The consultancy will take place within the third phase of the Integrated Local Development Project (ILDP), a joint project of the Government of Switzerland and UNDP.
For over 10 years, ILDP has been working in Bosnia and Herzegovina (BIH) to systematize strategic planning and development management at sub-national levels in the country. Since its launch in 2008, the ILDP has been progressively growing, both in terms of scope of work, as well as conceptual approaches applied to advance strategic planning in the BIH.
In addition to harmonizing local development planning in the country, the ILDP paved the way for the newly adopted and emerging development planning and management regulatory frameworks in both entities. As one of the flagship achievements, the Project supported the participatory development of a comprehensive legal and methodological frameworks for development/strategic planning and development management in both entities. The ILDP has worked with all 10 cantons and with over 60 local governments in BIH, helping them design and establish systems for implementation of their development strategies.
In 2014, and in cooperation with the RS Ministry of Finance, the RS Administration and Local Self-Governance, the RS Investment and Development Bank (IRB RS), the ILDP has supported establishment of a Financing Mechanism for Integrated and Sustainable Local Development as a valuable instrument that supports implementation of local development priorities that at the same time contribute to realization of policies defined within relevant RS strategic documents. The Financing Mechanism is operationally managed by the IRB RS.
As part of its assistance to the IRB RS to support local governments, but also the private sector and agricultural households, access funds for development, the ILDP will help the creation of a web service portal for the IRB RS that is aimed to provide up to date information on public calls for project proposals or other development-related funding opportunities. For this purpose, under these ToR, one national consultant who will be responsible for designing the web service platform, as part the IRB RS website (hereinafter: the Consultant), will be engaged.

 

Duties and Responsibilities

The Consultant is expected to design a web service platform on available funding opportunities for development in Republika Srpska, targeting local governments, private sectors, agricultural producers, etc., which would function as an integral part of the web site of the IRB RS.
The web service platform will contain up to date information on public calls of international and domestic organizations and institutions for allocation of grants to legal and physical entities and would cover all areas related to sustainable development. Data population will be ensured by the IRB RS on a regular basis.
The platform will be designed in a way to enable user-friendly search by different criteria, including by development area. This will enable the users to quickly access relevant information on open funding opportunities for their specific area of work as well as the access the relevant links or original application packages for specific funding opportunities.
The platform design will be adjusted to the graphic standards of the IRB RS and therefore the Consultant is expected to closely work with the IRB RS Team in conducting this task. IRB RS will provide adequate server space for the web service platform.
Technical requirements for the web service platform include:

  • Web-based technology solution
  • Usage of Linux/PHP or Windows/ASP.NET platforms
  • Usage of MySQL database

Functional requirements for the web service platform include:

  • Content Management System - CMS (administrators' section for content and database design and editing and public section for information display)
  • Creation, classification, organisation and linking of content and projects should be enabled
  • Format adjusted for individual projects
  • Search by different categories
  • Import of multimedia content (photos, documents) and links to YouTube video clips
  • Responsive design, adjusted to different screen dimensions
  • SEO (Search Engine Optimisation)
  • Integration with Google Analytics System to monitoring the number of visits
  • Editing users account and roles for content management (author, editor, administrator)
  • Possibility for subscription to newsletter list
  • Possibility of automatic sending of newsletters to users' addresses

The assignment under these TOR is divided into the following tasks:

 

Task 1: Creation of administrators' section of the web service platform
The administrators' section should meet the following requirements:
- Log in
- Administrating users (creation and change of users accounts, allocation of users' roles, password reset, display of data on last log in in the system)
- Entry, change and removal of information/texts
- Entry, change and removal of categories and adding of texts to different categories
- Adding tags to texts
- Adding multimedia to texts
- Linking YouTube video clips within texts by using YouTube embed script
- Creating photo and documents galleries and their adding to texts
- Change of template in the public section (change of colors, fonts, graphical elements)
- Creating links to social networks (Facebook, Twitter, Instagram)
- Integrating Google Analytics System
- Defining elements of contact forms
- Overview of messages received through contact forms
- Sending of newsletters to register addresses
Once the administrators' section is designed, its functionality should be tested, and corrections should be made as relevant.
The final product under Task 1 is then to be approved by the IRBRS Team and the ILDP.
Task 1 is expected to be completed by 24 January 2022 with an estimated level of effort of 12 days.

Task 2: Creation of public section of the web service platform
The public section should meet the following requirements:
- Content view
- Search by categories
- Search by tags
- Multimedia content view (photo zoom-in by click, view of documents in a new tab, online play of YouTube video clips)
- Gallery view
- Sending messages through contact form
- Subscription to newsletters
- Option like/share to social networks
Once the public section is designed, its functionality should be tested, and corrections should be made as relevant.
The final product under Task 2 is then to be approved by the IRBRS  Team and the ILDP.
Task 2 is expected to be completed by 12 February 2022 with an estimated level of effort of 12 days.

Task 3: Content entry, final testing and training of users
Once the first two tasks are finalized, the Consultant is expected to enter the content and perform the final testing of the system, which included checking the content entered and performing corrections as relevant.
Once the web service platform is fully designed and functional, the Consultant is expected to carry out a two-day delivery of training of IRB RS staff that will be responsible for managing the platform.
Task 3 is to be completed by 20 February 2022, with an estimated level of effort of 8 days.
The entire service will be delivered in the languages of BiH peoples.

Academic Qualifications/Education

  • Bachelor’s degree in Computer Science, Information, Data Science, or other relevant field of study. Advanced degree will be considered as an asset.

Experience

  • At least 5 years of previous experience in IT industry
  • At least one similar project independently performed in the public sector in BIH.
  • Proven record of theoretical knowledge and practical experience in the area of design and development of web contents, web portals and web sites.

Languages Requirements

  • Fluency in languages of peoples of Bosnia and Herzegovina.
