Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

UN Women’s Country Office based in Dili, Timor-Leste, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental, civil society partners and youth. In addition, UN Women CO is charged with leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.

 

Reporting to the Communications Officer, the Digital Communications Consultant will be responsible for assisting in the planning and implementation of the digital communications and visibility strategies to increase the standing and awareness of UN Women with partners, the media, and the public.

 

The Digital Communications Consultant works in close collaboration with the Programme, Operations and technical teams in the Country Office, HQ/Regional communications teams, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society partners.

Duties and Responsibilities

 

  1. Design and implement digital media campaigns aligned with priorities of the UN Women with key partners, including government, civil society, private sectors, youth and other UN agencies.
  2. Create and craft compelling digital content which engages audiences in a dynamic, interactive and meaningful way that sparks conversations around issues related to UN Women’s mandate.
  3. Contribute to key policy discussions to ensure key digital priorities are addressed in planning of campaigns for the UN Women and take lead on digital campaigns with other UN agencies and partners.
  4. Ensure that the production of communication products and materials for digital platforms including UN Women in Timor-Leste websites, social media channels and other digital platforms is timely executed and followed up to support country online communication strategy, regional and global campaigns and priorities and to support resource mobilization as set out in the work plan.
  5. Develop and implement informed, cross-platform social media and digital marketing strategies and support management to make informed decisions regarding digital strategy.
  6. Provide assistance to develop, implement and M&E digital campaigns, ensuring regular contact with creative agencies, vendors, partners involved in campaigns is established.
  7. Regular monitoring and evaluation activities are undertaken according to the work plan to ensure maximum impact and continuous improvement of country online communication efforts. Ensure results and reports are prepared and shared on a timely basis.
  8. Develop and design advocacy based visual communication materials such as infographics and social media graphics for campaigns and strategic events.
  9. Explore innovative ways of storytelling and develop interactive multimedia communication assets.
  10. Provide social media and design support for campaigns and events.
  11. Work on creating a strong yet distinct visual language for UN Women in Timor-Leste respective digital assets.
  12. Perform other tasks as assigned by supervisor.

 

The Digital Media Consultant is expected to carry out the following responsibilities:

 

  • Online Communication Strategy:
  1. Design and implement digital media campaigns aligned with priorities of the UN and UN Women;
  2. Measure and report on the performance of all digital marketing campaigns;
  3. Monitor and track social media networks to analyze feedback from users and provide them with more information when required.
  4. Identify trends and insights, and optimize spend and performance based on the insights;
  5. Keep the UN Women social media channels up-to-date.
  6. Support online reputation management.
  7. Design and implement online marketing plans for social media.

 

  • Partnerships for Campaigns/Publication:
  1. Network with media outlets (digital and print) to periodically place stories, articles, op-eds and reports from UN Women India’s interventions.
  2. Explore and develop more partnerships to enhance the digital footprint of the office
  3. Identify key influencers and partners who can help amplify UN Women voice and interact with them on regular basis

 

  • Content Production:
  1. Support development of online communication work plan and implement the tasks as assigned
  2. Gather content and coverage of relevant country efforts to identify effective relevant country programme activities and results. Develop complementary, country specific and local community materials and activities
  3. Produce advocacy and communication materials (e.g. images, video, Facebook posts, tweets, photo galleries, social media packages, etc.) that meet the country and global standards
  4. Assist in drafting and editing content for social media, as appropriate.
  5. Recommend appropriate information and communication materials for use on social media platforms
  6. Recommend established contacts, networks, resources and processes to support online communication activities.
  7. Repurpose archived content and optimize (existing) asset utilization, such as videos and photos, to create digital products that are digitally trendy and up to date.
  8. Design visual communication materials to highlight UN Women Timor-Leste’s work online through infographics and data visualization.

 

  • Campaign Management:
  1. Produce concept notes and briefings for the selection of creative agencies to be engaged in the design of digital campaigns
  2. Coordinate inputs from programme sections and make sure the narrative of the campaigns is aligned with UN Women priorities and the SDGs
  3. Liaise with agencies and partners and provide the information required
  4. Give inputs to improve creative proposals and online media plans in order to amplify the impact of the campaigns
  5. Follow up campaign implementation and performance
  6. Elaborate monitoring reports using social media analytic/listening tools and assist in the evaluation process, by working on creating ToR, establishing indicators, doing desk reviews and other tasks as required.  

 

  • Monitoring and evaluation
  1. Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences and participate in the evaluation of their impact. Monitor and evaluate the use and effectiveness of online/social media materials.
  2. Monitor the public perception of UN Women on digital platforms and recommend appropriate action to maintain a positive image for the organization and support to the issues it promotes. For this the use of social media analytic/listening tools
  3. Ensure good quality data collection, analysis and evaluation and reporting to ensure effective communication strategies, planning and effective and efficient advocacy.
  4. Produce reports in order to measure and optimize social media marketing and brand positioning.

  1. Six years practical professional work experience handling social media channels and listening/social media analytic tools, liaising with partners and creating content for development of organizations.
  2. Knowledge of gender and human rights issues desirable.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
