The year 2021 marks the first year of implementation of the Indonesia UN Sustainable Development Cooperation Framework (UNSCDF) 2021- 2025. Both in the UNSDCF and the accompanying annual Joint Work Plans (JWP) the principle of Leaving No-One Behind is fully integrated. The UNCT Gender Marker (GEM) is the practical tool to ensure gender quality is fully integrated and applied by all UN agencies present in Indonesia.

In 2020, UN Women, as a co-chair of the Gender Working Group of the UNCT Indonesia and as the lead UN agency in providing strong and coherent leadership in support to the UN system in the area of gender equality and women empowerment, funded an international consultant to

  • provide technical support to conduct training for the UNCT and staff of UN agencies, programmes and funds in Indonesia on the application of UNCT guidance on GEM in the development of the JWP of the UNSCDF 2021
  • provide quality assurance support to ensure quality application of GEM code
  • Provide recommendations on the key steps to ensure monitoring/reporting of UN INFO throughout JWP implementation period.

The Office of the Resident Coordinator and UN Women in Indonesia look for a consultant to draw lessons from the first year of applying the GEM and to accompany the four Results Groups under the UNSDCF in the use of the Marker in the second year of Country Framework implementation. The consultant will work under the overall guidance of the Head of the RCO and the daily technical supervision of UN Women.


Duties and Responsibilities

  • Internal review, through a participatory manner, of the application of the GEM for 2021 to learn what difference the GEM has made for individual agencies and the UNCT as a whole and what should be done differently for 2022.
  • Draft roadmap for 2022 on rolling out GEM application and tracking financing in support of GEWE at the UNCT level (to confirm the processes, roles and responsibilities, timeline, monitoring GEM code and tracking financing, etc.)
  • Strengthen capacity of RG members, GTG members and DMEL (Data, M&E and Learning) members on UNCT GEM application and tracking financing
  • Facilitate GEM coding and tracking financing practical exercise within JWP at the Key-Activity level (on the selected one Outcome or one or more Outputs under Outcome) to reflect GEM codes and budgetary allocations within JWP through UN INFO
  • Produce a knowledge management product through documenting lessons learned; results achieved and identification of challenges with strategies on how to overcome them.

Required Skills and Experience


  • Master’s degree in political science, governance, human rights, international development, law, social science or related field. Bachelor’s degree with relevant combination of academic qualifications and at least 7 years of professional experience (listed below) may be accepted in lieu of the Master’s degree.


  • Minimum 5 years of relevant professional work experience in programme development and implementation particularly on UN Coordination, monitoring and evaluation activities for gender equality and empowerment of women at international levels.
  • Hands on experience in implementing UN accountability mechanism and quality assurance on gender equality, human rights and social inclusion.
  • Track record on the reporting process of UN SWAP Gender Scorecard and Gender Equality Marker (GEM) in UNINFO is an advantage.  
  • Knowledge on SDGs monitoring in the UN System and the principle of Leaving No One Behind (LNOB) is essential.
  • Knowledge of the UN results-based management (RBM) and the application of RBM principles in programme formulation.
  • Experience working with UN Country Team to integrate gender equality into the Country Framework is an advantage.

Language Skills:

  • Fluency (written and spoken) in English is required.



The candidates will be evaluated on the basis of the following criteria:

  1. educational background and work experience as reflected in their CV;
  2. the technical proposal; and
  3. The financial proposal, which includes the proposed lump sum.

The evaluation will be based on the combination of the weighted technical and financial scores (70 percent technical and 30 percent financial). The technical evaluation includes the knowledge/expertise in gender equality and human rights-based approach in development planning, UN coordination, monitoring and reporting, the strong professional experience/track record in M&E, project/programme development, and experiences in coordinating and facilitating among different stakeholders within the UN system/UNCT. The evaluation methods include desk review and/or interview.
