Financed by the Government of Switzerland, European Union and Government of Sweden and implemented by the United Nations Development Programme (UNDP), the Municipal Environmental Governance (MEG) Project is a 12-year intervention in the domain of local governance in Bosnia and Herzegovina. The Project overall goal is to contribute to the democratization of local governance in Bosnia and Herzegovina and more equitable, effective, and efficient public services for the citizens, particularly water supply and wastewater management services. Good local governance policy dialogue and policy changes, together with regulatory improvements in the area of water supply and wastewater management services, will provide for more effective, fair and sustainable delivery of essential local services. The intervention envisages three outcomes:

  • Outcome 1: State, entity and cantonal governments set in place a more conducive policy and regulatory environment that affirms result-oriented local governance and improved water supply and wastewater management services.
  • Outcome 2: Local governments (LGs) improve their performance, are more accountable, inclusive and gender-responsive, and provide high quality services, in particular in the water sector.
  • Outcome 3: Citizens, including the most vulnerable, benefit from water supply and wastewater management services provided in a more efficient, accountable, and sustainable manner.

The Project is implemented in partnership with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, Federal Ministry of Justice of the Federation of Bosnia and Herzegovina, Ministry of Administration and Local Self-Government of Republika Srpska, Ministry of Agriculture, Water Management and Forestry of the Federation of Bosnia and Herzegovina, Ministry of Agriculture, Forestry and Water Management of Republika Srpska, both Associations of Municipalities and Cities (AMC) and Associations and networks of professionals in the water sector.

The main objective of the consultancy is to provide „on sight” field support and training in partner Water Utility Companies (WUCs), with focus on mapping of water supply and wastewater networks, and initiating development of water supply and wastewater GIS with the delegated WUC staff. In that regard, the MEG Project will recruit a GIS & CAD Specialist (hereinafter: the Consultant) for partner LGs and WUCs in the Project’s North-West  (NW) Cluster.

The assignment under this ToR will focus on WUCs from the following six (6) partner LGs Bosanski Petrovac, Bužim, Celinac, Laktaši, Mrkonjic Grad and Srbac. Additionally, specific support will be provided to LG representatives responsible for communal affairs, and cadastre management within these partner LGs.

Devoirs et responsabilités

This consultancy will provide expert support and staff training to ensure development of GIS and CAD for water supply and wastewater networks of six WUCs in the following MEG partner LGs – Bosanski Petrovac, Bužim, Celinac, Laktaši, Mrkonjic Grad and Srbac. The consultancy will be provided in line with specific needs for each WUC:

  • Organize an introductory online meeting and collect feedback to identify individual needs of each WUC, analyse feedback and prepare action plans for each one,
  • Deliver training for delegated employees for mapping activities (can be organized jointly for several WUCs),
  • Provide support to mapping of water supply primary network individually for WUCs, including defining proper layers,
  • Provide support to mapping the primary wastewater network, implemented by WUCs,
  • Provide support to mapping water supply and wastewater network objects, implemented by WUCs.

Technical assistance and training sessions will be provided in line with WUC action plans developed individually for each WUC, in form of on-site training sessions (in-person/on-site should the future Covid-19 pandemic measures allow for it, otherwise on-line).

The entire service will be delivered in the languages of BiH peoples. The expected timeframe for delivery of the service is from March to December 2022.

More specifically, the Consultant will be expected to perform the following tasks:

Task 1 – Assessment and preparing individual WUC-s technical assistance plans, including training for delegated partner WUCs employees for mapping activities

After an initial meeting with the MEG Project team and mutual understanding of the purpose of the engagement, expected results and deadlines, the Consultant will use online tools to organize introductory meetings with relevant WUC staff to swiftly assess the current situation in each of the six partner WUCs. Assessment results regarding the existence, the quality and actual functionality of maps for each of the six partner WUCs, will be carefully analysed by the Consultant. The findings will support the Consultant in defining possible areas of intervention and preparation of individual technical assistance plans for each partner WUCs. The assessment will be provided in a form of a narrative report and approved by the MEG project team.

The technical assistance plans should identify and cover mapping of water supply primary network for each WUC individually, including defining proper layers and support to mapping of wastewater primary network and support to mapping of water supply and wastewater network objects.

Based on assessment of existing mapping competencies in the utilities, the Consultant will, in consultation with the MEG project team, prepare the content and modules for delivering the two-day training for mapping and use of CAG/GIS systems. Training will be organized online, for the participants from all six WUCs from the NW Cluster.

It is envisaged that this task will be delivered by the end of April 2022 and the level of effort will not exceed 9 expert days.

Task 2 – Technical assistance and support to the public water utilities in project partner LGs

In agreement with the MEG Project staff and in line with agreed individual action plans, the Consultant will provide the following technical assistance:

  • Develop electronic maps of water supply primary network, as a practical on-site training.
  • Support development of water supply and wastewater infrastructure objects mapping (like fittings, equipment, facilities, chambers and other), using defined layers, graphic data and descriptive-attribute data, all in agreement with delegated WUC staff. This support is expected to be a combination of limited own work on mapping, combined with presenting way of work to local delegated staff whose capacities should be enhanced during the process, and hands-on support to the same delegated staff who will follow the same described mapping procedure.
  • Where needed, the Consultant will support the transfer of existing CAD drawing objects into GIS software environment used in the WUC (e.g. QGIS).

In addition, the Consultant will:

  • Provide regular combined monthly reports to the MEG Project, informing about the progress achieved under this task. These reports will clearly identify completed activities, risks (focus should be given to the recognised obstacles that can jeopardise the implementation of GIS within each WUC), suggestions for improvement, and other relevant details.
  • Prepare ad-hoc reports, as requested by the Project.

The MEG Project will provide the Consultant with exact location of each site, relevant technical documentation, as well as contact data of relevant stakeholders.

It is envisaged that this task will be delivered during the period of May – December 2022 and the level of effort will not exceed 44 expert days.

Qualifications et expériences requises

Academic Qualifications/Education:

  • University degree in civil, mechanical, IT, electrical, environmental or other related engineering area;
  • Valid certificates or professional accreditation related to the proposed CAD and GIS platforms.

Experience:

  • At least 10 years of relevant experience in the field of CAD and GIS development;
  • Proven experience in capacity building and technical assistance projects in the water supply and wastewater sector, with a particular focus on water utilities' CAD and GIS; 
  • Experience in provision of technical assistance to public institutions in the area od CAD and/or GIS development;
  • Experience in training preparation and delivery;
  • Excellent communication skills.

Languages Requirements:

  • Excellent writing and oral communication skills in in the official languages in Bosnia and Herzegovina and in English.

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
