency in English and Kiswahili is required

•            Knowledge of the other UN official working language is an asset;
