Background
This position is located within the UNODC Regional Office for the Middle East and North Africa (ROMENA) and more specifically in UNODC’s Project Office in Jordan (POJOR).
Under the overall framework of the Regional Programme for the Arab States 2016-2021 to prevent and combat Crime, Terrorism and Health Threats and to Strengthen the Criminal Justice System in line with the International Human Rights Standards, UNODC has an ongoing country programme in Jordan focusing on Container Control. The Programme is being implemented in partnership with the competent Government authorities, other national and international partners, including UN agencies.
The Programme Analyst will be responsible for the daily operation and implementation of UNODC inputs required under the CCP in Jordan, and s/he will undertake this objective in close cooperation with Government partners, lead and oversee CCP implementation, ensure coordination and timely implementation of various planned activities, and fulfill the necessary management and reporting requirements.
The incumbent will be under the direct supervision of the Container Control Programme (CCP) (GLOG80) Programme Officer in POJOR and the CCP Regional Coordinator in Lebanon as well as under the overall guidance of the Regional Representative.
Duties and Responsibilities
Summary of Key Functions:
The Program Analyst, within assigned authority, perform the following tasks:
- Provide support to the formulation and management of programme
- Ensures the implementation of the programme activities
- Maintain partnerships for the programme implementation with implementing partners
- Supports the business development
- Facilitation of knowledge building and management
Provide support to the formulation and management of programme
- Conduct overall management, administration and supervising the resources of the CCP in Jordan in line with UN rules, regulations and procedures under delegated authority of the immediate supervisors;
- Provide and disseminate the Programme’s annual work plan, quarterly work plans for implementation in consultation with stakeholders, terms of reference and the UNODC’s project-related documentation;
- Carry out effective planning, implementation and monitoring of agreed annual work plan, logical framework, financial, and budgetary documents;
- Design and formulate programme extensions and supplementary activities within the area of responsibility, translating UNODC’s priorities into local interventions in line with the UNODC country programme and the Container Control Programme;
- Coordination of implementation with the executing agencies at the technical level, and the introduction/monitoring of performance indicators/success criteria and milestones;
- Maintain liaison with all beneficiary agencies to ensure timely delivery of activities and provision of guidance to the executing agencies on the routine implementation of programme/projects activities, tracking the use of financial resources;
Ensures the implementation of the programme activities
- Provide substantive technical support, coordination and guidance for the development and implementation of the CCP with the government and other relevant stakeholders in Jordan, as well as in the wider Middle East and North Africa region;
- Identify and prioritise requirements for training activities, ensure appropriate nominations and arrangements;
- Ensure effective management and logistic support to the CCP;
- Serve as principal focal person for the coordination with the WCO in relation to the implementation of specific national training activities of the CCP;
- Serve as a liaison officer between the various agencies participating in the implementation of the Programme;
- Prepare various written outputs, such as background papers, correspondence with governments, working papers, mission reports, presentations, and ad hoc reports;
- Provide support to the CCP Regional Coordinator and other programme personnel in the local language, cultural and socio-political context;
- Perform other duties, as required.
Maintain partnerships for the programme implementation with implementing partners
- Initiate and maintain partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of programme’s objectives;
- Coordinate and liaise with UNODC staff to facilitate Programme implementation and create synergies in this regard.
- Ensure regular communication at the technical level with counterparts in charge of programme implementation, as well as with relevant provincial authorities and the business community.
- Ensure communication and coordination with other international partners providing technical support on areas relevant to the Programme.
Supports the business development
- Drafting/production of regular updates to donors and preparation of donor reports
- Effective responses to inquiries for public information materials.
- Ensure UNODC’s visibility and coordination with UNODC staff in the Programme Office in Jordan and elsewhere.
Facilitation of knowledge building and management
- Identification of sources of information to support the profiling work of PCUs;
- Analysis of identified information to generate strategic intelligence products for dissemination to PCUs;
- Support to the development of a capacity within the PCUs for the effective reporting and sharing of information and knowledge within the CCP network regionally and globally;
- Sound contributions to CCP knowledge networks and local stakeholders through targeted and regular communication products and tools;
- identify knowledge gaps within the PCUs and together with the CCP Regional Coordinator seek to source relevant materials or resources to provide follow-up or advanced training.

Required Skills and Experience
Education:
An advanced university degree (Master’s degree or equivalent) in international relations, law, economics, business administration, security studies, customs administration or a related field will be accepted.
Experience:
- Up to 2 years of relevant experience at the national or international level in development cooperation, international relations, border management or criminal investigation and/or security sector management, in police or customs or equivalent, at the national and/or international level is required.
- Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.
- Experience in international technical cooperation, project management and implementation is desirable.
- Work experience with the United Nations or similar international organization is desirable
Language Requirements: Fluency in English and Arabic.
Computer skills: Excellent computer and word processing skills. Familiarity with an Enterprise Resource Planning tool.
