Background
India is the fastest growing major economy in the world. It is also blessed with a demographic dividend where 50% of the population is less than 25 years old and 65% of the population is less than 35 years old. Within India, Uttarakhand has emerged as one of the fastest growing states with an average annual growth rate of 7% between 2012-13 and 2016-17. At present, it ranks as the sixth richest Indian state in terms of per capita state domestic product. As the state’s economy grows, there is an urgent need to produce skilled manpower of international standard to meet industry’s rising demand. At the same time, the growing young population needs to be provided with right skills for their livelihood. These contexts make the vocational education and skill development systems crucial for economic growth and human resource development.
Skills Strengthening for Industrial Value Enhancement (STRIVE) is a far-reaching initiative in this direction with the objective of improving the relevance and efficiency of skills training provided through ITIs and apprenticeships. This initiative is supported by World Bank and is expected to be completed by November 2022. Under the umbrella of STRIVE, the State Apprenticeship Monitoring Cell (SAMC) will be responsible for overall implementation and coordination for apprenticeship related result area of STRIVE in the states/UTs. It is also responsible for implementation of the Industry Cluster Apprenticeship Initiative (IAI) of STRIVE to ensure training of apprentices in the clusters SAMC will be headed by a State Project Director / State Apprenticeship Advisor in the State.
In order to provide support to the Department of Training Department, UNDP is recruiting a Consultant (Manufacturing Sector) for State Apprenticeship Monitoring Cell under STRIVE scheme. UNDP will be placing the Consultant in the department PMU to support the Department of Training in implementation of the scheme activities.
Duties and Responsibilities
Summary of Key Functions: The key results will include provision of techno-managerial support to the State government and support to the department of Training in implementation of STRIVE scheme in the State.
- Coordinate/establish liaison with establishments under the manufacturing/service sector
- Coordinate/establish liaison with industry Clusters/Associations
- Coordinate/establish liaison with ITIs/school/college education system, district administrations for promoting apprenticeship training
- Sensitizing industries on apprenticeship training procedures
- Provide inputs to IT and communication consultant of SAMC for formulating effective reporting
- Provide short-term training/capacity building support to Basic Training Providers (BTIs)/Third Party Agencies, etc. as required
The position is located in Haldwani; however, the incumbent will be required to travel extensively in the State.

Required Skills and Experience
Education:
- B.E./B.Tech. with MBA in Human Resource or others streams from a reputed and recognized institute
Experience:
- Minimum 5 years of work experience in the core sectors of manufacturing or preferable with PSUs or large organizations
Language:
- Proficiency in English and Hindi - both speaking and writing
- Proficiency in computer skills
Duration of the Work:
- The contract will be awarded for one year initially. Working days will be as per the State Government policy.
Travel:
- Travel within the state and districts would be required.
Schedule of Payments:
Consolidated annual consultancy fee (Remunerative) of Rs 8,52,651/-
Institutional Arrangement:
• Contract will be administered by UNDP on behalf of the State Government of Uttarakhand;
• The consultant would report to Director/Deputy Director, Training and Employment Department
• All the logistic support related official travel will be borne by the Government of Uttarakhand as per their prevailing rules;
• Consultant will be entitled for 2 days leave per month (non-encashable).
• The incumbent will have to arrange his own laptop
Documentation required:
• Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
Evaluation Method and Criteria:
Evaluation and ranking will be done based on the following criteria:
• Educational Qualification: 30 Marks;
• Relevant Experience: 40 Marks;
• Interview: 30 Marks
Candidates obtaining a minimum of 70% (49 marks) of 70 marks will be eligible to appear for the interview. Top scoring candidate (out of total 100 marks) will be sent offer of consultancy in order of ranking.
Interview for the shortlisted candidates would be either conducted by telephone / over skype.
