UN Women is the UN Entity for Gender Equality and the Empowerment of Women created to accelerate progress on gender equality and the realization of women’s rights. UN Women is a dynamic and strong champion for women and girls, providing them with a powerful voice at the global, regional and local levels.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for those who have missed out on education. It aims to break current trends and provide a comprehensive solution for marginalized women and young women who are at risk of being left behind. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the world’s most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

The Programme will contribute to the following outcomes: i) More marginalized women and young women  access and benefit from high quality educational content, material and learning pathways; ii) More marginalized women and young women benefit from increased employment, livelihood and entrepreneurial opportunities; iii) Fewer marginalized women and young women are disadvantaged and denied education opportunities due to harmful and discriminatory social norms; iv) More marginalized women and young women have improved access to education and employment pathways through enhanced multi-sectoral policy and financing frameworks that enable scaling of successful SCE solutions.

Reporting to Country Programme Manager, Second Chance Education, the Consultant - Monitoring and Evaluation will support the programme in the overall effort to Monitor and Evaluate the UN Women’s Programme on Second Chance Education.  The Consultant will implement and improve upon the existing Monitoring and Evaluation (M&E) strategy and develop new tools and procedures, take a lead in donor intelligence and facilitate in further developing the programme and building strategic partnerships with bi-lateral and multi-lateral donors.

Duties and Responsibilities

Improves and implements the programme’s strategies related to M&E, focusing on achievement of the following results:

  • Manage the M&E activities and reporting process for the UN Women’s programme on Second Chance Education;
  • Support and facilitate the implementation of the Monitoring, Evaluation and Research Plan of the programme;
  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Manage the evaluations and quality assure the researches under the programme;
  • Support the research process through preliminary research and policy briefs and draft the Terms of Reference for the research studies;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the programme’s Annual Work Planning process;
  • Monitor and report the progress of the programme against the programme’s log frame;
  • Facilitate and manage the Quarterly and Annual Reporting process of the programme;
  • Facilitate capacity building of the programme staff and partners on M&E;
  • Coordinate the implementation of programme evaluation plan in the CO/MCO;
  • Provide guidance to programme staff on evaluations;
  • Ensure communication between the MCO/CO and RO regarding Evaluations.

Improves and implements the programme’s strategies related to partnerships building:

  • Facilitate the development of the programme and implementation of a donor intelligence strategy, Resource Mobilisation (RM) strategy, Client Relationship Management strategy under the supervision of direct supervisor;
  • Drafting and revision of agreements with donors. Monitoring of overall implementation of agreements;
  • Support the donor reporting for the programme in coordination with the programme team;
  • Collaborate with the communications unit on advocacy initiatives for strategic positioning of the programme in the donor community.

Facilitate knowledge building and knowledge sharing as required by the organization, focusing on the following results:

  • Identification and synthesis of best practices and lessons learned;
  • Contributions to knowledge networks and communities of practice;
  • Drafts, develops and tailors materials, publications, brochures, targeted at specific audiences, to support the programme;
  • Drafts speeches & presentations for senior management to be delivered to a range of audiences.

Deliverables:

The Consultant is expected to deliver the following outputs:

  • Track progress against the M&E framework as developed by Global Team and as per the Country plan of the programme.
  • Coordinate and prepare the Quarterly and Annual progress report for programme.
  • Develop the donor report capturing the progress of the programme.
  • Review implementing partner progress reports – Monthly, Quarterly and Annual.
  • Develop knowledge products capturing best practices and lessons learned.
  • Drafts, develops and tailors materials, publications, brochures, targeted at specific audiences, to support the programme.
  • Drafts speeches & presentations for senior management to be delivered to a range of audiences.
  • Undertake/support final evaluation of the SCE programme.
  • Develop proposals for resource mobilisation.
  • Monthly progress reports of work undertaken.
  • Any other work assigned by the supervisor.

Required Skills and Experience

Education:

  • Master’s or an equivalent degree in Social Sciences, Gender Studies, International Development, Public Administration, Economics, Political Sciences or related field.

Experience:

  • Minimum 5 years of experience at the national or international level in Monitoring and Evaluation.
  • Relevant experience in design, monitoring and evaluation of development projects.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programs for data analysis.

Language Requirements:

  • Fluency in English and working knowledge of the language of the duty station.

Criteria for shortlisting of CVs will be based on the following assessment:
