Background

The purpose of this consultancy is to support the implementation of the Making Every Woman and Girl count programme in the ASEAN region, as well as the implementation of the Building Back Better programme in Indonesia. UN Women Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Assignment Background

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (Women Count)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Asia-Pacific regional component of the MEWG Programme encompasses a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas: (1) Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs; (2) Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and (3) Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production. As part of the Phase 2 of the Women Count programme, which begins in January 2022, UN Women will create a sub-regional hub to coordinate statistical work with ASEAN countries. This will include, among other activities, advancing inter-governmental discussions for the production and use of gender statistics in ASEAN countries, as well as coordination with member states for the production of data for the ASEAN Gender Outlook. In tandem, UN Women is also implementing the Building Back Better programme, funded with the generous support of Australia’s DFAT, which focuses on supporting the production and use of gender and resilience statistics in the Pacific and South-East Asia, including gender statistics to assess the effects of the COVID-19 pandemic. To support the implementation of this programme, UN Women plans to work in Indonesia on strengthening evidence-based gender-responsive disaster preparedness, including by adjusting existing methodology for related data collection. 

Within the context of implementing these two programmes, and with the ultimate goal of enhancing the quality, availability and use of gender statistics in the ASEAN region, the consultant will contribute to the design of a regional work plan for the implementation of Women Count in the ASEAN region, the liaison with national government representatives for the validation and operationalization of such plan, the creation of related knowledge products, and the liaison with the Indonesian government for survey questionnaire review. Under the technical guidance and overall supervision of the UN Women’s Regional Advisor on Gender Statistics for Asia and the Pacific, the consultant will be working in close collaboration with the ASEAN Governance, Peace and Security Lead and the Programme Management Specialist based in UN Women Indonesia Country Office.

Duties and Responsibilities

Scope of work

  • Draft an action plan for the implementation of Women Count Phase II in the ASEAN region
    • Conduct research to assess previous commitments and policy needs in the area of gender equality across the region.
    • Conduct a mapping exercise to determine which policy areas are lacking gender statistics in ASEAN countries.
    • Draft a plan of action to fill existing data gaps.
    • Liaise with national experts to validate the action plan.
  • Organize meetings and prepare related background documents for the ASEAN south-south cooperation gender data group
    • Prepare background documents for related meetings.
    • Organize logistics for on-line and face to face meetings as needed.
    • Liaise with statisticians across the ASEAN region to identify priority areas of expertise.
    • Manage on-line communications for the meetings of the group.
  • Support the creation of knowledge products on gender statistics in ASEAN, including for showcasing each country’s expertise and contribution
    • Liaise with partners to identify areas of contribution and obtain access rights to microdata sets for analysis, when needed.
    • Analyse existing microdata to collate information on several areas of gender statistics.
    • Generate country estimates and regional aggregates and create data tables and related graphs.
    • Draft a report on this topic for the ASEAN region, including data estimates, research and graphics.
  • Work with the government of Indonesia to engender existing practices on disaster data collection.
    • Gather existing questionnaires, survey methods and good practices from the government of Indonesia for the collection of data on disasters.
    • Assess whether existing practices are gender sensitive and document assessment process.
    • Conduct data analysis on climate change and disasters Indonesia, from existing surveys.
    • Generate a short report with recommendations on how to en-gender disaster related data collection.
    • Draft a data brief, including data tables, data visualizations and text, on gender, climate change and disasters for in Indonesia.
  • Organize data user-producer dialogues in Indonesia to promote uptake of recommendations to en-gender disaster data
    • Draft background documents for at least one user-producer dialogue or data related event in the area of gender, climate change and disasters.
    • Handle invitations and liaison with participants in preparation for the event.
    • Manage logistics to organize at least one user-producer dialogue.
    • Follow up with government partners for promoting the use of gender data for disaster-related policy making.
  • Support the production of other gender statistics for Indonesia or other ASEAN countries, as needed.
    • Support the Gender Statistics team, as needed, with the analysis of microdata.
    • Write code for microdata analysis and generate registries for ease of reference,
    • Create data tables and visualizations, as needed.
    • Support with data verification, accuracy and consistency checks of reports and advocacy tools and resources.

The consultant will be supervised by the Regional Gender Statistics Specialist

  • A minimum of 5 years professional experience in microdata analysis, preferably microdata from demographic and health surveys, multiple indicator cluster surveys, or other individual-level surveys to generate gender analysis.
  • Experience working on disaster, climate change and resilience statistics, including mainstreaming gender across these statistics.
  • Experience calculating gender indicators, particularly internationally agreed indicators such as SDG indicators, ICPD indicators, Sendai indicators, and others.
  • Professional experience working with national statistics offices in the area of statistics, preferably in the ASEAN region and in Indonesia.
  • Thorough knowledge of ASEAN processes in the area of statistics.
  • Proven track record of publications, preferably analytical publications on development issues, including statistical tables and graphs.

Evaluation

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
