Background

The Project entitled “Enhancing Disaster and Climate Resilience in Federated States of Micronesia (FSM) through Improved Disaster Preparedness and Infrastructure (EDCR Project)” aims to improve the capacity for preparedness and mitigation to man-made, geo-physical and climate- related hazards and to climate change impact. The project will respond to Outcome 1 of the UN Pacific Strategy 2018 – 2022: By 2022, people and ecosystems in the Pacific are more resilient to the impacts of climate change, climate variability and disasters; and environmental protection is strengthened. The cooperation with the Government of Japan will contribute to achieving the goals of the Sendai Framework for Disaster Risk Reduction, elimination of threat to human security and protect gains of sustainable development. It is in line with the Japan Country Assistance Policy in these three countries and the priority areas: 1) Overcoming Vulnerability and 2) Environment and Climate Change.

In line with the overall outcome, the overall project goal is to effectively address the consequences of, and responses to, geo-physical and climate-related hazards to protect lives, sustain livelihoods, preserve the environment and safeguard the economy. The outcome will be achieved through 3 expected outputs: 

  1. Strengthened gender sensitive Disaster Communication and Climate Monitoring Systems
  2. Enhanced gender sensitive National and State Disaster Responders readiness capacity
  3. Enhanced Community Disaster and Climate Resilience through improved water resource management, and integrated gender and social inclusion awareness

Under Output 3 of the project, the EDCR Project plans to enhance disaster response capacities in the State of Yap particularly focused on augmenting the capacity for water management in selected low lying islands through supporting the rehabilitation of storage tanks and bore holes (Activity 3.2).  Based on a joint mission of UNDP and the Department of Environment, Climate Change and Emergency Management (DECEM) to Yap in October 2019, the deep wells of the Southern Yap Water Authority (SYWA) were found to have been in need of rehabilitation through re-drilling.

Duties and Responsibilities

Under the joint supervision of the UNDP Project Manager, Water Resource Management Specialist and the SYWA Manager, the Drilling Expert will be responsible for the set-up and operation of the trailer mounted drilling rig upon delivery as per the operating manual. The Drilling Expert will provide the following services:

 

  • Drilling up to 5 x 8" dia. deepwells, placement of 6" dia. well screens and casings to optimum depth (maximum depth of 200') into these wells and placement of peametal around screens. Drilled wells shall be left ready for the pump installation contractor of UNDP/SYWA to install the pumps and the 2" dia. headwork  pipeworks.

  • Installation of the 7 well pumps, pipework, and operation of the pumps. The Drilling Expert shall also drill 3 x 4" dia. monitor wells and install the 2" dia pipes.
  • Install new casings, drop pipes and pumps at all seven Wells.
  • Install new headwork pipework, valves, fittings & water meter at seven Wells.

 

All drilling locations will be confirmed by SYWA. SYWA will be responsible for towing the drilling rig to site, fuel for the drilling rig, and its security.

Competencies

  • Be able to work efficiently and accurately

  • Excellent written and oral communication skills, focus on results, ability to interact productively in a teamwork environment

  • Strong analytical and organizational skills

  • Knowledge and experience with development situation in the FSM and the Pacific region

  • Ability to use information technologies as a tool and resource

  • Overseas well drilling experience and training acceptable, but local deep water well drilling experience preferred.
  • Experience in the setup and startup of well drilling equipment such as a trailer mounted drilling rig (Lonestar LS300T+ or similar)
  • Experience in installation of well casings and pipes & fittings for the above ground wellhead works. (
