Background

The present Country Programme Document (CPD 2018-2022) for UNDP Papua New Guinea (PNG) will end in December 2022 and the PNG CO has initiated the process for developing the new Country Programme Document for 2022-2027. Consultations and the write up process of the new CPD is scheduled for March – May 2022. The new CPD is being designed to fully align with the strategy articulated in the new United Nations Sustainable Development Cooperation Framework – UNSCDF 2022-2027 (previously known as UNDAF) for PNG and the UNDP Deputy Strategic Plan 2018-2021. The new CPD is to be aligned with SDGs and based on the basis of analysis and recommendations generated from the UNDAF Evaluation, CPD Evaluation,  Common Country Analysis, Government of PNG National Medium Term Development Plan.
The new CPD is to be prepared based on a series of consultations with government, civil society, private sector and other and in-country stakeholders and partners. The theory of change (ToC) and UNDP’s programme quality standards will be adopted in the formulation and design of new CPD. Substantial work will be led and undertaken by UNDP CO PNG, with support from consultant, which includes analyses of development situation and priority areas for the country office. The finalization of the CPD should build on the lessons learned and the analytical work carried out thus far. The final CPD should follow the CPD template and its annexes/attachments which is available in UNDP Programme and Operation Policy Procedures (POPP) at the following link:

For this purpose, UNDP PNG is seeking an International Consultant for developing the Country Programme Document 2023-2027. 

Duties and Responsibilities

Scope of work

The overall purpose of the consultancy is to support UNDP Country Office (CO) in PNG in formulating a new Country Programme Document (CPD) 2023-2027. The Consultant will work closely with UNDP’s Senior Management and staffs of the Country Office and projects. 

The scope of work will include;

Support to  UNDP CO PNG to define proper methods and an approach for the CPD formulation. The Consultant will conduct data collection and analysis covers the country’s situational context and priority of programmatic areas, facilitating discussion within internal CO and with external for the formulation Theory of Change, Result & Resource Framework (RRF). The Consultant will also support the UNDP CO PNG to ensure that the new CPD 2023-2027 has strong integration with the UNDP Strategic Plan and National Priorities (specifically regarding the thematic focus and targeting) and Integrated Results and Resources Framework. The consultant will work using the guidance of the stipulated corporate CPD’s guidance and template, UNSDCF and Corporate Strategic Plan. The corporate quality assurance, monitoring policy and standard should be reflected in the CPD 2023-2027. The Consultant will support UNDP CO by  facilitating consultations (i.e., workshops, FGDs, etc.) with in-country stakeholders, and partners to gather ideas and feedback to the CPD and together with CO to analyze results from the process of the meetings. In addition, she/he will also facilitate the internal consultation process to be held in the country office. 

The key tasks for which the Consultant will be responsible are as follows: 

1. Support the Country Office by providing and analyzing relevant data and other supporting documents for new CPD development process.

2. Support UNDP CO PNG in facilitating internal and external workshops and consultations to discuss and analyze key thematic issues for the new CPD, including a prioritization workshop to conduct problem analysis, formulate the Theory of Change (ToC) and RRF.  It also includes triangulation processes of getting feedbacks to the draft CPD document.  

3. Support UNDP CO PNG in documenting results from consultation/workshop process with using the stipulated CPD’s corporate guidance and template, including its required annexes document. 

4. Support the CO in ensuring that the final draft document should be at least, containing analysis of country’s contextual background, Theory of Change, and Results and Resources Framework, and others that are required in the stipulated corporate guidance and template, alignment with UNSCDF and Corporate Strategic Plan.

Institutional Arrangement

The consultant will work in close collaboration with the Programme Support Unit of the PNG CO and will report and submit deliverables to the Deputy Resident Representative of UNDP PNG for review and approval.

Travel Plan

Below is an indicative travel plan for the duration of the assignment. The Consultant will be required to travel to the below indicated destinations and include the relevant costs into the proposal. There may be also unforeseen travel that will come up during the execution of the contract which will be agreed on ad-hoc basis.

Qualifications and Experience

Academic Qualifications:

At least  Master’s degree in social sciences, development studies, international development or other relevant disciplines, with proven track record in programme development and advanced social research.

Experience:

  • Minimum of (07) seven years of social or development experience and solid experience in programme development and implementation related to UNDP practice areas. Substantive knowledge in UNDP practice areas required, including Democratic Governance, Energy and Environment, Peace Resilience and Recovery.
  • Minimum of (3) three years of proven drafting skills (with sample of writing report and substantive knowledge of development issues in UNDP practice areas.
  • Minimum of (02) two years of experience working in the East Asia and Pacific Region.  

Language:

Proficient in English language, spoken and written.

Documents to be included When Submitting the Proposals

Consultant shall submit the following documents:   

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Financial proposal in the UNDP format – Annex 3 and 3A.
  • Applicants must submit a duly completed and signed Annex II Offeror´s letter to UNDP confirming interest and availability for the Individual Contractor (IC) assignment.

Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

The Consultant will be responsible for all personal administrative expenses associated with undertaking this assignment.

Evaluation of applicants

 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Only those applications which are responsive and compliant will be evaluated.
  • Offers will be evaluated according to the Combined Scoring method – where the technical criteria will be weighted at 70% and the financial offer will be weighted at 30%.
  • Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
  • The financial proposal shall specify an all-inclusive lumpsum payment linked to deliverables.
  • The top applicant with the     Highest   Combined   Scores   and accepted     UNDP’s General Terms and Conditions will be awarded the IC contract.
