The following contractor will support the work OICT has been asked to carry out as a partner within the framework of the "United Nations Office of Counter Terrorism / United Nations Counter-Terrorism Centre's Global Coordinated Programme on Detecting, Preventing and Countering the Financing of Terrorism," which seeks to enhance the capacity of all Member States in the implementation of Security Council Resolutions 2462 (2019) and 2482 (2019) calling for the strengthening of global efforts to combat money laundering and the financing of terrorism. OICT is building a proof of concept (PoC) for goFintel, the next-generation software platform, which aims to enhance Member States' capacity to collect, use, retain, and transfer tactical and strategic intelligence by employing emerging technologies remaining in compliance with international and regional standards.

• Participate in the development, programming, testing, debugging and implementation of new application systems releases, reusable components, modules, and functionalities, using established standards for IT technologies, programming languages and tools.
• Develop, test, debug, and implement computer application systems and programs using established standards for IT technologies, programming languages and tools, namely: .NET Core/.NET 5, C#, Angular, D3.js, MariaDB, Visual Studio, Scrum, Agile, Azure DevOps, Azure Cloud, etc.
• Maintain tests and functional specifications for computer application systems, programs and procedures developed and/or modified.
• Prepare technical and user documentation for deployed computer application systems, as well as training materials and conduct technical presentations.
• Ensure data security and integrity.

Education:     

• University degree (Bachelor's degree or equivalent) in computer science, information systems or related field.

Experience:   

• A minimum of five years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area.
• Minimum of 4 years of relevant experience designing and developing web applications
• Minimum of 2 years of experience with Angular, Bootstrap, D3.js, CSS and HTML
• Minimum of 2 years of experience with .NET Core/.NET 5 with C#
• Minimum of 2 years working experience with any of the following modern database systems MariaDB, MySQL, Neo4j, JanusGraph, MongoDB
• Minimum of 3 years of experience with agile development approaches (e.g., SCRUM) and associated techniques including:
  • Iterative Development
  • Refactoring
  • Unit Testing
  • Automated Builds & Deployment of Software solutions
  • Continuous Integration and Delivery
  • Acceptance Test Driven Development
  • Knowledge of formal testing and deployment methods from conception through to go-live (system, regression, and UAT testing)

• Languages: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; Knowledge of Arabic, Chinese, French, Russian, Spanish language is an advantage.

Evaluation Criteria: 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

• Technical Criteria weight - 70%.
• Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Technical Evaluation Criteria:

• Qualification – 10 marks.
• Relevant Work Experience – 60 marks.

Financial Evaluation Criteria:

Technically qualified consultants will be requested to submit their lump sum rate i.e., consultants who score more than or equivalent 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
