Background

UNDP Regional Hub for Europe and CIS is looking for the services of highly qualified engineer or interior architect to provide technical assistance with office premise’s assessment of refurbishment needs, coming up with a detailed Bill of Quantities to be further tendered out; estimation of possible cost of materials and work; support at the competitive procurement stage; and supervision over implementation of refurbishment works by the company identified for this purpose. Tentative sqm of the office – 560 sqm. Location – part of 9th floor, Key Plaza. Requirement – agree BoQs with UNDP IRH. 

Duties and Responsibilities

The Consultant is expected to work under the guidance of the UNDP IRH Operations Team (procurement and common premises units) being responsible for the following duties:

Throughout the project, the consultant will liaise with UNDP IRH Operations Team (procurement and common premises units). The consultant throughout the project will ensure independent monitoring and report directly to UNDP on any deviations from the plans approved by UNDP.

Stage 1) (to be completed by 10 February 2022):

  • Agree with UNDP IRH (applying UNDP IRH design standards) requirements for the 9th floor at Key Plaza and advise on possible space alterations, discuss with the UNDP
  • Make sure that the physical set up of offices are efficient and effective for business operation. Physical appearance of the office should be attractive and highly conducive to employees, enabling smooth and effective business operations. As a reference – UNDP IRH office design is to be used.
  • Develop Bill of Quantities as per the agreed specifications for them to be further used by UNDP run a tender process (RFQ/ITBs);
  • Develop cost estimate for the Bill of Quantities to further serve as a benchmark during the competitive process.
  • Identify the requirements for solicitation process including but not limited to mechanical and electrical works, in case of necessity to subcontract the aforementioned tasks.

Stage 2): (to be completed by 10 March February 2022)

  • Provide assistance with the review of bids received for the tender on refurbishment work supporting UNDP to make sure that the best qualified company is identified.
  • Reviews proposed materials for them to be environmentally friendly and meeting highest internationally recognized standards for offices and for them to match BoQs requirements Carrying out of regular engineer’s supervision over the refurbishment works to make sure that all initial designs, BoQs and plans are properly constructed.

Stage 3) (to be completed by 30 April 2022):

  • Carrying out of regular engineer’s supervision over the refurbishment works to make sure that all initial designs, BoQs and plans are properly constructed.
  • Review and confirm the final acceptance statement of the outputs of the refurbishment company.
  • Supervise the timely delivery and installation of furniture and equipment (IT, security, and other…)

Required Skills and Experience

Academic Qualifications/Education:

  • Minimum master’s degree in the field of Architecture, Design, Engineering, or similar technical field.

Experience:

  • At least 5 years of experience in designing or engineering of office premises.
  • Previous experience working with international organizations is an asset.
  • Experience with preparing layouts.
  • Minimum similar five (5) projects experience.

Language skills:

  • Turkish
  • English.

 

5. Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation.

 

Technical Criteria - 70% of total evaluation – max. 70 points:

Criteria A – Minimum master’s degree in the field of Architecture, Design, Engineering, or similar technical field. max points: 10

Criteria B – Minimum 5 years of experience in designing or engineering of office premises: – max 15

Criteria C – Previous experience working with international organizations is an asset. – max 15

Criteria D – Experience with preparing layouts – max 10

Criteria E – Minimum similar five (5) projects experience. – max 10

Criteria F – Knowledge of English and Turkish – max 10

 

Financial Criteria - 30% of total evaluation – max. 30 points

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination, personal security needs and any other relevant expenses related to the performance of services...). All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. 

 

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
