Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, it was established to accelerate progress on meeting their needs worldwide[1].

The UN Women Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women’s empowerment challenges in the Asia-Pacific region, including deeply embedded discriminatory social norms and practices that perpetuate inequalities based on gender and other intersectional identities (e.g. ethnicity, class, region, age, disability, migratory status, and sexual orientation and gender identity, among others). The Regional Office works across the following areas: Governance and Inter-governmental support (including on Gender Statistics); Women’s Economic Empowerment (including Migration, Ending Violence Against Women; Women, Peace and Security; Climate Change, Disaster Risk Reduction and Humanitarian Action. Covering 42 countries within Asia and the Pacific, it exercises its triple mandate and functions i.e. Normative, Coordination and high-quality programming at a regional level and in support of UN Women’s offices and UN Country Teams in 24 countries across the region. The UN Women Asia Pacific Regional Office also oversees and manages programming in programme presences.

The monitoring and reporting unit is leading the oversight of the implementations of multi-year business plans and annual work plans of the regional office and country offices and provide support for them in strengthening monitoring and reporting. Also, as a part of management support, the units spearheads programmatic quality assurance.

Against this context, UN Women ROAP seeks to recruit a national consultant to provide programme support to Monitoring and Reporting Unit.

Duties and Responsibilities

The consultant reports to and works under the supervision of the Programme Specialist (P4), head of Monitoring and Reporting, and collaborates with other team members of the Unit. Where needed, the consultant liaises with other units of ROAP as well as Country Offices and HQ.

Key responsibilities include:

Financial Management Support  

  • Support the Unit in the financial management. Monitor budget, Purchase Orders (POs) and expenditure closely and make sure that funds are committed and spent in time. Advise Programme Specialist/head of the unit about plans and utilization of funds especially in connection with retainer contracts.
  • Create requisitions in Atlas for projects and registers of goods receipt in Atlas.

Administrative Support to the Programme Unit

  • Manage, prepare documents and facilitate procurement processes for the Unit.
  • Monitor payments to consultants/retainers and manage contracts of consultants/retainers. Advise the head of the Unit when expiration dates of contracts near and contract extensions become needed and take necessary actions.
  • Provide administrative support to the Programme Team in the organization of meetings and webinars etc.
  • Make travel arrangements for the Unit including preparation of travel requisitions and claims (if travel restrictions are eased).
  • Draft non-substantive correspondence.
  • Maintain and organize up to date hard and electronic files for easy access and retrieval as well as for audit. Create and maintain appropriate folders on Sharepoint for materials received electronically. Serve as the focal point of the Unit for Sharepoint. Ensure safekeeping of confidential materials.
  • Organize, compile and process information from programme teams and country offices, as inputs to various databases and documents.
  • Act as the focal point for asset management and leave and mission plans for the unit if required.

Support for Programme Management and Quality Assurance

  • Support in reviewing draft donor agreements from the ROAP units and Country Offices in accordance with the donor agreement guidance and corporate requirements and ensure consistency with project documents. Check accuracy of budget including support cost and coordination levy. Support in providing quality assurance support and guidance to submitting units. Support in liaising with HQ units to seek solutions if necessary. Facilitate clarence and approvals.
  • Support in reviewing entries of donor agreements in Donor Agreement Management System (DAMS) under the supervision of the Programme Specialist. Provide guidance to submitting units to complete entries if needed. Seek guidance from the Programme Specialist for complex cases.
  • Under the guidance of the Programme Specialist, assemble briefing materials and prepare power-point and other presentations for training and information sessions. Prepare lists of projects and door reports for the office and the region when requested.

  • Experience working with the UN Agencies or other international organizations is advantageous.

Duration of Assignment and Duty Station

The time required for the consultancy is within the period from 27 Jan 2022 – 30 April 2022. This post is home-based until end of January, however, after February, it might become office-based in Bangkok, Thailand, depending on the decision by the ESCAP/UN Women Regional Office.

Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [80%]
  • Financial Proposal (100 points) weight; [20%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • All financial proposals must be given in THB.
  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
