Historique

Following the fourth phase of OHCHR’s support to the Criminal Case Management System (Case Database) in 2019 and early 2020, all courts of first instance in Cambodia are equipped with the Case Database. The database in the Phnom Penh Municipal Court and the Courts of First Instance in Battambang, Kandal and Siem Reap provinces were also connected with the central server at the Ministry of Justice as a pilot. This allows for the consultation and maintenance of the database in the above-mentioned provinces from Phnom Penh. This activity was completed in line with to the Joint Monitoring Indicators agreed by the Technical Working Group on Legal and Judicial Reform, co-facilitated by the Ministry of Justice and OHCHR. In 2020, OHCHR carried out a stocktaking exercise of its past support to the installation of a criminal case database in all provincial Courts of First Instance since 2015 to assess the use and accessibility of the database and inform its future support to the Ministry of justice regarding the Database.

In 2020, OHCHR undertook a stocktaking exercise and collected feedback of courts, officials at the Ministry of Justice (MoJ), OHCHR and Development partner who supported the database expansion in recent years (EU Delegation). On this basis potential areas of improvement and expansion of the database were identified, from which the following priorities were selected for the next support project:

  1. Create a dashboard with basic statistics and notifications on actions to be taken.  
  2. Enhance the monitoring of the speed of case proceeding and case backlog by name of judge and by types of offence.
  3. Additional report generation templates of report generations requested by the MoJ and  MOSAVY’s Child Protection Information Management System (CPIMS) related to Juvenile Justice.
  4. Improve case search facilities.
  5. Improve the function to check and improve completeness and accuracy of data entry.
  6. Create a log of users’ activities on the case database. 
  7. Create manual book for case database users and case database administrators.
  8. Connect six more provincial case databases to the central server database     
  9. Install the database at four Courts of Appeal and the recently established Kep Provincial Court

Devoirs et responsabilités

The Consultant will assist OHCHR Administration of Justice Unit in developing additional case database modules and improving its functionalities and with the connection of six provincial servers to the central server case database and the installation of the database in four 4 Regional Courts of Appeal and Kep Provincial Court. The detailed tasks are listed below:

  1. Consult with the MoJ and selected courts for the specific modules to be developed more responding to their requirements.
  2. Create a central dashboard at the MoJ with basic statistics and notifications.  
  3. Develop database to monitor the speed of case proceeding and case backlog by name of judge and by types of offence.  
  4. Three more report generation template of report generations requested by the MoJ.
  5. Three more report generation template of report generations regarding children in contact with the law, required by MOSAVY’s Child Protection Information Management System (CPIMS)
  6. Improve the case search facilities.
  7. Improve the function to check and improve completeness and accuracy of data entry.
  8. Create a log of users’ activities on the case database.
  9. Create manual book for case database users and case database administrators.
  10. Connect six more provincial case databases to the central server database.
  11. Install database at Kep Provincial Court and connect to the central server database, including training of staff
  12. Install database at 4 Regional Courts of Appeal connect to the central server database, including training of staff

Compétences

  • Knowledge and experience of developing and installing information management systems
  • Experience in providing training on information management systems
  • Working knowledge and experience of the Cambodian justice system, preferably including of the case database operational at the provincial and municipal courts of first instance.
  • Knowledge of relevant programming languages and databases such as HTML, XHTML, JavaScript, .NET, CSS, PHP, SQL, MySQL, SQL Server and others

Qualifications et expériences requises

Education: 

Masters Degree in Computer Science (A Bachelor’s degree in combination with four additional years of qualifying work experience may be accepted in lieu of the Master’s degree). 

Experience:

  • At least 3 years of relevant professional experience in developing and installing information management system at the national level (7 years if Bachelor’s degree)

Language Requirement: Fluency in oral and written Khmer and English.
