Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

UN Women operationalizes this through Flagship Programming Initiatives (FPIs) developed to achieve transformative results for gender equality and women empowerment. The FPIs respond to the expanded agenda for Beijing+20 and the Sustainable Development Goals (SDGs). The main objective of UN Women’s support to Government under Peace and Security is to facilitate Women’s contribution to sustainable peace and see to it that Women benefit from prevention of conflict and disaster. 

The UN Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. The Government of Sudan developed its first National Action Plan under the leadership of The Ministry of Social Development. During the COVID limitations the government has been able to conduct some consultations and with some international support developed the first National Action Plan on Women, Peace and Security (2020-2022) for the implementation of the UN Security Council Resolution 1325 in March 2020.  The NAP provides a framework for the implementation of UNSCR 1325; it outlines the roles and responsibilities of government, civil society and development partners, and provides suggestions to also include national civil society and international partners in the implementation process.

Sudan is committed to implementing a National Action Plan with clear and specific actions and measurable outcomes which advance a more comprehensive understanding of what is entailed in the implementation of UNSCR 1325. Sudan’s National Action Plan aims to:
a) Actively involving women in peace-building, peacekeeping, peace negotiations and decision-making processes at all levels, and in relief, reconstruction and development.
b) Promoting the recognition of women’s rights before, during and post armed conflict.
c) Ensuring the protection of women against any form of gender-based violence, such as rape and sexual slavery, and put an end to impunity.

Building on the UN Secretary-General’s evaluation of the progress in the UN system-wide action plan, Sudan has developed a NAP that is in line with the commonly agreed pillars. These include 1) prevention; 2) participation; 3) protection; 4) relief, recovery and rehabilitation; and 5) the promotion of the principles of UNSCR 1325 and gender perspectives.

The International Consultant will be working together with the Ministry of Social Development, in close consultation with the National Technical Committee on UNSCR 1325 that has been set up by the Government. This team, led by the Undersecretary of the Ministry of Social Development.

The consultant will be responsible for all tasks outlined below aimed towards enhancing Sudan’s efforts to facilitate women’s contribution to sustainable peace and support institutional strengthening for key peace and security stakeholders. It is hoped that the outcome will enhance the momentum and political will to push the women, peace and security agenda forward.

Duties and Responsibilities

Mapping of Ministries, Departments, and Agencies NAP commitments

  1. Facilitate, in partnership with the Ministry of Social Development and the national consultant the operational capacities and resources through one-on-one meetings and one group workshop
  2. Capacity building for NAP Implementers and NAP Capacity building sessions for NAP implementers on advocacy including development of tools for training on NAP implementation such as; advocacy materials, workshops materials, NAP guidance and interactive materials
  3. Facilitate a workshop with Coordinating Committee on best practices and preparing for effective implementation for Sudan NAP.
  4. Facilitate a series of direct meetings with key ministries and agencies (to be decided in partnership with the national consultant and the UNW) to start the process to set up implementation infrastructure.

Donor engagement through sharing of global best practices for resourcing NAPs.

1. Engage with the UNW office and the Ministry of Social Development on ways to generate a more robust and systemic approach for the NAP implementation for the coming years including a more robust engagement with the donors and share of examples and ways in which other countries got more systemic, multi-year NAP funds in place.

Task 1: Facilitate mapping of Ministries, Department and Agencies (MDA) on WPS capacities and needs

  1. Facilitate meetings with selected key peace and security institutions to guide them on the content for the mapping of WPS commitments and needs.
  2. Support the finalization of the ongoing mapping with key peace and security MDAs in partnership with the national consultant.
  3. Provide technical advice to the Ministry on proposed future capacity building programs.
  4. Make recommendations for the best approach for the weeklong visit in October.

Task 2:  Donor engagement through sharing of global best practices for resourcing NAPs

  1. Share global best practices with core team for resourcing for NAPs.
  2. Support and input in concepts/proposals for WPS resource mobilization over the contractual period.

Task 3: Facilitate training workshop for Government on WPS

  1. Develop training concept paper.
  2. Support the development tools for training including training guide, and interactive materials
  3. Support the development of an action plan for participants on how to implement the knowledge and skills from the training.
  4. Share reference documents in line with WPS advocacy for the NAP.

Task 4: Facilitate a series of meetings with key MDAs during a week-long visit in October

  1. Support the work of the national consultant to prepare for the meetings and the mapping of ministries.
  2. Support the development tools for most effective engagement including operational worksheets for each of the key Ministries, Agencies and Departments.
  3. Support the development of an action plan for participants on how to implement the knowledge and skills from the meetings for the next steps.
  4. Share reference documents in line with WPS advocacy for the NAP.

DELIVERABLES:

  1. An inception report detailing how the assignment will be carried out and a draft work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders at the National level.
  2. Mapping document detailing the operational capacities and resources for the implementation of the NAP.
  3. Training materials developed (workshop tools).
  4. Support/Input on resource mobilization initiatives/engagements.
  5. Set of recommendations and roadmap for the next steps on the Sudan NAP process.
  6. Starting the preparations and submit a plan for developing a sectorial operational plans for MDAs.

INPUTS:

  1. UN Women will provide the Consultant with background materials relevant to the assignment.
  2. The Consultant is expected to work using his/ her own computer.
  3. UN Women will cover costs of translation of materials.
  4. UN Women will cover travel expenses.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.

Experience:

  • At least 15 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership;
  • Extensive experience in supporting the development of NAPs on UNSCR 1325
  • Experience in training various stakeholders on WPS
  • Proven experience facilitating high level consultative workshops for Governmental Institutions and CSOs
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver.

Language Requirements:

  • Fluency in English is required.
  • Working knowledge of another official UN language.
