Background

The United Nations Development Programme (UNDP) has been supporting the Government of Iraq in developing the Nationally Determined Contributions (NDC) for Iraq for the past few years. The NDC has now reached a final stage and is expected to be submitted to the UNFCCC the soonest, after the endorsement from the higher authorities in the country as to meet the country’s priorities. Now that the COP26 is on the horizon, UNDP is supporting Iraq’s delegates to effectively participate in the COP negotiations, which led to the extension of the project and a project document is needed to be developed.

 

On the other hand, UNDP has several agreements with UNEP to cooperatively support the Iraqi Ministry of Environment (MoEn) and to implement projects and lead campaigns in Iraq. A Project Implementation Plan (PIP) is needed for the new project that will cover the activities between UNDP and MoEn and/or UNEP.

Duties and Responsibilities

The International consultant will have the responsibility to write up a full project or programme of the NDC project, in addition to employ the available information and agreement with UNEP as well as other funding sources to write a new project initiation plan with a detailed budget and financial structure with all main cost categories at the input level corresponding to all outputs and activities for both projects.

 

The consultancy will be for a period of 2 months. The assignment will be managed under the UNDP EECC head of pillar.

Under the overall supervision of the EECC head of pillar, the International consultant shall contribute to the provision of the following deliverables:

Development of a new PIP for a project that will include activities between UNDP and MoEn and/or UNEP in accordance with UNDP criteria including Programme Management Support Unit

The consultant is also required to make him/herself available to attend remote/ virtual meetings / discussions via skype/ zoom or other relevant modality for planning meetings/ feedback meetings convened by EECC head of pillar and EECC team.

 

The International consultant must be able and willing to collaborate and assist other team members in provision of advice.

Required Skills and Experience

Qualifications, skills, and professional experience of the International consultant should include the following:

 

  • Hold at least a master’s degree in environmental sciences, climate change, or related field. (15 points)
  • Minimum of five (5) years of experience preferably in Iraq or in the Middle East on developing and implementing UN agency led projects. (25 points)
  • Previous engagement in projects involving governmental entities and private sector. (20 points)
  • Experience in developing project documents or project implementation plans for UN agencies. (20 points)
  • Experience in NDC or Paris agreement related projects. (10 points)
  • Excellent oral and written command of the English language. (10 points)
