Background

Sri Lanka became a signatory to the Montreal Protocol on 15th December 1989 and has thus far sought to implement all national obligations under the Protocol. The National Ozone Unit (NOU) in the Ministry of the Environment (MOE) is the focal point for the Montreal Protocol in Sri Lanka. The Government of Sri Lanka has successfully phased out Chlorofluorocarbons (CFCs) in the Refrigeration and Air Conditioning (RAC) sector and is currently implementing the Second stage of the Hydro-chlorofluorocarbon Phase-out Management Plan (HPMP) for the gradual phaseout of hydro-chlorofluorocarbon (HCFCs) in the RAC sector. To ensure compliance with the Montreal Protocol, Sri Lanka has established a licensing and quotas system for HCFC imports and exports. During HPMP Stage II, short, medium and long-term strategies will be developed to continue the HCFC phase-out effort and to facilitate the safe introduction of new alternatives to sustain HCFC phase-out, in light of the overarching strategy.

The Kigali Amendment adds to the Montreal Protocol the phase-down of the production and consumption of HFCs and Sri Lanka ratified the Amendment on 28th September 2018. At the 81st Meeting of the Executive Committee, the Enabling Activities for HFC phase-down for Sri Lanka was approved by the Executive Committee with a funding level of US$ 150,000 as per decision 81/31. The implementation of the EA projects is still ongoing with a delay due to the COVID 19 situation.

At the 87th meeting of the Executive Committee in July 2021, approved the guidelines for the preparation of Kigali HFC Implementation Plans (KIP) for Article 5 countries to gradual phase-down of HFCs according to the time schedule established.

In this regard, the UNDP Sri Lanka is seeking to engage a suitably qualified consultant to be engaged in the preparation of the Kigali HFC Implementation Plan stage I.

 

OBJECTIVE: 

To prepare a comprehensive HFC phase-down strategy (KIP Stage I) along with projects to achieve HFC consumption phase-down targets up to the year 2029

Duties and Responsibilities

SCOPE OF WORK:

The Individual Consultant (IC), in close consultation with the NOU Sri Lanka and UNDP and other relevant stakeholders, will carry out the following services:

  1. Develop a project preparation work plan
  2. Coordinate to select a team to conduct National Survey on all uses of HFC refrigerants and equipment including serving sector usage and needs in Sri Lanka and defining information needs and prepare survey methodology for data collection.
  3. Designing of a questionnaire for collection of data with the Survey team in consultation with UNDP/National Ozone Unit, Ministry of Environment (MOE)
  4. Prepare an interim report based on survey findings and analyze the HFC data available and predict the potential growth trend of HFCs till 2029 in the business as usual (BAU) scenario.   
  5. Develop an overarching strategy including:
    1. Review current regulations and policies on the implementation of the Montreal Protocol as well as the relevant climate action.
    2. Identify the activities to be needed in terms of the policy framework and regulatory work for compliance with the Kigali Amendment.
    3. Review the progress of the current on-going HCFC phase-out project, analyze its relationship and implication with the HFC phase-down and identify the opportunity of coordinated and integrated implementation and potential challenges.
    4. Develop a technology roadmap of transition to low GWP and highly efficient alternatives for main HFC consumption sectors and provide advice on the pathway of technology transfer through experiences and lessons learned at both developed countries and developing countries
    5. Identify priority areas and activities to meet the freeze in 2024 and a 10% reduction target in 2029, 
  6. Lead the drafting of the proposal to be submitted to the Multilateral Fund for the Implementation of the Montreal Protocol (MLF) in conformity with relevant MLF guidelines, including specific components, activities, and costs.
  7. Identify risks of the implementation and indicate possible risk mitigation measures,
  8. Assist in the organization, participate and make relevant presentations at the workshops with the stakeholders for data validation.
  9. Finalizing the strategy based on inputs from the workshop and from UNDP/NOU
  10. Organizing the LPAC meeting
  11. Assist the UNDP regional technical specialist, UNDP Country Office focal point, and NOU to respond to specific comments from the MLF Secretariat (MFS),
  12. Draft the Safeguards to document accompanying the submission to the MFS (Social and Environmental Screening Procedure) based on examples and templates provided by UNDP,
  13. Based on the final outcome of negotiations with the MFS, prepare the draft UNDP Project Document for KIP stage I.
  14. Develop lessons learnt report on the achievements of expected outcomes

 

DUTIES & RESPONSIBILITIES

 

  • Under the overall supervision of the Policy Specialist and Team Leader, Climate and Environment Team of the UNDP and the Director, NOU, the consultant will be directly responsible to the Programme Coordinator (Energy & Waste)
  • The consultant should report to Programme Coordinator in seeking approval/acceptance of outputs listed below under “Expected Outputs/Deliverables”. Approval of the deliverables will be subject to review of the NOU and the UNDP PMU.
  • The Consultant should report progress of each output bi-weekly to the NOU and UNDP PMU at progress reviewing meetings.
  • The Consultant is expected to closely liaise and collaborate with relevant project stakeholders in the course of performing the work
  • The consultant should also work closely with the Communication Team at the UNDP country office to ensure that the work complies with the requirements of the UNDP and the NOU
  • Organize discussions with key stakeholders and experts in the relevant sectors to ensure that the proposed activities will be adding value to the existing or planned initiatives and relevant to the country context.
  • The consultant’s duty station/location during the contract will be Colombo (home-based) with some travel to outstations if stakeholder consultations or site visits are required.

The consultant will receive payment based on the submission and acceptance of the Deliverables. The candidate shall quote his/her services on a Deliverable basis. (Please refer to Section 11 below)

 

TIMEFRAME OF THE ASSIGNMENT

  • 120 days over the course of 15 months starting from 01st March 2022 and ending on 30th June 2023
  • The UNDP will require five days to review each deliverable submitted by the consultant

Required Skills and Experience

Education:

  • Bachelor’s degree in Mechanical or Electrical Engineering or related field.  Masters’ Degree or equivalent in relevant discipline will be preferred 

 

Experience:

  • Minimum 5 years of demonstrable experience in refrigeration and air-conditioning sector
  • Minimum 5 years of work experience in the Montreal Protocol related projects
  • Demonstrated knowledge of institutional, regulatory and legal frameworks related to the cooling sector.
  • Knowledge of environmental policy will be considered an asset
  • Previous proven experience in supporting the preparation, implementation of evaluation of Montreal Protocol and environment-related UNDP projects is an asset

 

Language:

  • Excellent written and spoken English

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per diem and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

Payments will be based on milestones certified by the UNDP Programme Coordinator (Energy & Waste). Payment Milestones will be as follows:

Evaluation

Applications will be first screened and only candidates meeting the minimum criteria will progress to the pool for shortlisting. Shortlisted Candidates will be then assessed and scored against the following evaluation criteria noting that an interview will be conducted with the shortlisted candidates.

  1. Technical Criteria weight: [70%]
  2. Financial Criteria weight: [30%]

 

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1:  Education -  Masters’ Degree or equivalent in a related field-  6 points, Any other per Master degree or equivalent or higher in a related field – 2 points . (Max 10 pts)
  • Criteria 2: Experience - Five years of work experience in the Montreal Protocol related projects – 15 points , every additional year – 2 points  (Max 25 pts)
  • Criteria 3: Demonstrated knowledge of institutional, regulatory and legal frameworks related to the cooling sector (20 pts)
  • Criteria 4: Proven experience in working with stakeholders of the refrigeration and air conditioning sector (15 pts)

Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical Evaluation would be considered for the Financial Evaluation.
