Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment; promotes women’s economic empowerment; and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women. The country office is implementing its Strategic Note for the period 2018-2022 and is prioritizing coherence and interlinkages across its projects and programmes under these three pillars as well as a robust response to the COVID-19 crisis and its impact on social and economic life in Jordan. This requires effective implementation, monitoring and reporting on progress and results and coordination with key stakeholders in government, civil society, and the international community.
As the Syrian conflict continues and its impact on neighboring countries and host communities deepens, there is an increasing recognition among all partners that the development and humanitarian challenges arising from the crisis must be met with accelerated action and enhanced capacity. In this respect, UN Women is contributing to the United Nations processes to support the Government of Jordan's efforts and the UN humanitarian response to the Syrian refugee crisis and its impact on Jordanian host communities.
Reporting to the Programme Management Specialist, the Oasis Programme Manager is responsible for managing the implementation, monitoring, and reporting of resilience programming, including the Oasis Model approach, for the Jordan Country Office. This will include providing technical and advisory support to the implementation of the programme; managing monitoring and corporate and donor reporting obligations; leading budget management; overseeing the Oasis team in the field and camp settings; providing technical assistance and capacity-building support to partners and staff; building partnerships and providing support in developing resource mobilization strategies; and managing knowledge building efforts.

Duties and Responsibilities

1. Provide programme development advisory services related to UN Women Resilience and Empowerment programmes

a. Provide substantive inputs into countries’ strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to Oasis Model and prepare substantive inputs to the UN Women country office programme planning;
b. Organize periodic consultations with key stakeholders, including government, donor and civil society partners to gather inputs on programme design and implementation.
c. Provide technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;

2. Monitor the implementation and management of the Resilience programme and Oasis Model approach

a. Develop and review programme annual work plans to assure compliance with UN Women programme goals and results-based indicators;
b. Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
c. Draft reports on activities, outputs and outcomes; and compile information in preparations of country office donor and UN Women reports;
d. Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
e. Support programme quality control and identification of potential challenges; ·
f. Align programme activities with operations team in close liaison with Operations Managers;
g. Build and manage relationships with national partners, as necessary.

3. Oversee technical assistance and capacity development to project/programme partners

a. Provide technical advice and capacity building support to staff in the Oasis Model team;
b. Provide technical and capacity development support and guidance to programme partners.

4. Manage the monitoring and reporting for the programme

a. Ensure that all programming under the programme is monitored, reviewed and evaluated;
b. Work closely with the M&E Analyst to establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
c. Manage the monitoring of mutually agreed results frameworks and performance indicators;
d. Review and write quarterly reports and donor reports;
e. Coordinate the process of gathering information with field colleagues and preparing progress reports on programme implementation;
f. Manage internal processes for audits and monitor implementation of audit recommendations;
g. Provide training on results-based management to the field team, as necessary.
h. Manage the preparation of donor and UN Women reports.

5. Build partnerships, support resource mobilization and manage knowledge building efforts

a. Identify, develop and implement resource mobilization opportunities in support of the programme in close coordination with the Partnerships and Advocacy unit;
b. Establish partnerships, draft agreements and monitor their implementation;
c. Contribute inputs to updates and briefs on regional/country development situation to be used by stakeholders, CO and HQ
d. Identify and disseminate lessons learnt and good practices and ensure the sharing of technical skills and knowledge
6. Oversee people and financial resources linked to the programme
a. Lead the Resilience programme team and field team supporting the implementation of the Oasis Model approach; including perform staff performance reviews, oversee recruitment processes, ensure capacity development of staff members by suggesting development opportunities;
b. Monitor and analyze financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
c. Review financial reports
d. Ensure effective information flow, communication and coordination across the office, between programmes, projects and operations, and with other UN Women offices and units.

Required Skills and Experience

Education and certification:

  • A Master’s degree or equivalent in development, public administration, human rights, gender, international relations, or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience in designing and managing resilience and/or humanitarian programmes, with a particular focus on gender and protection, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;
  • Experience working with, and building partnerships with governments, and civil society organizations
  • Experience working with the UN is an asset
  • Experience in leading/managing a team.

Language Requirements:

  • Fluency in English and Arabic is required
