Travel:

 

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

 

Office/Unit/Project Description:

As a trusted long-term partner with extensive operational experience, UNDP supports countries to effectively implement complex, multilateral and multisectoral health programs, while simultaneously investing in capacity building so that national and local partners can achieve their outcome goals.

 

UNDP is a key partner of the Global Fund and assumes the role of Principal Recipient of HIV, Tuberculosis, Malaria, Covid-19 and Health System Strengthening grants in Djibouti for the 2021-2023 cycle. The total amount of the portfolio is Eur 14 million

 

UNDP is responsible for programmatic, financial, administrative, pharmaceutical, and non-pharmaceutical procurement, monitoring and evaluation and the achievement of results.

 

UNDP is also responsible for strengthening the capacity of the Ministry of Public Health in all areas of implementation to facilitate a gradual transfer to national authorities, so that they can take over from UNDP to administer subsequent Global Fund grants.

 

The UNDP project team is coordinated by a Senior Technical Adviser (STP) who is responsible fora strategic partnership with the Ministry of Health and the Global Fund as well as programmatic management of grants, monitoring and evaluation and achievement of expected results, capacity building and partnerships. The STP will be supported by an international Project Coordinator from UNDP for the operational aspects (administration, finance and procurement).

 

Institutional Arrangement:

 

The Project Coordinator will work under the supervision of the UNDP Resident Representative or Deputy Resident Representative.

Duties and Responsibilities

Scope of Work

 

1. Management of the partnership with the Ministry of Health and the Global Fund

  • Coordinate the support of the GF and UNDP in the fight against HIV, tuberculosis, malaria, Covid-19 and the strengthening of the health system in Djibouti. 
  • Represent UNDP in the field of health and coordination groups.
  • Coordinates program formulation and networking to ensure their appropriateness and adaptation to changes in the country context; 
  • Promote thematic and sectoral synergies and coordination of program activities and implementation.
  • Advises UNDP on the design and implementation of the country program, identifies approaches and modalities to achieve development goals.
  • Leads coordination with the CSC and other stakeholders, including the Ministry of Public Health;
  • Evaluates programmatic impact and oversees the relevance and accuracy of the methods used to verify progress and results;
  • Provided substantial technical expertise for the achievement of the objectives of the program,
  • Follow the audit recommendations. All exceptions are reported in a timely manner.

 

2. Day-to-day program management and knowledge sharing

  • Programme Coordinator order the programmatic management of the project. 
  • Advise UNDP on the fight against HIV, TB, malaria, Covid-19, health system strengthening and any public health issues.
  • Coordinate and supervise the Project Management Unit.
  • Ensure that working procedures are in line with UNDP and Global Fund guidelines.
  • Represent UNDP in technical coordination meetings.
  • Implement   the overall strategy of the program and make appropriate adjustments, particularly in terms of harmonising interventions with other programs. 
  • Monitor the progress of the project and its alignment with priorities during the implementation phase.
  • Contribute to the development of periodic project work plans, reprogramming, sub-beneficiary plans, procurement plans, etc.
  • Facilitate the implementation of the project by harmonizing interventions between sub-recipients, with whom periodic meetings will be organized, with a view to sharing experiences, comparing the tools used and seeking common solutions.
  • Advise sub-beneficiaries on implementation strategies to achieve the expected effects.
  • Coordinate the drafting of progress reports to the Global Fund, according to the deadlines set and the format agreed in the grant agreement.
  • Organize the exercises of systematization of the experiences acquired and disseminate them.
  • Manage human resources, recruitment, performance and career management and supervision of UNDP program and project staff to motivate and promote organizational excellence.
  • Promote teamwork and multidisciplinary cooperation.
  • Work with UNDP operational services to ensure that expected services are delivered in a timely manner.

 

3. Monitoring and evaluation of the program and achievement of results

  • Coordinate monitoring and impact evaluation for actions undertaken.
  • Ensure that projects led by sub-beneficiaries are executed according to established action plans and budgets.
  • Carry out regular visits and report, according to the prescribed formats, on the situation of the activities, the problems encountered and the proposed solutions.
  • Ensure the regularity of the submission of activity reports by sub-beneficiaries.
  • Ensure compliance with the grant performance framework.
  • Prepare reports for UNDP to the Global Fund.

 

4. Institutional strengthening

  • Assess the technical capacity building needs ofthe Ministry of Health to achieve the expected results.
  • Establish the diagnosis of the needs of sub-beneficiaries in terms of capacity development. 
  • Strengthen the capacities of sub-beneficiaries in the aspects identified by the diagnosis.
  • Supporting the gradual transfer of capacity to national structures.

 

5. Development of strategic partnerships and resource mobilization

  • Ensure coordination and communication with national programs and the Ministry of Health.
  • Ensure coordination and communication with the Global Fund, the CCM and other technical and financial partners, create and develop all partnerships necessary for the implementation of the program. 
  • Support to national strategic planning processes for malaria, SSR, HIV, tuberculosis and Covid-19 based on evidence obtained during program implementation.
  • Implementation of country office partnerships and resource mobilization strategies to achieve program results.
  • Creation and coordination of partnerships with UN agencies, IFIs, government institutions, bilateral and multilateral donors, the private sector, civil societies.,
  • Analysis and research of donor information, preparation of background notes on possible areas of cooperation, identification of cost-sharing opportunities.
  • Research for synergies with other partners in the country.

Min. Academic Education

  • Master’s degree or equivalent in medicine, public health.

Work experience

 

  • At least 5 years of managerial experience in the public sector or in a government or international organization.

  • Proven experience in the field of HIV/TB, malaria and Covid-19;
  • Experience in managing public health projects particularly in operations related to the Global Fund;
  • A good understanding of routine health information systems, and familiarity with health data management;
  • Experience working with civil society;
