Background
The International Fund for Agricultural Development (IFAD) is an International Financial Institution and a Specialized United Nations Agency whose mission is to enable poor rural people to overcome poverty. The Programme Management Department (PMD) is responsible for the overall lending programme of the Fund, and is composed of five Regional Divisions, including one specific for Latin America and the Caribbean (LAC).
IFAD works on the nexus of poverty, food, environment, and climate change issues. IFAD's response to these challenges is reflected in its Strategic Framework 2016-2025. The Framework sets three strategic objectives: increasing the productive capacity of poor rural people; increasing their benefits from market participation; and strengthening the environmental sustainability and climate resilience of their economic activities.
Within this context, IFAD’s Brazil office manages a portfolio of investment projects and grant projects, both ongoing and under design. It also operates the South-South and Triangular Cooperation and Knowledge Centre with a mandate covering the Latin America and the Caribbean region. It maintains offices in Brasilia and Salvador.
Duties and Responsibilities
Objectives, activities of the consultancy
Goal of consultancy. The main objective of the consultancy is to support the Brazil country team in both operational activities with active and future projects, and non-lending activities including knowledge management, targeting, monitoring and evaluation (M&E) and south-south and triangular cooperation (SSTC).
Activities and deliverables. Working under the overall supervision of the Country Director (CD), the incumbent will mainly provide support to the following project operations:
- Paulo Freire Project (PPF) in Ceará state;
- Pro-semiarid Project (PSA) in Bahia state;
- Dom Helder Camara (PDHC II) at federal level;
- Planting Climate Resilience Project (PCRP) with the Brazilian Development Bank (BNDES);
- Amazon Sustainable Management Project (PAGES) in Maranhão state;
- Piauí Sustainable and Inclusive Project (PSI) in Piauí state;
- PRO-BRASIL at the federal level;
- Grant DAKI-SV;
- Grant AKSAAM;
- Grant INNOVA-AF
- Grant SEMEAR Internacional (PSI)
The consultant will:
- Contribute to the general implementation of the result-based COSOP and support the preparation of the COSOP Completion Review;
- Provide support in the general implementation of the portfolio, including:
- Revise project progress reports;
- Revise and support the preparation of Project Implementation Manual (PIM);
- Revise and support the preparation of Project Completion Reports (PCRs);
- Insert data and information in IFAD systems and finalization of ORMS and logical frameworks;
- Prepare agenda and details and logistics for missions;
- Prepare minutes of project and corporate meetings;
- Support with documentation review for external and internal revisions and reviews;
- Support specific non-lending activities and initiatives through revision of documents;
- Revise knowledge management products produced by projects;
- Prepare and revise publications, studies and materials prepared including print and web-based;
- Any other task reasonably required;
- Support the country and project M&E systems, including processing, extracting and interpreting data and information;
- Promote knowledge management of innovations that improve the livelihoods of the poor and other disadvantaged groups in a sustainable manner;
- Support engagement in policy dialogue in order to develop an enabling environment for sustainable pro-poor development; and
- Support the promotion of partnerships with government institutions, private sector, civil society, UN agencies and other donors.
Duty station. Home based in Brazil with frequent domestic travel.
Fee rate per day: USD 200.
Competencies
- The consultant must be able to work independently and under pressure to meet strict deadlines.
- S/he needs to have good organizational skills, and commitment to personal performance and self-development.
- Furthermore, s/he should have strong action management skills (initiative), experience in negotiation, decision-making and also in managing complex project design and supervision issues.
Required Skills and Experience
Required qualifications
- Master’s Degree, preferably in rural development, economics, international relations, agronomy or a related area.
- The consultant must have at least two years of working experience in development projects. Experience in the design and implementation of IFAD, GEF, GCF projects or other multilaterals will be an advantage. Experience with climate resilience, nutrition and food security projects and targeting (women, youth and traditional communities) will be an asset;
- Familiarity with field operations and interventions;
- The consultant will need to be physically based in Brazil.
Language
Full command of written and spoken English, Spanish and Portuguese;

Duration of assignment

Travel
