Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Fiji Multi Country Office (MCO) covers 14 Pacific countries, with field offices/presence in 6 countries, and five ‘focus countries’ (Fiji, Vanuatu, Solomon Islands, Tonga and Samoa). Each field presence is led by a national Country Programme Coordinator. UN Women, in partnership with Pacific Islands Governments, regional organizations, CSOs, donors and UN agencies, focuses on delivering within four interlinked programme areas:

UN Women implements the Women’s Resilience to Disasters (WRD) Programme at the global, regional and national levels.  The WRD programme has a strong focus on the Pacific with three programme countries: Fiji, Vanuatu and Kiribati.  In the Pacific, disaster risks converge with critical socio-economic vulnerabilities, environmental degradation and climate change.  Threats such as COVID-19 are further exacerbating the inequalities and hardships faced by women and girls including those with disabilities.  Women and girls face greater vulnerability and exposure to disasters, yet women remain largely ignored and their capacities unleveraged in conventional resilience building processes. As a result, women are generally absent in the development of resilience strategies and decision-making processes for prevention, preparedness and recovery. This is compounded by significant gaps at the global, regional and country level in relation to the availability and use of sex, age and disability disaggregated data (SADDD), knowledge sharing on women’s resilience; an enabling environment for building women’s resilience (including capacities, leadership and funding); translation of commitments into action; coordination and private sector partnership; and a need for transformative change to tackle the underlying drivers of disproportionate risk.

UN Women’s WRD programme proposes a comprehensive package for building women’s resilience to disasters, climate change and threats (including COVID-19).   The aim of the WRD Programme will be to render women’s and girls’ lives and livelihoods disaster-resilient, contributing to sustainable and secure communities, by promoting gender responsive prevention, preparedness and recovery systems, plans and tools; and by enabling targeted action to help women and girls withstand hazards and threats, recover fully from disasters and increase their resilience to future risks.  The expected end-of-programme outcomes are:

  1. Prevention, preparedness and recovery systems, plans and tools are gender-responsive through women’s leadership in DRR, women’s enhanced influence in DRR decision-making, enhanced gender capacity of DRR and climate resilience stakeholders, increased access to knowledge, guidance and expertise on gender-responsive disaster resilience, and strategic partnerships and networks for women’s agency and leadership in DRR; and
  2. Women and girls are prepared to withstand natural hazards, climate change and COVID-19, recover from disasters and increase their resilience to future risks, through gender-responsive early warning systems, gender targeted and mainstreamed services for women’s resilience, women’s informal and formal climate and disaster resilient businesses, women’s increased access to climate and disaster resilient livelihoods and strategic partnerships for resilient livelihoods.

Under the direct supervision of the WRD Gender and Resilience Specialist, the Programme Analyst – Gender and Resilience contributes to the effective management and results-based coordination of the WRD programme by providing substantive inputs to programme formulation, implementation, monitoring and evaluation to the regional programme. The Programme Analyst  supervises the WRD Regional Operations Officer and WRD Operations Associate. The Programme Analyst works in close collaboration with the programme and operations team, Government officials, programme donor and civil society ensuring successful UN Women programme implementation under portfolio. 

Duties and Responsibilities

Provide substantive technical support to the implementation and management of the the WRD Programme:

  • Draft WRD programme annual and operational work plan based on inputs from team members and provide recommendations to assure compliance with programme goals and results based indicators;
  • Provide technical guidance to personnel and partners on Results Based Management tools and performance indicators;
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Manage and monitor the programme risks initially identified, support the submission of new risks to the project Steering Committee for consideration, provide advice on mitigation strategies if required and update the status of these risks by maintaining the WRD programme project risks log;
  • Monitor and provide programme management support all aspects of the project cycle (initiation, programme delivery, close out) for the WRD programme in accordance with the relevant project documents and UN Women program management requirements.

Ensure the effective administrative and financial management of the WRD programme:

  • Ensure full compliance with UN Women rules, regulations, and policies on procurement and financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system;
  • Oversee the humanitarian and Disaster Risk Reduction (DRR) programme operations and guide and control the use of programme financial resources;
  • Oversee the preparation and management of the programme budget
  • Monitor core and non-core funds budget expenditures and financial delivery, prepare recommendations to address challenges identified;
  • Oversee the management of partnership cooperation agreements and partnership arrangements with implementing partners including the disbursement of funds and assist IPs in fulfilling the responsibilities of the project and budget monitoring using best practices, including on the preparation of financial and narrative reports;
  • Oversee the gathering of information and preparation of annual financial reports for donors;
  • Support the WRD programme team on all procurement matters including overseeing: procurement of goods and services, timely implementation of procurement action by the relevant WRD operating units;
  • Oversee the development of procurement and travel plans for WRD programme;
  • Oversee the gathering of information and preparation of annual financial reports for donors, including the coordination of the financial report for the WRD Programme;
  • Coordinate the preparation of the annual budget of the WRD Programme for presentation to the Programme Steering Committee.

Provide support to the implementation and management of the country office gender and humanitarian portfolio:

  • Provide technical inputs to the overall team’s annual workplan and budget;
  • Support the implementation of programme activities including donor funded programmes;
  • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Support the review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.
  • Provide additional support, as needed to the Pacific Humanitarian Protection Cluster by contributing in pre- and post- disaster needs assessments to ensure gender aspects are adequately reflected and addressed;
  • Support response activities if needed, including limited travel to disaster areas to support national disaster management offices and Departments of Women Affairs in mainstreaming gender equality and women’s empowerment through the Protection Cluster or alternate mechanisms as appropriate..

Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to WRD, Gender and Humanitarian Portfolio.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  •  Coordinate the development of knowledge management methodologies, and products on WRD,  Gender and Humanitarian Protection.

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, environmental studies or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Substantive and technical experience in the gender, disaster risk reduction and/or climate change;
  • Experience working in humanitarian response as an asset;
  • Experience working with civil society organizations and networks in the Pacific;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
