If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;

c.      Personal detailed CV, indicating all SPNAs experience from similar projects, as well as the contact details (email and telephone number) of the Candidate;

d.     Other documents certifying experience, knowledge, and skills (certificates of continuing education/diplomas, awards, etc.).

Incomplete proposals will be rejected automatically. ONLY fully submitted applications would be considered for evaluation.


The geographical position of Kazakhstan causes a low percentage of forest cover (4.74%) and scarcity of the country’s forest resources. The total area of the state forest fund is 29.8 million hectares, or 10.9 % of the total area of the country. In turn, the forested territories account for only 43.2% of the total area of the forest fund or 12.9 million hectares. Almost 70% of the 12.9 million hectares are saxaul and shrub communities of the desert zone, and coniferous and deciduous forests have an area of only 3.7 million hectares.

Approximately 95% of the forests (forest-covered areas) of Kazakhstan are managed by 120 state forestry institutions, which are controlled by regional governing bodies (akimats). The SPNAs (Special Protected Natural Areas) system of Kazakhstan covers territories with a total area of approximately 24,018,800 hectares, or 8.81% (as of 2015) of the country's territory area. Although only 5% of Kazakhstan's forests (forest-covered territories) are included in SPNAs, which indicates that forest ecosystems are not sufficiently represented in the SPNAs national system.

Since 2018, Conservation and sustainable management of key globally significant ecosystems for various benefits (hereinafter - the Project) the Government project of the RK-GEF-UNDP has been implemented in the territory of the Republic. The Project Strategy is aimed at addressing comprehensively the issues of conservation and sustainable use of forest ecosystems in Kazakhstan by improving management approaches both within the SPNAs System and in surrounding landscapes for sustainable use of high conservation value forests (HCVF).

The project has three main components:

Component 1: Increasing the representativeness of globally important biodiversity of forest ecosystems in the network of SPNAs and improving the efficiency of management of SPNAs.

Component 2: Promoting the integration of protected forest areas into the landscape context by creating conditions for the effective regulation and management of globally significant ecosystems.

Component 3: International cooperation and knowledge management
Sustainable use of forests is a cross-cutting issue throughout the project and is represented in all Components.

Duties and Responsibilities

1. Assessment of the potential of the forest sector for the development of a forest certification mechanism in Kazakhstan:

·  Analysis of the forest fund, forest management, types of forest products.

·  Review of the national forest legislation: identification of opportunities and barriers for the use of the forest certification mechanism in Kazakhstan.

·  Review of the institutional structure of the forest sector in Kazakhstan in the context of the potential role of public and private organizations in the forest certification system.

·  Review of the system of state financing of the forest sector over the SPNAs 5 years and the incentives provided by the state for the development of the forest sector.

·  Characteristics of the structure and volume of investments in the forest sector of Kazakhstan over the SPNAs 5 years.

·  Characteristics of the production resources of forestry organizations and assessment of their potential to participate in the certification of forest management or production of forest products.

·  Characteristics of human resources for the implementation of the forest certification mechanism in Kazakhstan.

·  An interim report has been submitted

2.  Preparation of recommendations for the step-by-step implementation of the forest certification system in Kazakhstan, including the creation of legislative norms for the use of the forest certification mechanism in order to improve forest management and forest use based on international standards.

 3. Presentation of the research results to concerned parties who make decisions.

·      Higher education in forestry, natural resource management, ecology or a similar field. Having a master's degree will be an advantage;

·      Knowledge of regulatory documents (standards, rules, regulations, etc.) on forestry, ecology;

·      Knowledge of Russian is mandatory, knowledge of the Kazakh and English languages would be an asset.

Required Skills and Experience


·      At least 5 years of work experience in research institutes and/or organizations (private/public) of ecological and environment orientated activity;

·      At least 5 years of experience in performing similar works, including the development of guidelines, concepts, strategies for sustainable forest management;

·      Experience in preparing analytical reviews and preparing analytical reports and presentations;
