As recognized by both global and ASEAN commitments, the impacts of disasters are not gender neutral, with women, children, the elderly, people with disabilities, and other vulnerable groups being among the most impacted. The programme “Strengthening Gender-Responsive Disaster Management in ASEAN,” implemented by UN Women in close collaboration with the ASEAN Secretariat aims to ensure that key relevant ASEAN sectoral bodies are supported with evidence based policy research and relevant technical capacity to integrate gender and protection framework to mitigate and prevent sexual and gender-based violence (SGBV). More specifically it aims to ensure that a protection (including SGBV and child protection), gender and inclusion lens is integrated in the design and implementation of the new ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025.
In October 2021, the ASEAN Committee on Disaster Management (ACDM) launched the ASEAN Regional Framework on Protection, Gender, and Inclusion in Disaster Management 2021-2025 (ARF-PGI). The document aims to articulate a common vision for promoting PGI in disaster management in the ASEAN region, in line with One ASEAN One Response. The Framework aims to support the implementation of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025 and other regional declarations and plans by: i) Consolidating regional commitments across sectors on target actions for achieving inclusive disaster management; ii) Identifying entry points for collaboration between National Disaster Management Organizations (NDMOs) and other organizations working on gender and social inclusion issues; and iii) Supporting ASEAN Member States (AMS) in setting priorities, indicators, and targets for measuring progress in protection, gender, and inclusion (PGI) at the national level, while establishing indicators and a baseline for measuring progress at the regional level.
To support operationalization of the Framework, UN Women is seeking a consultant with technical expertise in inclusion in disaster management to support in development of an operational guidance document on the Inclusion pillar to accompany the ARF-PGI.
Duties and Responsibilities
Under the supervision and guidance of the Regional Humanitarian Advisor, and in close consultation with Strengthening Gender-Responsive Disaster Management in ASEAN project team, the consultant will undertake the following tasks:

The consultant will be home-based, with the ability to attend consultations and meetings in times compatible with working hours of ASEAN Member States, and the contract period will be for three months.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
