Background
The Ministry of Tribal Affairs (MoTA) is the nodal Ministry for overall policy, planning and coordination of programmes for development of Scheduled Tribes (STs). To this end, Ministry of Tribal Affairs has undertaken activities that follow from the subjects allocated under the Government of India (Allocation of Business) Rules, 1961. and amendment(s) thereafter. Several schemes and programmes are being implemented such as Special Central Assistance to Tribal Sub Schemes (SCA to TSP); Grant under Article 275(1) of the Constitution of India; Post-Matric Scholarship for ST Students; Development of Particularly Vulnerable Tribal Groups etc. for development of the Scheduled Tribes. Ministry of Tribal Affairs is adopting various innovative strategies and implementing development solutions to address the multiple deprivations being faced by the tribal communities.
UNDP is providing technical assistance to the Ministry of Tribal Affairs in use of digital technologies for better governance of the tribal development programmes and Schemes.
In this direction, UNDP has supported the Ministry of Tribal Affairs to develop ADIVASI GRANTS MANAGEMENT SYSTEM (ADIGRAMS) Portal (https://grants.tribal.gov.in/adigram) which will provide a central database for Ministry of Tribal Affairs and the State Tribal Development/ Welfare Department to access, interact and analyse up-to-date scheme wise Physical and financial information and progress. The portal will enable the officials/stakeholders at Central, State, District, Block and village level to access, monitor and measure performance in a real-time basis and take decisions accordingly. The portal has completely digitized the process of proposal submission and approval under various scheme of MoTA.
Within the scope of above, the Consultant (ADIGRAMS) will provide technical support for operationalization of the ADIGRAMS Portal throughout the Country.

Scope of Work
- Coordinate with the concerned Divisions of the Ministry of Tribal Affairs, State Tribal Departments, National Tribal Research Institute and IT Agency to organize the training programmes of State Nodal Officials, Implementing Agencies and other relevant officials/stakeholders on the ADIGRAMS for its effective operationalization;
- Coordinate with MoTA, UNDP and IT Agency on the changes/upgrades required in the ADIGRAMS Portal;
- Coordinate and provide an oversight on the resolution of the technical issues/hitches in the ADIGRAMS Portal;
- Plan, Coordinate and facilitate training of users on ADIGRAMS functionalities
- Coordinate with the State Nodal Agencies on operationalization and uploading of the data on the ADIGRAMS Portal and provide regular updates to the MoTA and UNDP on the status and challenges
- Review the project progress reports uploaded on the ADIGRAM and alert in case of any deviations/ambiguity in reporting
- Generate and analysis various reports from the ADIGRAMS and provide the analysis to the Ministry of Tribal Affairs for evidence-based discussion with the states;
- Any other task assigned by the Supervisor.

- Overall understanding of the Tribal Sub Plan/Scheduled Tribes Component and other national/state level tribal development schemes and programmes
- Understanding of the functional hierarchy of the implementation arrangement of the tribal development schemes/programmes at national and state level
- Experience in designing and implementing research, analysis, report writing etc
- Experience working with the UN and national/state government on the ground will be an added advantage
- Experience of planning and conducting training programmes IT enabled monitoring systems.
- Self-motivated and ability to work with minimal supervision.

Language Requirements:
- Fluency in English is essential. Knowledge of Hindi would be an asset.
Evaluation Criteria
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Criteria (70% of total evaluation)
- Experience of working in the domain of Tribal Development - 20%
- Experience of working in the field of monitoring and evaluation with specific focus on tribal development schemes/programmes - 10%
- Experience working with the Government in the domain of tribal development - 30 %
- Relevant educational qualification - 10%
Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement.
Submission of Proposal
Financial Proposal:
Technically qualified consultants will be requested to submit their lump sum rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
