Background
UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
I. Organizational Context
The Indian Ocean Tsunami of 26 December 2004 caused catastrophic devastation across the Aceh province and it was followed by another earthquake in Nias island three months later. The massive damages attracted unprecedented financial pledges for reconstruction and development in Aceh/Nias from the Government of Indonesia, multilateral institutions, international donors and Non-Governmental Organizations. In April 2005, the Government of Indonesia established the Reconstruction and Rehabilitation Agency for NAD and Nias (BRR), with the mandate of implementation of the government-funded on-budget activities and coordination of the donor-funded off-budget projects. At the request of the Indonesian Government, the United Nations complemented by creating the United Nations Office of the Recovery Coordinator for Aceh and Nias (UNORC) to coordinate contributions of the UN system, act as the principal point of contact of the UN with BRR, provide support to BRR, provincial and local governments, donors and NGO communities. BRR closed its operations at the end of its mandate on 16 April 2009, and UNORC will soon follow suit.
The overwhelming international and national response after the tsunami disaster served as an impetus to revive negotiations between the Government of Indonesia and the Gerakan Aceh Merdeka (GAM), who signed a Memorandum of Understanding in Helsinki on 15 August 2005, laying the basis for peace. The province of Aceh subsequently conducted the democratic elections for the provincial and district executive offices in December 2006 and the new Governor of NAD was inaugurated on 8 February 2007, further consolidating the prospect for lasting peace in Aceh. The legislatives elections of April 2009 confirmed the strong will of all local stakeholders to continue building long term peace.
In this dynamic context, the local authorities developed comprehensive recovery strategies incorporating fundamental peace-building elements and set up an institutional architecture to facilitate an overall cost efficient support to the peace process. Against this background, international actors are increasingly sensitive to the post conflict recovery and reintegration issues, with recognition that without consolidation of peace the benefits of the post tsunami reconstruction will not be sustainable, a view shared by all stakeholders.
The successor office, United Nations Office for Recovery Coordination in Aceh and Nias is planning to recruit an experienced professional for the Post-conflict Officer position to focus on programmatic coherence of the UN system’s assistance to the government institutions at the provincial and district levels, promote cooperation amongst an increasing number of post conflict recovery actors, and monitor progress in identifying response gaps and enhancing rehabilitation and reintegration support to the conflict-affected populations.
Duties and Responsibilities

Summary of Key Functions:
Within the limits of delegated authority and under the guidance and supervision of the UN Area Coordinator, the Post-Conflict Officer will be responsible for the following duties:
- Development of effective work relationship with key stakeholders in post-conflict area
- Provision of support in the implementation of programmes for capacity-building in conflict management and peace building
- Promotion of collaboration in post conflict recovery and reintegration activities
- Provision of strategic advice on issues relating to conflict recovery and reintegration
- Promotion of knowledge management tools to facilitate monitoring and evaluation
o Development of effective work relationship with key stakeholders in post-conflict area
- Establish and maintain effective work relationship with key stakeholders, including BRA, FORBES (Forum Bersama), provincial and district government institutions, UN agencies, NGOs, bi-lateral and multilateral institutions.
- Participate in multi-stakeholder consultative mechanism for enhancing coordination of programmes/initiatives for capacity building of the relevant local authorities and organizations in conflict management and community reconciliation areas.
o Provision of support in the implementation of programmes for capacity-building in conflict management and peace building
- Support in the implementation of programmes/initiatives aimed at building local capacities (provincial and district levels) for conflict management and peace building, and promoting intra- and inter-community dialogue and reconciliation.
- Provide expert advice to on-going and proposed post conflict recovery projects for enhancing effective support to the conflict-affected populations.
o Promotion of collaboration in post conflict recovery and reintegration activities
- Advise the UN Area Team and relevant local counterparts on pragmatic ways to enhance coherence and collaboration in the post conflict recovery and reintegration activities and to integrate peace-building elements into the development strategies.
- Coordinate and engage with other international and national/local institutions and initiatives in order to ensure a coherent and cost-efficient approach in supporting peace-building, post-conflict recovery and reintegration in Aceh.
- Advise the UN Area Team and government counterparts in implementing projects and programmes with a “conflict sensitive” approach, as well as in synergy and coherence with existing national development frameworks.
o Provision of strategic advice on issues relating to conflict recovery and reintegration
- Provide strategic analysis and advice on issues relating to conflict recovery and reintegration to the UN Area Coordinator, UN Area Team and government counterparts.
- Advise the UN agencies in identifying “entry points” for peace building initiatives and developing appropriate programme packages, including joint programmes.
o Promotion of knowledge management tools to facilitate monitoring and evaluation
- Develop and support the existing data, information and knowledge management initiatives in order to take stock of past and on-going initiatives, facilitate policy discussions, identify gaps in response and improve monitoring and evaluation.
- Perform any other duties as assigned by the UN Area Coordinator.
III. Impact of Results
- The coordination for stakeholders’ participation in the implementation of the post-conflict strategies and priorities are strengthened.
- The integration of peace building elements to recovery and development programming of the UN agencies, provincial and local government institutions is enhanced.
- The capacity of the government institutions to manage the peace building and reintegration processes is enhanced.
- The opportunities for joint programming and collaboration are identified and resources are mobilized for implementation of these programmes.

Required Skills and Experience
V. Recruitment Qualifications
Education:
- University degree (Bachelor or Master’s) in political or social science, conflict studies, psychology, development studies, or other relevant field.
Experience:
- A minimum of 7 years (for Bachelor degree) and 3 years (for Master’s degree) of professional experience in post conflict recovery and reintegration, conflict prevention or peace-building, crisis/emergency relief management, development coordination or other related area.
- Good programming experience and good knowledge of UN rules and regulations is an advantage.
Language Requirements
- Fluency in oral and written English and Bahasa Indonesia is essential;
