The UNDP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by strengthening democratic institutions, improvement of governance effectiveness, reduction of poverty and inequalities and addressing climate change and biodiversity issues.


In this context, the CO in Brazil has designed a programme portfolio that includes three mutually reinforcing work streams:

  • Inclusive Socio-economic Development: poverty reduction, social policies, livelihoods, publicprivate partnerships, inclusive markets and growth.
  • Environmentally Sustainable Development: nature-based solutions for development, climate change, energy efficiency, management of chemical substances, among others.
  • Governance and Justice for Development: prevention of violence, justice, transparency, anti-corruption, human rights, institutional strengthening and social participation.


The Governance and Justice for Development team works in an integrated manner with the other thematic areas in anchoring UNDP’s programme portfolio. Under the portfolio of the Governance and Justice for Development Unit, a project team supports the daily implementation of projects.


Position Specific Context


Under the overall guidance and supervision of the Programme Analyst - Governance and Justice for development, the senior project manager is responsible for managing and providing technical and operational advice to the implementation and monitoring of projects assigned to her/him, especially DIM projects.


The senior project manager will be responsible for ensuring smooth operations of the project, guaranteeing the technical quality of project deliverables and consistency of project implementation with UNDP rules and regulations.




Duties and Responsibilities

In this role, the senior project manager will be responsible for the development and monitoring of the detailed strategic plan of the projects assigned to her/him, in close articulation with the Programme Analyst and with the focal points of the national beneficiary. The senior project manager will also be responsible for projects management and technical advisory, ensuring quality and results by:


  1. Providing technical support to projects implementation, guaranteeing quality, efficiency and effectiveness.
  2. Managing the projects assigned to her/him on day-to-day basis;
  3. Conducting planning, monitoring and evaluation activities of the project, in articulation with the Programme Analyst;


Summary of Key Functions:


1. Provide technical support to projects, guaranteeing quality, efficiency and effectiveness in projects implementation.


  • To develop the projects detailed stratetic planning and its revision/update periodically, as requested;
  • Provides technical and management advisory and support to partners on implementation of project;
  • Develop advocacy and communications related tasks associated to the project;
  • Implement technical orientation and supervision activities in relation to the consultants hired in the project;
  • Elaboration of projects related Terms of Reference;
  • Participation in selection processes for Letters of Agreement signature, as well as undertake activities related to LoAs monitoring;
  • Participates in consultants selection panels;
  • Preparation of draft project revisions proposals;
  • Orientation and follow-up on project auditing issues;
  • Evaluates products and other results delivered by consultancies hired in the projects assigned to her/him.
  • Perform other tasks as required by the supervisor.


2. Manage the project on day-to-day basis


  • Articulate and follow-up, on a daily basis, with project partners and donors, to guarantee smooth implementation of project;
  • Ensure project meets expectations with respect to quality, budget, delivery timelines, and strategy;
  • Undertake performance management of project staff, including establishment of annual results, on-going feedback and mid-term and final assessments in line with UNDP Rules and Regulations;
  • Brief and consult with the programme analyst on project progress and provide information and advice as required to contribute to the Country Office initiatives;
  • Manage project budgets and ensure timely and accurate reporting, and;
  • Undertake project related ATLAS transactions.


3.Conducts planning, monitoring and evaluation activities of the project


  • Elaborate project work plans;
  • Elaborate project procurement plans;
  • Elaborate project technical report/donor reports, as requested;
  • Elaborate and implement project monitoring strategy, conducing a strong follow-up of the implementation of project activities, including the leadership of the implementation activities in the project management unit (UGP);
  • Ensure close monitoring of all activities of the project, monitoring the progress on agreed results framework and performance indicators and prepare inputs to programme analyst in relation to projects oversight;
  • Guide development of overall monitoring and evaluation systems for the project and put mechanisms in place for proper and timely reporting to the programme analyst and the donor;
  • Organize review meetings and annual project reviews by monitoring the progress of project implementation, assessing results and identifying areas of weaknesses to ensure the project achieves the planned results in accordance with relevant plans;
  • Monitor and manage risks/issues facing the project; submit new risks/issues to the Programme Analyst for consideration and decision on possible actions if required;
  • Support to project monitoring in Atlas (inputs provided for risks log, inputs to quality assurance exercise, etc) and perform project management functions in Atlas System;
  • Ensure project’s procedural alignment with UNDP position, rules and regulations and mandate;
  • Preparation of project progress reports, donor reports, and participation in tripartite meetings;
  • Supports the identification and systematization of project lessons learned and good practices.

Required Skills and Experience


  • University degree preferably in social sciences, international relations, law, administration, public policy or other related disciplines.
  • Post graduation strictu sensu (or equivalent*) in social sciences, international relations, law, administration, public policy or other related disciplines. *Additional 6 years of relevant experience to the post, beyond the requirement.



  • A minimum of 8 years of practical working experience in development related projects or activities, preferably with hands-on experience in projects management;
  • Experience in the areas of Justice, Prison System, Human Rights, Public Security or related subjects;
  • Experience working with government counterparts and in UN/UNDP related projects will be an asset;
  • Previous experience in projects with the Justice system will also be considered.


Language Requirements:

  • Proficiency in Portuguese;
  • Working knowledge in English;



  • The position requires occasionally trips to the partners' headquarters and/or to monitor the project implementation on-site.
  • Traveling is subject to compliance with biosafety protocols aimed at preventing contagion by Covid-19.
