In Cambodia, under its current Country Programme (2019-2023), the UNDP Cambodia programme offers to focus on development results across three key inter-dependent pillars (prosperity, planet and peace), including inclusive and sustainable growth, environmental protection, climate change adaptation and mitigation, and the opportunities for all to contribute to and benefit from Cambodia’s transformation. Pivotal to our approach is our partnership with the Royal Government of Cambodia, civil society groups, community organizations, development partners, and the private sector on issues related to  Cambodia’s Sustainable Development Goals (CSDGs).

 

UNDP Cambodia’s Communications Unit plays a vital role in communicating its thought leadership to demonstrate the Country Programme’s impact by  promoting sustainable and inclusive development and implementing relevant policies and programmes at both national and local levels.

 

Therefore, we are looking for up to 03 experienced videographers, as long-term agreement (LTA) service providers, to help us produce compelling video content to communicate our results effectively and meaningfully.

Duties and Responsibilities

The main objective of these LTA arrangements is to provide video production services producing a wide range of high-quality and captivating video content covering UNDP’s work and activities in Cambodia. Under these LTA arrangements, there will be different requests made on-demand, and sometimes on an ad hoc basis, to each selected service provider to produce a specific video product.

Once assigned/requested, each selected service provider is required to perform the following tasks to ensure a smooth and effective video production process and deliver a final video product with an expected quality with related to UNDP’s practice areas including gender equality, climate change, poverty reduction, social protection, youth emoployment, economic growth and environment

a. Pre-Production service: Study relevant UNDP literature about the UNDP activity and provide an interpretation and script

  • Review each assignment TOR and meet up with UNDP’s Communications Analyst and relevant project focal points to fully understandtheir expectations from the assignment, including the production timeline, the protagonists, the video’s message and tone, the filming locations, etc.

  • Study UNDP Cambodia’s relevant programme and/or project to gain full knowledge about the related issue(s) and UNDP’s contribution to solving the issue(s)

  • Develop a creative storyline, a script [in Khmer and English], and a work plan and get them approved by UNDP focal points

b. Shooting service

  • Using the developed script and concept, go to the field and capture/shoot/record proceedings of the Activity. The video recording can be enhanced, if necessary, by interviews with key people that UNDP will identify, available clips/documentaries from the past and other legitimate sources.

c. Post-Production service : develop short Videos with duration depending on requirements (2min, 3min, 4min, 5min, - up to15 min.) depending on the requirement of that particular activity) .

  • Collect needed footage and/or images

  • Incorporate suitable subtitles (Khmer and English), sign language, logos and music 

  • Address UNDP Cambodia’s comments and feedback after the draft is produced or reproduced

  • Perform appropriate professional video editing; using appropriate graphics, infographics, animations, voice enhancements and captions to produce a professionally edited video, promotional video that can be shared with local and international audiences

  • Produce a draft video for comments and feedbacks

  • Produce Final videos, other used footages and images, and licensed music
    • Clean version
    • With Khmer subtitle and sign language version
    • With English subtitle and sign language version

Functional competencies:

  • Understanding and applying the UN core values in the production process and the content, and sound understanding of of the subject matters such as gender equality, climate change, poverty reduction, social protection, youth emoployment, economic growth, etc.

Required Skills and Experience

Education: 

  • Bachelor in Mass Communication or any of the relevant discipline or Diploma in areas mentioned with additional years of experiences

Experience:

  • At least 3 years (for Bachelor’s degree) and 5 years (for Diploma) of experience in producing development work related documentaries and video content for the UN agencies and development agencies.
  • Experience in producing high quality including experience in producing documentaries and videos
  • Demonstrating the capacity to use of quality equipment and editing programmes and deliver within a specified timeframe.

  • Having a track record and proof, including samples of high-quality video products produced for the UN agencies and other developent agencies

     

Language Requirement:

  • Fluency in English and Khmer is required

Interested individual offeror must submit  the following documents/information to demonstrate their qualifications:

1. Proposal:

(i) Letter of explaining why they are most suitable for the work

(ii) At least 2 previous sample videos produced to prove  high-quality documentaries and video products produced

2. Financial proposal (Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP)

3. Personal CV including past experience in similar projects and at least 3 references

While the Procurement Unit would endeavor to provide information expeditiously, only requests receiving at least 5 working days prior to the submission deadline will be entertained.
